Budget screening no place for theatrics
独法事業仕分け 「政治劇場」の再現では困る(4月16日付・読売社説)
The government is preparing to conduct a new round of budget screening, the second of its kind to be staged to identify wasteful items of government spending in what is known as jigyo shiwake. The upcoming jigyo shiwake process will target dozens of independent administrative corporations and public-utility foundations.
政府が、独立行政法人と公益法人を対象とする事業仕分け第2弾の準備を進めている。
The government should ensure the next budget screening does not degenerate into a mere attempt by politicians to play to the gallery. In this regard, there are lessons to be learned from last year's inaugural jigyo shiwake session.
昨秋の第1弾の反省を踏まえ、政治パフォーマンスに陥らないようにすべきだ。
The second screening process has been preceded by interviews conducted by some senior government officials--including Yukio Edano, state minister in charge of government revitalization--with officials from the Cabinet Office and other ministries that govern independent administrative corporations and government-affiliated public-interest foundations. This task was aimed at drawing up a list of institutions to be targeted in the upcoming budget screening process. The next round of jigyo shiwake will comprise two parts, the first of which will take place in late April, followed by the second one in late May.
枝野行政刷新相らは、仕分けの対象となる独法と政府系の公益法人を選ぶため、所管する府省などから聞き取り調査を実施した。本番の仕分け作業は、今月下旬と来月下旬に行われる予定だ。
Many institutions subject to the next budget screening honor the so-called amakudari (descent from heaven) practice in which retired high-ranking bureaucrats take up executive posts at such corporations and foundations. They receive grants-in-aid from the government. They also can win orders for government-funded and other projects to be carried out under terms highly favorable to them.
独法や公益法人の多くは、各府省から職員の天下りを受け入れつつ、政府の補助金を受け、有利な条件で事業を受注している。
In some cases, such institutions then farm out these projects to other government-affiliated and private corporations. This means these projects can be subcontracted at lower costs than those incurred by independent administrative corporations and public-service foundations. The money saved through this scheme has been used to pay salaries to amakudari employees at these institutions.
時には、受注事業をより安値で別の法人や企業に再発注し、その差額で天下り職員の給料を捻出(ねんしゅつ)する。

Cut collusive ties
The government should sever its collusive relations with independent administrative and public-interest corporations. Doing so is extremely important for reducing overall government expenditures and promoting administrative reform.
そんな持ちつ持たれつの関係に大胆にメスを入れることは、政府全体の歳出削減と行政改革を進めるうえで、極めて大切だ。
Efforts to drastically curtail amakudari appointments must be complemented by an attempt to reconsider the current national government personnel system as a whole, including the early-retirement program.
ただ、独法や公益法人への天下りを大幅に減らすのであれば、早期勧奨退職を含む、現在の国家公務員制度全体の見直しにも同時に取り組むことが欠かせない。
In December 2007, the Cabinet of then Prime Minister Yasuo Fukuda put together a consolidation plan targeting independent administrative corporations, which number 104 at present. However, minimal progress has been made in achieving the goal stipulated in the plan, which called for abolishing or privatizing six of these corporations. Only three institutions have been consolidated.
現在104ある独法については2007年12月に福田内閣が整理合理化計画をまとめた。だが、廃止・民営化とされた6法人のうち、実現したのは3法人だけで、進捗(しんちょく)ははかばかしくない。
The fundamental idea behind jigyo shiwake screening is that unnecessary projects conducted by such institutions must be scrapped while also privatizing those that could be carried out in the private sector, and that operations for which the national government should bear responsibility must be carried out directly by the government. The upcoming screening process will be tested over whether these guiding principles will be thoroughly adhered to in examining the projects of each independent administrative corporation.
不要不急または民間で可能な事業は廃止・民営化する。国が責任を負うべき事業は国が直接実施する。仕分け作業を通じて各独法の事業を吟味し、この方針をどこまで徹底できるかが問われる。
In July 2008, Fukuda ordered a 30 percent cut in government subsidies to public-utility corporations. The target has been accomplished.
公益法人については、08年7月に福田首相が政府支出の3割削減を指示し、目標は達成された。
However, it is difficult to keep a close check on the hefty 6,625 government-supervised public-interest corporations and the necessity of each project they conduct, as well as the propriety of the number of board members at each institution and the salaries paid to them. Given this, jigyo shiwake bears immense significance as a new tool for reforming the system governing such institutions.
しかし、国所管の公益法人は6625にも上り、個別事業の必要性や役員の人数・報酬の妥当性に監視の目が届きにくい。事業仕分けという新たな手法で改革に取り組む意義は小さくない。

No room for populism
However, the government should not repeat the method it adopted in last autumn's budget screening. Inspectors assigned to the first round of jigyo shiwake frequently lambasted bureaucrats without allowing them to state their opinions and decided on budget cuts. Discussions on each budget item had to be wrapped up within one hour.
Such an approach must be dismissed as a mere form of populism. More careful discussions are desired.
一方で、昨秋の第1弾のように、1案件にわずか1時間という制約の中、問答無用で官僚をたたき、予算を切る、というポピュリズム(大衆迎合主義)的なやり方を繰り返すべきではあるまい。もっと丁寧な議論が求められる。
During last year's budget screening, inspectors were apparently preoccupied with the immediate cost-effectiveness of each project. They failed to look at the whole issue from the standpoint of a medium- and long-term national strategy. Inspectors should realize they would fail to see the whole picture if they discussed projects to be conducted in sectors where a high degree of expertise is involved--for instance, science and technology, national security and cultural advancement--exclusively from the viewpoint of cost-effectiveness.
第1弾では、目先の費用対効果だけに固執し、中長期的な国家戦略という視点が欠けていた。科学技術や安全保障、文化振興といった専門性が要求される分野で、効率論一辺倒では大局を見失う。
Care and caution also should be exercised in choosing jigyo shiwake inspectors. Private citizens and foreign residents should not be asked to play a role in making decisions about key policies and changes in administrative systems, as they lack credentials in the form of an official appointment.
仕分け人の選任も、慎重を期す必要がある。民間人や外国人が、正式な辞令交付もないまま、政府の重大な政策や制度の変更に関与することは避けるべきだ。

Taking a wrong turn on expressway tolls
高速割引見直し 値上げで建設費に回す無節操(4月10日付・読売社説)
The policy compiled by the Cabinet of Prime Minister Yukio Hatoyama to revise the current system of discounts on expressway tolls can be summarized in the following way: The Cabinet was hard-pressed to secure funds for construction of new expressways, and decided to effectively raise the tolls to get the money it needs.
高速道路建設費の確保に窮して、料金を実質的に値上げし転用する―。鳩山内閣がまとめた高速料金割引制度の見直し策を一言でいえば、こうなるだろう。
With implementation of the new system in June, many expressway users will likely pay more. Constructing new expressways and widening current expressways is appropriate, as such improvements bring about positive economic effects and also help prevent accidents. However, the policy obviously contradicts the Cabinet's attitude, which has been negative toward improvement and construction of expressways.
6月実施の新制度では、利用者の多くが負担増となりそうだ。経済効果が高く、事故防止にも役立つ路線の新設・拡幅は妥当だが、高速道整備に否定的だった鳩山内閣の姿勢と明らかに矛盾する。
The reduction of toll discounts also runs against the policy of making expressways free, a policy the Hatoyama Cabinet still claims to uphold. It must be quite difficult for the administration to get the public's understanding for the new system.
いまだ旗を降ろさぬ高速道路の無料化政策にも反しよう。新制度に対する国民の理解を得るのは、容易ではあるまい。
The new discount system will drastically change the system that was introduced under the administration of the Liberal Democratic Party and New Komeito coalition.
新しい割引制度は、自公政権時代に導入された中身を、大幅に整理・統合するものだ。

No more 1,000 yen cap
The extremely popular "1,000 yen toll for unlimited travel" discount system for vehicles equipped with electronic toll collection (ETC) devices on weekends and holidays will be abolished. Discounts for certain times of day, such as early morning and late night, will also be abolished after the current fiscal year.
目玉だった、自動料金収受システム(ETC)を装備した車を対象にした土日・祝日限定の「1000円走り放題」は廃止する。早朝、深夜など時間帯ごとの割引も、今年度限りでやめる。
Instead, toll caps will be introduced--1,000 yen for minicars, 2,000 yen for regular passenger cars and 5,000 yen for larger vehicles. No additional charges will be added to these tolls. There is also a program to give preferential treatment to fuel-efficient vehicles.
その代わり、軽自動車は1000円、普通車は2000円、中型車以上は5000円などの上限を決め、それ以上の料金は取らないことにする。燃費のいい車を優遇する仕組みもある。
The new system will be applied not only on weekends but also on weekdays, regardless of whether vehicles are equipped with ETC devices. Drivers of vehicles not equipped with ETC devices and those traveling long distances on weekdays will benefit greatly from the new system.
土日ばかりでなく平日にも適用し、ETCの有無を問わない。このため、ETCを付けていない車や平日に遠出する場合、恩恵は確かに大きいだろう。
However, the new system has blind spots. The average daily travel distance of a regular passenger car on an expressway is about 60 kilometers on the weekend and about 40 kilometers on weekdays. Such distances are too short to reach the upper limit of the toll. What is even worse, the tolls to be paid by drivers in that range will be higher than the current ones.
だが、新制度には盲点がある。普通車などの平均走行距離は土日で約60キロ、平日なら約40キロだ。この程度走ったくらいでは料金が上限に達せず、支払うべき料金は現行より高くなるという。
For the Metropolitan and Hanshin expressways, the current flat-rate tolls based on prefectural zones and the zones themselves will be abolished. Instead, there will be a system that requires drivers to pay 500-900 yen on a scale determined by travel distance.
首都高速と阪神高速については年末をめどに、都府県ごとの区分と一律料金制をやめ、500円から900円を走行距離に応じて支払うシステムに変える。
On those two expressways, the new tolls will be lower than the current ones for short-distance driving, but tolls for long-distance driving will go up in some cases and down in others. Drivers are bound to become confused.
短距離の場合は割安になるが、長く走ると、負担増・減の二つのケースが出てくる。ドライバーも戸惑うのではないか。

Move is just for securing funds
The Hatoyama administration is revising the discount system because it wants to secure funds for construction of expressways.
今回、料金割引制度を見直すのは、高速道路建設の財源確保のためである。
Three trillion yen has already been allocated to make up for the reduction in toll revenues under the current discount system. Of that, only 500 billion yen has been spent, leaving 2.5 trillion yen. Out of this, the new system will save 1.4 trillion yen, which can be used for construction of new expressways.
料金割引の原資に国が手当てして残る2・5兆円から、今回の制度変更で使わずに済むようになる1・4兆円を、建設費に充てる計画だ。
The Hatoyama Cabinet focused on the revenue for the current discount system because the Democratic Party of Japan made strong calls for the promotion of expressway improvement and construction programs in December last year.
鳩山内閣が昨年末、民主党に高速道路の整備促進を強く要請されたことで、原資に目をつけた。
If funds for the construction of expressways are necessary, the administration should be logical enough to prepare a budget for that purpose in a proper fashion. As the Hatoyama Cabinet does not have a consistent expressway policy, it has chosen to take a wrong turn with its inappropriate toll-raising measure.
建設費がどうしても必要というなら、きちんと予算化するのが筋だろう。一貫した高速道路政策が鳩山内閣にないから、こんな姑息(こそく)な手段を選ぶことになる。

Party heads shouldn't evade issues in debates
党首討論 真正面から懸案を論じ合え(4月1日付・読売社説)
Diet debates between Prime Minister Yukio Hatoyama and major opposition party leaders, the second of their kind during
the current Diet session, were held Wednesday.
鳩山首相と谷垣自民党総裁、山口公明党代表による今国会2回目の党首討論が行われた。
Sadakazu Tanigaki, president of the main opposition Liberal Democratic Party who was criticized for failing to land a telling
punch during the previous debate, went on the offensive against Hatoyama over the issue of relocating the U.S. Marine
Corps' Futenma Air Station in Ginowan, Okinawa Prefecture.
前回の討論で迫力不足と批判された谷垣総裁は米軍普天間飛行場移設問題で、攻撃姿勢をみせた。
Tanigaki told Hatoyama that he should step down or seek a public mandate by dissolving the House of Representatives for
a general election if he failed to resolve the relocation issue by the end of May, a deadline the prime minister has set.
首相が約束している5月末までの決着が果たせなかった場合は、退陣するか衆院を解散するよう迫った。
In his response, Hatoyama said: "I'll stake my life [on resolving the relocation issue] and will not fail. Please trust the
government." As these verbal exchanges indicate, the debate between these two leaders turned out to be held in an
atmosphere more tense than the previous one.
首相は、「命がけで行動し、必ず成果を上げる。政府を信頼してほしい」と応じるなど、前回よりは緊張感のある討論となった。
During the latter half of the current Diet session, this kind of debate should be held more often, particularly on issues that
may affect the very foundations of the nation, such as diplomacy, taxation and national finances.
後半国会では、党首討論を頻繁に開き、外交、税財政など国の根幹にかかわる問題について論戦を深めるべきだ。

Futenma issue up in air
In criticizing Hatoyama on the Futenma relocation issue, Tanigaki said the government had yet to come up with a unified
alternative proposal after turning down the existing plan reached during the administration of the LDP-led coalition
government, which had won the understanding of the U.S. government and people of Okinawa Prefecture, and then stirring
up expectations among the prefecture's residents that their burden of hosting U.S. bases would be eased.
谷垣総裁は、普天間問題について、米国と地元双方の理解を得ていた現行案を否定して沖縄の期待をあおり立てた揚げ句、
政府案がいまだ一本化されていない現状を批判した。
Hatoyama refuted this by saying he already had his own plan in mind, which he said "is as effective as the existing one or
even more effective [in maintaining the U.S. deterrence and in easing Okinawa Prefecture's burdens]."
首相は「腹案はすでにある」と反論し、「現行案と同等かそれ以上の成果が上がる」と強調した。
Yet he offered nothing concrete and was far from convincing as he only expressed his determination to conclude the issue
as early as possible.
だが、早期決着の決意を示すだけで、具体性や説得力を欠いた。
With regard to the falsification of the political funds report of Hatoyama's fund management organization by his former
state-funded secretary, Tanigaki called on the prime minister to fulfill his responsibility by explaining the case, as
deliberations in the trial have ended.
元秘書による偽装献金事件では谷垣総裁が、元秘書の裁判が結審したことをとらえ、首相が説明責任を果たすよう求めた。
Hatoyama responded to this by saying, "I will meet the expectations of the public by working hard." What the public is
seeking is the truth. The fact that he continues to make such evasions on the ground that the case is still pending in court
is unpardonable.
首相は「身を粉にして国民の期待に応える」と述べたが、国民が求めているのは真相の解明だ。裁判中を口実に説明責任を回
避し続けることは許されない。
New Komeito leader Natsuo Yamaguchi also took a more confrontational stance toward the Hatoyama administration. This
was in stark contrast to the previous round of debate when he only proposed the establishment of an organ on the political
fund issue that could be used by the ruling and opposition parties for consultation.
山口代表も、政治資金問題に関する与野党協議機関の設置を提案した前回とは打って変わり、政権に対する対決姿勢を前面
に打ち出した。

Cabinet in disarray
While citing examples of disarray within the Cabinet over such issues as the postal reform bill, Yamaguchi lashed out by
saying: "The Cabinet is not functioning...It's truly a disappointing Cabinet."
郵政改革法案をめぐる閣内の混乱などを列挙して、「内閣は機能不全」「失望内閣」などと厳しく批判した。
Hatoyama's responses to the remarks of Tanigaki and Yamaguchi were diffuse to say the least, and the instances where the
prime minister failed to answer the party leaders' questions were conspicuous. It was obvious Hatoyama was playing for
time so as to wrap up the debate as quickly as possible.
谷垣、山口両氏に対する首相の発言は、全体に冗長で、追及に正面から答えていない場面が目立った。これでは、討論を早く
切り上げようとする時間稼ぎとみられても仕方があるまい。
In the previous debate, Tanigaki was criticized by members of his own party for failing to land a serious blow on Hatoyama,
prompting such senior members as former Finance Minister Kaoru Yosano to call for the party president to be replaced.
谷垣総裁は、前回の討論で追及が甘かったと党内から指摘が相次ぎ、与謝野馨・元財務相らが総裁交代論を展開した。
This time, Tanigaki seems to have learned from the previous lesson. But nonetheless he failed to rid himself of his tendency
to pull his punches.
今回は反省をある程度生かしたと言えるが、質問調が抜け切れなかった。
Voices can still be heard within the LDP that "we can't fight the [upcoming] House of Councillors election under
Tanigaki's leadership."
党内には「谷垣総裁では参院選は戦えない」との声が依然くすぶっている。
Complaining about the poor management of Diet affairs, young and middle-ranking LDP Diet members are calling for a
shake-up of the party's leadership, including Secretary General Tadamori Oshima and Diet Affairs Committee Chairman
Jiro Kawasaki.
若手・中堅議員は拙劣な国会運営を理由に、大島幹事長や川崎二郎国会対策委員長ら執行部の刷新も求めている。
Tanigaki's leadership will be tested over whether he can rebuild the LDP as a party full of a fighting spirit.
戦う野党として態勢を立て直せるか、谷垣総裁の指導力が引き続き問われよう。

To solve the base problem, mend fences with U.S. first
日米外相会談 同盟深化の共同作業を怠るな(3月31日付・読売社説)
To settle the dispute over where to relocate the U.S. Marine Corps' Futenma Air Station in Okinawa Prefecture, it is vital to steadily promote the joint process aimed at deepening the Japan-U.S. alliance.
米軍普天間飛行場の移設問題を決着させるためにも、日米同盟を深化させる共同作業を着実に進めることが肝要だ。
Foreign Minister Katsuya Okada met with U.S. Secretary of State Hillary Clinton and Defense Secretary Robert Gates on Monday and reaffirmed the Japanese government's goal of resolving the Futenma relocation issue by the end of May.
岡田外相が米国のクリントン国務長官、ゲーツ国防長官と相次いで会談し、普天間問題について5月末までに解決する方針を改めて確認した。
Okada explained the Japanese government's relocation proposals, which comprise the options of moving the base's functions to a land-based section of Camp Schwab, which straddles Nago and Ginozason in the prefecture, and an offshore area of a U.S. naval facility in White Beach on the Katsuren Peninsula in Uruma, also in the prefecture.
外相は、普天間飛行場の移設先として、米軍キャンプ・シュワブ陸上部やホワイトビーチ沖などを組み合わせた日本政府案を説明した。
But the United States is sticking to its position that the existing plan of relocating the Futenma functions to the coastal area of Camp Schwab is the best option.
しかし、米側は、シュワブ沿岸部の現行計画が最善とする立場を変えていない。

Govt lacks a strategic vision
Since the launch of Prime Minister Yukio Hatoyama's administration, the dispute over the Futenma relocation has taken twists and turns because of the prime minister's irresponsible statements and immature political style. But the government can no longer be allowed to postpone dealing with this problem.
普天間問題は、鳩山政権の発足以来、首相の軽すぎる発言と未熟な政治手法などのため、迷走を続けてきた。これ以上の問題先送りは、もう許されない。
Because the government-proposed plans entail a number of problems, such as opposition from local governments concerned, it is advisable that the Hatoyama Cabinet not exclude the option of relocating the air station to the coastal area of Camp Schwab so the issue can be settled by the end of May as promised.
政府案が地元自治体の反対など多くの問題を抱える以上、シュワブ沿岸案も排除せず、5月決着を実現することが求められる。
What is needed now to resolve the Futenma issue is the restoration of a relationship of trust between Japan and the United States.
今、普天間問題の解決に必要なのは日米の信頼関係の回復だ。
A relationship of trust between the two countries cannot be nurtured with such superficial statements as "The Japan-U.S. alliance is the cornerstone of [Japan's] diplomacy," or "Trust me."
2国間の信頼関係は、「日米同盟が外交の基軸」とか「トラスト・ミー(信頼して)」といった口先だけの発言では高まらない。
The realignment of U.S. forces stationed in Japan is essentially aimed at simultaneously attaining two goals--maintaining the deterrence capability of the U.S. forces and reducing the burdens on local governments and residents hosting U.S. military facilities.
在日米軍再編の本来の目的は、米軍の抑止力の維持と、米軍基地による地元負担の軽減という二つの課題を両立させることだ。
But the Hatoyama administration has put too much emphasis on the second goal and lacks a strategic vision concerning how Japan and the United States should jointly deal with security issues in East Asia. This has resulted in growing suspicions and frustrations within the U.S. government over whether it can really regard Japan as its ally.
だが、鳩山政権は、後者に偏重するあまり、「東アジアの安全保障情勢に日米がどう共同対処するか」という戦略的な視点を欠いている。それが、米政府内で「日本は本当に我々の同盟国なのか」という疑念や不満を呼んでいる。

Build trust step by step
So what needs to be done?
それでは、どうすべきか。
Current circumstances and future developments in China and North Korea need to be analyzed and evaluated, and the results of such studies shared by the two countries' leaders and ministers. In addition, discussions should be deepened on what forms of cooperation Japan and the United States should promote in both the diplomatic and defense fields.
中国や北朝鮮の現状と将来を分析・評価し、首脳や閣僚が共通の認識を持つ。そのうえで、日米が外交、防衛の両面でどんな協力を進めるかの議論を深める。
As for issues taken up during Japan-U.S. foreign ministerial talks, such as Iran's nuclear ambitions and Myanmar's democratization movement, the two countries will need to discuss how they should work with other countries and put into action what has been agreed.
外相会談で議題となったイランの核やミャンマーの民主化などの課題で、日米がいかに他国と連携するかを協議し、実行する。
Undertaking a series of such efforts will help restore the two countries' relationship of trust as allies. Only through such confidence-building measures will the two countries be able to make concessions on the points on which they can do so and find areas of compromise in such difficult negotiations as the Futenma relocation issue and the so-called sympathy budget, or the portion Japan pays of the cost of maintaining U.S. forces stationed in the country.
こうした一連の取り組みが、同盟国としての日米の信頼回復につながる。その信頼があってこそ、普天間問題や在日米軍駐留経費の日本側負担(思いやり予算)の難交渉で、日米双方が譲るべきは譲り、妥協点を見いだせよう。
As Gates has pointed out, it will be difficult for the two countries to come up with a successful outcome in deepening the alliance to mark the 50th anniversary of the revised Japan-U.S. Security Treaty.
ゲーツ長官が指摘したように、普天間問題の解決なしに、日米安保条約改定50周年の同盟深化の作業が成果を生むのは難しい。
It is important for the two countries to prevent the Futenma issue and the process of deepening the alliance from falling into a vicious circle and act in a way so progress is made in a virtuous circle.
大切なのは、普天間問題と同盟深化の作業が悪循環に陥るのを避けるとともに、逆に、好循環を生むよう行動することである。

徴兵検査で体重が40キロくらいしかなかったので乙種合格、
体がひ弱だったので陸軍の衛生兵に配属させられました。
中国の青島(チンタオ)で4年ほど兵役、ここで終戦をむかえました。
人生とはまったく皮肉なものですね。
体の強健な兵隊さんたちは戦争の最前線に送られてそこで戦死しました。
体のひ弱だった父は九死に一生の思いで中国から帰国、
北九州市の旋盤工場に就職、
やがて母と恋に落ち私が生まれました。
父が戦死しておれば当然私は生まれてこなかったので、
人生の苦しみを味わうこともなかったのです。
人の運命とは全く不思議で不可解なものですね。
生をまっとうするということは本当に辛いものであることを実感しています。
日本では年間4万人あまりの人たちが自ら命を絶っているという記事を見ました。
本当でしょうか。
陸軍部隊の中に布施班長(実名)がいて父や同僚は毎日彼から往復ビンタをくらっていました。
テレビで歌手の布施あきらさんがでてくると、父は血相を変えてこう罵っていました。
「今度どこかで出会ったら殺してやる」
戦争は多くの若者たちの運命を根こそぎ崩壊させました。
二度と繰り返してはいけません。
しかし戦後60年、もうアメリカのつくった仕組みより飛び立つ時期ですね。
そういえば、私の中学時代に番長が1人いて往復ビンタをくらったのを思い出しました。
私は相撲が強かったので彼の相撲のお相手を何度もさせられました。
彼が転校していった後、安堵のため息を漏らしたのを覚えています。
文武両道、これから先の日本人は喧嘩(武力)も強くならなければ世界の中で落ちこぼれていくのではないでしょうか。

70年代フォークで活躍したフォーククルセダーズの加藤和彦さんのように自分で命を絶っていたかも知れません。
2ヶ月間リハビリに専念するうちに苦しみに慣れてしまったというのが本音です。
右手が不自由になりギターが弾けないギタリストなんて絵になりませんからね。
エレキギターに転向しようかとも思いましたが、ピックギターでも右手の中指と薬指は使用することが多いですね。ちょっと無理かも知れません。
右指が快復するまではMIDI編曲のみで我慢しなければなりません。
高速タイピングも全く出来なくなってしまい、音声入力に切り替えようかとも考えています。
名前は忘れましたが有名な宇宙工学の天才学者が筋肉が徐々に衰えていく病気にかかり、指1本だけでコンピュータの助けを借りて会話していましたね。
私も病状が進んで同じような状態になるのではないかととても心配です。
どうか神様お願いです。
娘が成人するまで今の体の状態を保たせてください。

◆国家戦略を示すときだ◆
Will the nation's economy pick up? Will we be able to continue to receive medical and nursing care with a sense of assurance? Will a rift appear in Japan-U.S. relations?
景気はよくなるか。医療、介護が安心して受けられるか。日米関係に亀裂は入らないか。
Many people doubtless greeted the New Year with such concerns because the nation's lack of political direction and ongoing economic stagnation inspire fear rather than expectations in people and bring a sense of resignation rather than hope.
多くの国民が、こんな不安を胸に新年を迎えたに違いない。日本の将来に、期待よりも懸念、希望よりもあきらめを強く抱かせるような、政治の迷走、経済の停滞が続いているからだ。
The primary reasons stem from Prime Minister Yukio Hatoyama's administration not only lacking the sort of mid- and long-term national strategy needed to maintain peace, prosperity and a safe, secure society, but also its failure to clearly show the people the course that the nation should take at the moment.
主な原因は、鳩山連立政権が日本の平和と繁栄、安心社会を維持するための、中長期の国家戦略を欠くうえに、当面の針路すら国民に明示できないことにある。
Without a national strategy, Japan will be left adrift on the rough seas of global politics--a dreadful situation.
国家戦略なき日本は、国際社会の荒波の中で孤立化し、やがては漂流することになろう。これでは困るのだ。
Which direction should Japan take? What sort of nation should Japan seek to be? How will the nation draw its new state image? Our political leaders must shoulder the responsibility for guiding the nation through this critical time and present a bold national strategy to do so.
日本が進むべき道は何か。どんな国造りを目指すのか。新しい国家像をどう描くのか。危機を乗り越える具体的な処方箋(せん)とともに、骨太な国家戦略を示すこと、それが政治に課された責任である。
◆連立の弊害をただせ◆
The dysfunctional nature of the Hatoyama administration is the result of the disproportionate influence wielded by the smaller members of the ruling coalition, the insistence on adhering strictly to the manifesto touted by the Democratic Party of Japan during the House of Representatives election in implementing policies and the obstinate stance of excluding bureaucrats from the policymaking process.
鳩山政権の機能不全は、大きく言えばキャスチングボート政治、マニフェスト至上主義、官僚排除に由来する。
In addition, there is the scandal over questionable political donations involving Hatoyama's political fund management organization. Hatoyama has made it clear he intends to leave the matter of whether he should resign up to the voters. Depending on how public sentiment develops, it could lead to political upheaval. It also is possible that Japan's political world could be thrown into turmoil.
加えて、鳩山首相自身の献金問題だ。首相は進退を世論に委ねる意向を明らかにしたが、展開次第では政変に結びつく。日本政治が激動する可能性もあろう。
We cannot overlook the present situation in which the DPJ, the predominant party in the ruling camp, is at the mercy of its junior coalition partners--the Social Democratic Party and the People's New Party--which, despite their small number of seats, hold the key to the fate of bills in the House of Councillors, distorting the fundamentals of the nation's foreign and security policies and fiscal and economic management.
小所帯ながら参院で法案成否の鍵を握る社民、国民新両党が大勢力の民主党を振り回し、外交・安全保障や財政・経済運営の基本をゆがめる現状は看過できない。
The Hatoyama administration's postponing of its decision on the relocation of the U.S. Marine Corps' Futenma Air Station in Okinawa Prefecture typifies this situation.
象徴的事例が、米軍普天間飛行場移設問題の決着先送りだ。
Hatoyama's indecision and the intercession of DPJ Secretary General Ichiro Ozawa and other officials whose top priority is maintaining the ruling coalition have led to the present critical juncture in the Japan-U.S. alliance.
鳩山首相の優柔不断もさることながら、連立政権維持を優先する民主党の小沢幹事長らの思惑により、日米同盟の危機が指摘される事態になっている。

The merger of the Liberal Party and the Japan Democratic Party to create the Liberal Democratic Party in November 1955 was born out of a sense of crisis as these conservative parties witnessed the unification of the left and right factions of the Japan Socialist Party in October of the same year. Yet it was also aimed at heading off a power struggle among small splinter parties.
1955年の保守合同は、左右両派社会党の統一を目にした保守陣営の危機感から誕生したが、小党乱立の弊害を除くねらいもあった。
Then Deputy Prime Minister Taketora Ogata pointed out that leaving the deciding vote in the Diet in the hands of small parties would shake the public's trust in political rule by the majority, and emphasized the urgent need to bring political stability with the merger.

国の命運がかかり、国民生活の基盤が左右されるような重要政策・法案の成否に当たっては、野党とも提携する「部分連合」や、大胆な政界再編による「挙国政権」づくりをためらうべきではない。
◆日米基軸が国益に沿う◆
The Japan-U.S. alliance is the cornerstone of national security. While continuing its development of nuclear arms, North Korea is demanding a security guarantee and economic assistance. Meanwhile, China is attempting to expand its economic interests, backed by its military buildup.
言うまでもなく、日米同盟は日本の安全保障の生命線だ。
核開発を続ける一方で体制保証と経済支援を強要する北朝鮮、軍事力増強を背景に経済権益の拡大を図る中国。
For Japan, which is separated by a narrow strip of water from these two countries of different political systems, maintaining amicable Japan-U.S. relations on the basis of the security alliance should be a fundamental part of the national strategy.
政治体制が異なる両国と一衣帯水の日本にとって、安全保障同盟を基軸とする良好な日米関係の維持は、国家戦略の基本に位置づけられなければならない。
In spite of this, Hatoyama's words and deeds touting his vision of an East Asian community and aimed at distancing Japan from the United States could potentially endanger the alliance.
それなのに、東アジア共同体構想を掲げ、米国離れを志向する鳩山首相の言動は極めて危うい。
It is self-evident that, as a sovereign state, Japan has an equal relationship with the United States.
主権国家として、日本が米国と対等な関係にあるのは自明だ。
Yet, the Japan-U.S. security alliance is based on mutual benefit whereby Japan is protected by the United States in time of emergency in exchange for allowing the United States to establish military bases in Japan.
しかし、安全保障に関して言えば、有事の際に米国が日本を守り、その代わりに日本が米軍に基地を提供する、という相互補完関係にある。
The Japan-U.S. security alliance made it possible for Japan to pursue butter instead of guns in the postwar years.
日米安保体制が、戦後日本の「軽武装・経済優先」路線を可能にしたわけだ。
If Japan ends its previous dependence on the United States and pursues relations as an equal, it will become vital to drastically reinforce the nation's ability to defend itself and deal with external threats, including that posed by North Korea.
鳩山首相が言うように、米国依存を改め、対等な関係を目指すのなら、北朝鮮などの脅威に備えた自主防衛力の抜本的な強化が必須となる。
Doing so would require a substantial increase in defense spending, a move that would lead to cuts in budgetary resources that should otherwise be used to improve the economy and carry out social welfare programs. This would be exacerbated by greater concerns among neighboring nations about Japan's military buildup.
防衛費は膨張し、景気対策や社会保障に回すべき予算が圧迫される。さらに、日本の軍事力強化に対する周辺諸国の懸念を増幅させるだろう。
For this country, weakening its alliance with the United States and seeking a fifty-fifty bilateral relationship is not a realistic option.
米国との同盟関係を薄めて、対等な関係を築くというのは、現実的な選択ではない。
Meanwhile, Japan has every reason to step up its strategic reciprocal relationship with China, a nation with which this country has close economic ties. Cooperation with China is also indispensable to keep North Korea in check.
一方で、日本が経済的に密接なつながりを持つ中国と、「戦略的互恵」関係の強化を進めるのは当然だ。北朝鮮の暴走に歯止めをかけるためにも、中国の協力は欠かせない。
More importantly, Japan must look at the whole issue from the standpoint of basing peace and security in the Asia-Pacific region on efforts to step up relations with the United States, with which this nation shares such values as democracy, a respect for human rights, freedom of thought and creed.
しかし、それ以上に民主主義、人権尊重、思想・信条の自由という普遍的価値を共有するアメリカとの関係強化を、アジア・太平洋の平和と安定の基礎に置く視点が不可欠である。

Economy mismanaged
◆非常時は大胆な政策を◆
A price war is raging among corporations selling their products at prices lower than their production and other necessary costs in the consumer electronic, apparel, food and some other industries. However, consumers cannot afford to be complacent about a heavy discount on goods. No one should forget that the excessive price war is a precarious phenomenon that could produce negative effects, including the advent of a dog-eat-dog society, growth in corporate bankruptcies, rising unemployment, declining wages and worsening deflation.
家電、衣料、食品業界などで、コスト割れの安売り競争が横行している。消費者も、安く買えると喜んでばかりはいられない。弱肉強食、倒産・失業増加、賃下げ、デフレ悪化などの、負の側面を持つ危険な現象だからである。
Overcoming deflation requires strong political leadership. The government must show the market its strong determination to bail the nation out of a deflationary crisis at any cost--even by adopting strong-arm tactics. The significance of doing so is evident if one stops to remember historical events. In the early 1930s, Finance Minister Korekiyo Takahashi demonstrated strong leadership in fighting the Showa Depression, as did U.S. President Franklin Delano Roosevelt in combating the Great Depression of 1929.
デフレ脱却には、強力な指導力が不可欠だ。
昭和恐慌時の高橋是清(これきよ)蔵相、アメリカ大恐慌時のフランクリン・ルーズベルト大統領のように、不況脱出のためには強権発動も辞さず、の断固とした政治意思を市場に示す必要がある。
Regrettably, it seems that Hatoyama is unable to demonstrate any determination to overcome the ongoing recession. The prime minister's adherence to the ruling party's manifesto is so obsessive that he has been unable to set policy priorities, thus wavering between conflicting options in settling disputes over each issue.
残念なことに、鳩山首相からは不況脱出にかける強力なメッセージが伝わってこない。マニフェストに固執する余り、政策の優先順位を決められず、右往左往しているからだ。
This was also true with the process of putting together a new fiscal budget. The Hatoyama administration experienced continued confusion in deciding how to treat several DPJ manifesto pledges in compiling the budget, including plans to scrap the provisionally higher gasoline tax and set up a child-raising allowance program. The turmoil was eventually put to rest when party Secretary General Ichiro Ozawa submitted a solution, in effect, to each pending problem that must be addressed under the next budget.
新年度予算編成作業でも、マニフェストの柱に掲げたガソリンの暫定税率廃止、子ども手当などを巡って迷走を続け、結局、民主党の小沢幹事長が仕切る形で決着した。
This means the DPJ's promise to ensure the Cabinet is the sole organ responsible for devising government policies has been reduced to an empty and deceptive slogan. It is very disturbing to see that the ruling party has the upper hand over the government.
政策は政府に一元化、という看板も羊頭狗肉(くにく)で、「党高政低」の現実には大きな不安が残る。
The Hatoyama Cabinet has been unable to smoothly communicate with bureaucrats, leaving itself with a lack of information that could otherwise be provided by them. Any prime minister--or cabinet member, for that matter--would find it impossible to make proper policy decisions if they were denied essential information that could be provided by bureaucrats. Using the skills and expertise of bureaucrats for meaningful purposes--not shunning them outright--is what it takes for political leaders to better fulfill their duties.
鳩山内閣は官僚との円滑な意思疎通を欠き、情報不足に陥っている。首相や閣僚が「裸の王様」では正しい政策判断はできない。官僚を忌避するのではなく、使いこなすのが政治家だろう。
◆社会保障を景気対策に◆
The DPJ pledge to use taxpayers' money not for concrete, but for people has taken on a life of its own. This should be perceived as a hazardous turn of events.
「コンクリートから人へ」というキャッチフレーズが独り歩きしている。危険なことだ。
The slogan seems to suggest that promoting public works projects is a harmful policy peculiar to a country dominated by the construction industry. True, each public works project needs to be examined for its propriety, but it is important to conduct economy-boosting public works projects at a time when most regional economies are impoverished.
公共事業は「土建国家」の悪玉施策と言わんばかりである。吟味は必要だが、地方が疲弊しているときに、即効性が高い公共事業の活用も大切だ。

Sales tax hike needed
An essential task to be undertaken in building a society in which people can live without anxiety is to provide well-organized medical, nursing care and welfare services. Improving the quality of social welfare programs will not only establish a better social safety net, but such efforts also produce economic pump-priming effects.
安心社会づくりで肝心なのが医療、介護、福祉である。社会保障の充実は、安全網の整備に加え景気対策の効果も期待できる。
Social security-related businesses and services in this country--a sector in which about 6 million people now work--are certain to expand their scope in the future due to the nation's declining birthrate combined with the graying of its population. It is said that this sector can compare with other industries in creating jobs, encouraging production and cash flow.
約600万人が従事する社会保障の分野は、少子高齢化により今後も拡大する。雇用を作り、生産を促し、カネを循環させる機能は、他産業と比べて見劣りしない、といわれている。
The government cannot get by with avoiding an increase in the consumption tax rate if it hopes to raise financial resources for future social welfare programs. The Hatoyama administration must lift the continued freeze on a rise in the tax rate and seek popular support for the tax hike after an improvement in the economy.
社会保障の財源として消費税率引き上げは避けて通れない。鳩山政権は凍結の封印を解き、景気回復後の税率引き上げに国民の理解を求めなければならない。
Issuing a massive number of new government bonds under the next fiscal budget has become unavoidable. Of the total debt-servicing costs to be incurred under the new budget, about 10 trillion yen will be used to pay interest on the government bonds purchased. It is worth considering the issuance of zero-interest, tax-exempt government bonds to ease the burden shouldered by the government in paying interest, an idea advanced by such key figures as Shizuka Kamei, state minister in charge of financial services.
来年度予算では、大量の国債発行が不可避となった。国債費のうち約10兆円が利払いに充てられている。利払いの負担を軽減するため亀井金融相らが主張するように、無利子非課税国債を発行することも検討に値しよう。
The government should also be advised to encourage people to use part of their nest eggs--a pool of money worth about 30 trillion yen--to buy government bonds, although such a policy measure could be criticized as a form of preferential treatment for wealthy people. We believe doing so will help boost the economy.
金持ち優遇の批判も予想されるが、約30兆円のタンス預金を国債に吸い上げて活用できれば、景気対策に役立つではないか。
In a time of crisis, it is necessary to think and act in a manner that fits the situation. This nation must quickly leave behind the current political tendency to please the public with lavish handouts and eye-catching actions. It must be remembered that "bread and circuses"--that is, handouts and petty amusements used by politicians to attract popular support--was a factor believed to have quickened the fall of the Roman Empire.
非常時には非常時なりの思考と行動が必要である。ローマ帝国の滅亡を早めた「パンとサーカス」の、大衆迎合的ばらまき・見せ物政治から一日も早く抜けださなければならない。
Failure to leave the current political climate behind means political leaders in this nation will not be able to end the ongoing crisis, or fulfill their obligations to set a course for the future of their nation.
そうでなければ、眼下の危機を乗り越えることも、明日への責任を果たすこともできない。

Govt's new growth strategy short on details
新成長戦略 目標実現の具体策が見えない(12月31日付・読売社説)
Having an ambitious goal alone is not enough to ensure a bright future. The government's newly unveiled growth strategy for a "shining Japan" lacks vital substance in that it fails to illuminate how to achieve these goals in detail.
The strategy, the basic policy of which was approved by the Cabinet on Wednesday, sets a target of achieving a more than 2 percent annual growth in the gross domestic product in real terms through fiscal 2020. In nominal terms, the growth target is aimed at staying above 3 percent.
高い目標を掲げるだけで、明るい未来は開けない。肝心なのは実現する具体的手法の明示だが、そこが欠けている。
政府は30日の閣議で、新たな成長戦略の基本方針「輝きのある日本へ」を決定した。
国内総生産(GDP)を2020年度まで実質で年2%、名目は3%を上回るペースで成長させる数値目標を掲げた。
This means that in 10 years, the nominal GDP is expected to grow from the 470 trillion yen of this fiscal year to 650 trillion yen. But the fact is that the nominal GDP has been in negative territory for the past six straight quarters, pushing GDP down by 50 trillion yen. As the economy has entered a deflationary phase, which also shrinks the GDP, obstacles to reaching the target are extremely high.
名目GDPは今年度の470兆円から650兆円に増える計算だが、現状はここ6四半期連続のマイナスで、50兆円も減った。名目GDPをしぼませるデフレに再び陥ったこともあり、目標達成のハードルは極めて高い。

Solid ends, vague means
In its growth strategy, the government declared it would pursue a "third way" of seeking the creation of new demand, instead of relying on public works projects or following the principle of market fundamentalism as seen under the administration of former Prime Minister Junichiro Koizumi. The new stance touted by the administration of Prime Minister Yukio Hatoyama appears to be in line with a policy pledge to "shift from concrete to human beings," meaning a departure from an industrial structure heavily dependent on public works projects.
成長戦略は公共事業依存でも、小泉路線のような市場原理主義でもない、新需要の創造という「第3の道」を進むとしている。「コンクリートから人へ」などの政権公約に沿った考え方だろう。
The strategy listed two areas--the environment and energy, and medical and nursing care services--that the government intends to focus on and shore up. In these areas, which Japan can boast of having strengths in, there will be a goal of creating new demand worth 100 trillion yen and 4.2 new million jobs.
具体的には、環境・エネルギーと医療・介護を、日本が強みを持つ2分野として集中的にテコ入れし、100兆円の需要と420万人の雇用を新たに生み出す。
The government also intends to stimulate trade with other Asian nations--whose economies are continuing to grow fast--support scientific and technological development and strengthen measures to sustain employment.
高成長が続くアジアとの取引活性化や、科学技術の支援、雇用下支えの強化なども図る。
There is nothing wrong with the direction of these policy courses. But, in terms of details in the measures, we find little difference with those included in about a dozen growth strategies hammered out by the governments of the past decade.
方向性に問題はないが、具体策は政府が過去10年に出した十指に余る成長戦略と大差ない。
This is likely because the strategy was compiled from worn-out proposals submitted by ministries and agencies concerned. As it took only half a month to devise the strategy, it gives an impression that the government threw it together in order to thwart criticism that the current administration has no growth strategy.
関係府省が持ち寄った案をまとめたため、新味のないアイデアが並んだのだろう。策定作業は約半月と短く、成長戦略がないという批判をかわす「やっつけ仕事」との印象もぬぐえない。

Get private sector input
The government intends, by June, to complete the growth strategy by putting flesh on these basic policy bones and provide a road map for achieving these goals.
政府は来年6月までに、この基本方針に肉付けをして成長戦略を完成させ、実現に向けた工程表も示す方針という。
But it would be better to drastically review the strategy by, for example, inviting ideas widely from the private sector and narrowing down the list of measures to those that appear to have the greatest potential effect and feasibility. There also should be mention of how necessary funds for nurturing new industries and supporting technological development should be allocated.
だがこの際、民間からアイデアを広く募って、効果や実現性の高いものに絞り込むなど、抜本的に練り直した方がいい。新産業の育成や技術支援に必要な費用をどう工面するのかも示すべきだ。
If the Hatoyama administration sticks to its policy pledge not to raise the consumption tax rate for four years, it is unlikely that it will be able to secure a stable revenue source to implement policy measures. It must not have faith in a "rising tide" theory of economic growth being able to increase tax revenues.
消費税率を4年間は上げないという政権公約にこだわれば、安定した財源は得られまい。「経済成長で税収が増えれば賄える」とする“上げ潮”依存は禁物だ。
It also is necessary to show the path to fiscal reconstruction for the mid- to long-run in order to ease people's anxiety about the future of social security and other matters.
中長期的な財政再建の道筋も同時に示し、社会保障などの将来不安を和らげる必要もある。
Unless measures are taken to prevent a further economic decline and solve the deflation problem, any great growth strategy will merely end up being pie in the sky.
景気の底割れを防ぎ、デフレを解消しないと、どんな立派な成長戦略も絵に描いたモチになる。
The government has cut spending for public works projects by nearly 20 percent in the fiscal 2010 budget, compared with the current fiscal year. Spending for urgently needed projects such as construction work to improve the earthquake resistance of primary and middle school buildings also has been reduced. These projects should be revived and used to help economic recovery.
政府は来年度予算の公共事業を前年度より2割近く減らし、小中学校の耐震化など急ぐべき事業も削った。これらを復活して、景気回復に役立てるべきだ。
