China's rise may provide new model of growth, success for Japan

China has surpassed Japan as the world's second largest economy, but that in itself is old news. These days, people are watching and waiting to see if China will overtake the United States in the number one spot.
 中国が日本を抜き第2位の経済大国--。これはもう古いらしい。世界の関心は、中国がアメリカを抜き1位、に移っている。

And speaking of the gravitational pull China exerts on global trends, what about language? Some private observers predict that Chinese will become the most used language on the Internet within five years -- a prognostication that has become the focus of a lot of discussion of late.
 例えば世界のナンバーワン言語。少なくとも5年以内に、インターネット上の使用言語で中国語が世界一になる、という民間予測が最近話題を呼んだ。

There are about 450 million Internet users in China today -- and the number continues to rise by the tens of millions every year. With so many Chinese speakers colonizing cyberspace, some say that the day Chinese surpasses English as the global language is close at hand.
ネット利用者が約4億5000万人。1年で数千万人も増えている国だから、これまで世界言語だった英語を超える日も近いというわけだ。

As might be expected, people in the U.S. are already gearing up to succeed in a Chinese-speaking world.
 さすがのアメリカ人も焦りだす? 

Instead of "violin," "Chinese" is now the watchword among American parents with kids in gifted programs.  今アメリカで、英才教育に熱心な親の合言葉は「バイオリンではなく中国語を」だそうだ。

Moreover, the number of both public and private schools offering Chinese courses is rising, according to New York Times columnist Nicholas Kristof.
公立、私立に関係なく、中国語の授業を新設する学校も増えているらしい。ニューヨーク・タイムズ紙のコラムニスト、ニコラス・クリストフさんが書いていた。

This is beginning to show up statistically as well.

The number of high school and university students taking classes in a foreign language rose 6.6 percent from 2006 to 2009, while the number of those studying Chinese saw an 18.2 percent rise.
高校や大学での外国語授業の受講者数を2006年と09年で比べたら、全体の伸び率6.6%に対して中国語は18.2%の高さだった。

You might suspect that the study of Japanese doesn't even enter the picture, but you'd be wrong. The number of students taking Japanese classes rose 10.3 percent over the same period, and in fact more people are studying Japanese than Chinese.
 日本語なんて問題外だろうね、と思ったら……。なんと10.3%も増えている。しかも総数は中国語より多い。

The number of students taking Japanese classes did decline for a time, but a rising China appears to have translated in many people's minds into a rising Asia, and study of Japanese is along for the ride.
一時は減少傾向にあったのが、元気な中国=元気なアジアのお陰で日本も“連れ高”なのだ。

There might be a hint for Japan's survival in all this.
 ここに日本が生きるヒントがあるかも。

Instead of looking askance at China's growing success, Japan could strategically seek out a share of the benefits. 卑屈な心じゃなく戦略として、中国の勢いのおこぼれをしっかりゲットすること。

In areas where China looks likely to see big strides, such as language education, tourism and business, Japan could appeal to the world to give this country a look as well.
外国語教室でも観光でもビジネスでも、おこぼれのありそうなところにどんどん出て行き「日本もどう?」と可愛くアピールする。

The world's affection will not always be so passionately focused on China.
 中国にしたっていつもいつも熱いまなざしを集めるわけではないだろう。

At times when other countries grow weary at China's pretentions to superpower status, they may turn their attention to its island neighbor, and Japan will benefit from the comparison. Japan's stock will rise.
超大国ぶりが鼻についてきたなという時、隣をふと見たら、結構いい国があるじゃないですか、とますます株を上げる存在。

As a particularly relevant example, consider the U.S.'s northern neighbor, Canada. It's not in such a bad position, is it?
強いて例えたら、アメリカのお隣のカナダ。そんなに悪くなさそうでしょ?

Plotting a course through rough seas
世界の荒波にひるまぬニッポンを 大胆な開国で農業改革を急ごう(1月1日付・読売社説)

At a time when the world is struggling in rough waters, with a storm threatening to hit at any minute, the helmsman of our Nippon Maru (ship of Japan) is quite undependable. If things are left as they are, we risk not just drifting away but sinking. Where on earth is our nation headed?
 四海の波は高く、今にも嵐が襲来する恐れがあるというのに、ニッポン丸の舵(かじ)取りは甚だ心もとない。このままでは漂流どころか、沈没の危険すらある。いったい、我々はどこへ行くのか。

Such is the uneasiness that hangs over the nation's politics under the Democratic Party of Japan-led administration of Prime Minister Naoto Kan.
 菅首相率いる民主党主導の日本の政治には、こんな不安がつきまとう。

How can we build a nation in which we can be confident and proud of being Japanese, buoyant with anticipation of a new year? What we need now is strong political leadership that can answer this question.
 新しい年に希望をふくらませ、日本人であることに自信と誇りを持てるニッポンをどう築くのか。この問いに答える、強靱(きょうじん)な政治指導力が求められている。

Boosting Japan-U.S. ties vital
 ◆日米同盟の強化が必須◆

Almost 15 months have passed since the historic shift of power in September 2009. Since then, the face of the DPJ-led administration has changed--the collapse of the three-party coalition government, the resignation of Prime Minister Yukio Hatoyama and the advent of the Kan administration. Despite such changes, however, the nation continues to malfunction politically.
 一昨年9月の歴史的な政権交代から1年3か月余り。その間、3党連立政権の崩壊から鳩山前首相退陣、菅後継内閣へと、民主党政権の表紙は替わったものの、政治の機能不全が続いている。

One worrisome political phenomenon is the deterioration in diplomatic power and national security, which affects the very existence of our nation.
 懸念すべき政治現象の一つが、日本の存立にかかわる外交力の劣化と安全保障の弱体化である。

This has been clearly illustrated recently by the incident in which a Chinese trawler rammed two Japan Coast Guard patrol vessels off the Senkaku Islands in Okinawa Prefecture and Russian President Dmitry Medvedev's visit to an island off Hokkaido, one of the islands in the northern territories.
 それを如実に示したのが、尖閣諸島沖の中国漁船衝突事件と、メドベージェフ露大統領の北方領土視察だ。

Both China and Russia have apparently taken advantage of the rift in the Japan-U.S. alliance. Throughout this blatant pressure on Japan, which has made light of our sovereignty, the Kan administration has not only failed to set China and Russia straight, it has made only weak-kneed responses for fear of causing trouble.
 日米同盟の亀裂を見透かした中露両国の露骨な揺さぶりに、「主権」をないがしろにされた菅政権は、非をただすどころか、ただ波風を立てることを恐れ、軟弱な対応に終始した。

Under the guise of such superficial diplomatic slogans as "strategic and mutually beneficial relations" and "good neighbors," the Kan administration has merely patched things up for the time being.
 「戦略的互恵」「善隣友好」という表層的な外交標語に隠れて、一時を糊塗(こと)したに過ぎない。

All this has resulted from the administration's disregarding the Japan-U.S. alliance, which is the cornerstone of Japan's diplomacy and national security.
 それもこれも外交・安全保障の基軸である、日米同盟をおろそかにしたからである。

Against the backdrop of its economic power, which is about to overtake Japan's, an expanding China is building up its military strength. Aiming to secure marine resources and interests, as well as sea routes, China is increasingly deploying its navy on the high seas.
 日本を抜きつつある経済力を背景に、軍事力を増強する「膨張中国」。海洋資源・権益と海上交通路の確保を目指し、外洋への海軍展開を進めている。

Meanwhile, Russia--eyeing the rise of nationalism in that country--is making a show of its occupation of the northern territories it has illegally occupied.
 国内のナショナリズム台頭をにらんで、不法に占拠した北方4島の領有を誇示するロシア。

Under the slogan "strong and thriving power," North Korea has repeatedly made dangerous provocations in an unstable transitional period in which power is being passed from one generation to the next.
 「強盛大国」を掲げ、権力継承の不安定な過渡期に、危険な挑発を繰り返す北朝鮮。

To hold out against the pressure and threats from these disparate neighbors who ignore or make light of international standards on respecting human rights, the rule of law and democratic principles, it is vital for Japan to maintain a strong alliance with the United States.
 人権尊重、法の支配、民主主義という国際的な規範を無視し、あるいは軽視する、これらの「異質」な周辺国からの圧力や脅威に対抗するには、強固な日米同盟が不可欠だ。

We should hold fast to the alliance and reinforce it, based on the determination to maintain our safety by ourselves and making independent efforts to improve our defense capabilities. The Kan administration must understand this fundamental point.
 自国の安全は自らが守る決意と、それを裏付ける防衛力の整備という自助努力の上で、日米同盟関係を堅持し、強固にする。菅首相はこの基本をきちんと認識しなければならない。

To strengthen the alliance, the government needs to resolve as early as possible the issue of relocating the U.S. Marine Corps' Futenma Air Station in Okinawa Prefecture.
 同盟強化のためには、沖縄県にある米軍普天間飛行場の移設問題を、できるだけ早く解決しなければなるまい。

To win the understanding and cooperation of reelected Okinawa Gov. Hirokazu Nakaima, the government needs to present him with measures to lessen the excessive burden of hosting U.S. military facilities on Okinawa, together with concrete measures to utilize the site of the U.S. military facilities that are to be vacated and to reinvigorate the local economy.
 再選された仲井真弘多(なかいまひろかず)知事の理解と協力を得るには、米軍施設の跡地利用、地域振興の具体策とともに、沖縄の過重な基地負担を軽減する方策を示す必要がある。

Kan has to display leadership to persuade Nakaima and the people of Okinawa on this issue.
菅首相自ら先頭に立って知事と県民を説得しなければならない。

Join TPP talks soon
 ◆経済連携参加を急げ◆

Another thing that will influence the future of our nation is how Japan deals with the Trans-Pacific Partnership, which is being negotiated by nine Asian and Pacific-rim countries, including the United States, Australia and Singapore, with the aim of reaching an agreement this year.
 日米関係と同様、日本の浮沈を左右するのが、米国やオーストラリア、シンガポールなどアジア・太平洋の9か国が年内合意を目指して交渉中の環太平洋経済連携協定(TPP)の取り扱いだ。

The TPP framework is aimed at removing tariffs, in principle, among the participating countries and liberalizing trade and investment and sharing in the economic benefits from these developments.
 TPPの狙いは、参加国の間で原則として関税を撤廃し、貿易や投資の自由化を進め、互いに経済的利益を享受することにある。

If Japan is left behind in the negotiations, it will be excluded from the free trade market.
 日本が交渉に乗り遅れれば、自由貿易市場の枠組みから締め出されてしまう。

If it joins the negotiations too late, it might have to accept unfavorable terms to be determined by countries negotiating now. That is why Japan must join the negotiations early.
 後追いでは、先行諸国に比べ不利な条件をのまざるを得なくなる。だからこそ早期の交渉参加が必要なのだ。

Kan once clearly stated his intention to have Japan join the negotiations. Faced with opposition from within the DPJ, however, he got cold feet.
 菅首相は、いったんは交渉参加の意向を明らかにしたが、民主党内の反対論に押されて腰が引けてしまった。

The opposition came from the Agriculture, Forestry and Fisheries Ministry, agricultural organizations and Diet members acting on behalf of farming sectors, saying that if tariffs were removed, cheap farm products from abroad would flood the Japanese market, devastating the farming sector.
 関税が撤廃されると海外の安い農産品が流入し、日本の農業が壊滅するという農水省や農業団体、農業関係議員らの圧力からだ。

Yielding to such pressure is a problem.
 これでは困る。

The symbolic farm product for those who oppose opening the market is rice.
 自由化反対派の象徴的農産物がコメである。

The government has implemented highly protective measures for rice, imposing a tariff of 778 percent on imported rice and pursuing a policy of acreage reduction. Yet domestic demand for rice has been declining.
 コメは778%の高関税、減反政策などの手厚い保護政策で守られてきた。しかし、コメの国内需要は減り続けている。

On the other hand, rice-growing farmers have advanced in age but declined in number. As a result, there has been little progress in efforts to expand the average size of rice farms to raise their international competitiveness.
 一方で稲作農家の高齢化、先細りは進み、国際競争力をつけるための大規模化は遅れている。

To strengthen the foundations of the nation's agricultural sector, which has relied on high tariffs and subsidies, it is vital for Japan to take drastic measures to open its market and make reforms.
 高い関税と補助金に依存してきた日本の農業が、その足腰を鍛えるには、思い切った開国と改革が欠かせない。

The total agricultural output of Japan is worth over 8 trillion yen a year. Of the total, rice output is worth 1.8 trillion yen, accounting for merely 0.4 percent of the nation's gross domestic product.
 日本の農業総産出額は8兆円余り。その中でもコメは1・8兆円で、国内総生産(GDP)の0・4%に過ぎない。

From the viewpoint of national security in food, it is important for Japan to secure its own sources of major farming products. Yet it would be grossly wrong for the nation's market-opening efforts to be blocked by the agricultural sector, standing in the way of the overall Japanese economy.
 食糧安全保障の観点から、主要農産物の自給を確保することは重要だが、農業が開国を妨げ、日本経済の足を引っ張るようでは本末転倒になる。

Consumption tax hike inevitable
 ◆消費税率上げは不可避◆

By jumping at a Liberal Democratic Party proposal to raise the consumption tax rate to 10 percent, Kan led his DPJ to a major setback in the House of Councillors election in July.
 自民党が提示した「消費税率10%」に飛びついた揚げ句、昨年7月の参院選で大敗した菅首相。

Since then, he has stopped speaking of a consumption tax hike. He cannot escape the charge of being irresponsible on that score.
その後、消費税論議には口をつぐんだままだ。無責任のそしりを免れない。

In improving social security programs, such as pension, medical and nursing care services, which are directly linked to the protection of people's daily lives, how to secure stable funding sources is a key issue.
 年金・医療・介護といった国民生活の安心に直結する社会保障を充実させるには、安定した財源の確保が大きな問題だ。

If the government continues issuing a sizable amount of government bonds and covering the expenditures by repeated borrowing, the nation's finances will go broke sooner or later.
 巨額の国債を発行し、借金の繰り返しでまかない続ければ、早晩、日本の財政は破綻してしまう。

It is obvious to everyone that there is no other option than increasing the consumption tax rate so the nation can secure the necessary sources of revenue.
 消費税率を引き上げる以外に、もはや財源確保の道がないことは誰の目にも明らかだ。

This is why a majority of respondents to public opinion surveys favor a painful hike in the consumption tax rate.
 だからこそ、痛みを伴うはずの消費税率引き上げに賛成する国民が、各種世論調査でも多数派を占めているのではないか。

Needless to say, it is also unavoidable for wasteful government spending to be cut thoroughly. For all that, very little money has been raised through the government's budget screenings, the process the DPJ-led administration implemented with a lot of ballyhoo.
 もちろん、徹底的な行政の無駄減らしも避けて通れない。とは言っても、民主党政権が鳴り物入りで実施した事業仕分けで捻出できたカネは微々たるものだ。

Also, the money raised through the screenings was not used to repay the government's debt but ended up being part of the administration's sizable handout policies, including the provision of child benefits, scrapping tolls for some expressways and providing income compensation to farming households.
 しかも、そのカネは借金の返済ではなく、子ども手当や高速道路の一部無料化、農家の戸別所得補償など、結果的にバラマキ政策の費用の一部に充てられた。

It is sheer stupidity for the administration to insist on a populist, claptrap policy when many people are ready to accept a tax hike for the improvement of the social security system.
 国民の多くが、社会保障充実のための増税もやむなし、と腹をくくっているときに、大衆迎合的な人気取り政策に固執するのは、愚の骨頂である。

Kan has to propose to the opposition parties a hike in the consumption tax and make efforts to win their swift approval, after rescinding the DPJ's manifesto and pledging to review its sizable handout policies.
 菅首相は、政権公約(マニフェスト)を撤回し、バラマキ政策の見直しを約束した上で、消費税率の引き上げを野党側に提示し、速やかな合意を得るよう汗をかかなければならない。

To deal with all these important matters, political stability is vital. Yet the foundations of Kan's administration are quite fragile.
 これまで指摘してきた重要案件を処理するためには、政局の安定が必須である。ところが菅首相の政権基盤はきわめて脆弱(ぜいじゃく)だ。

Political reorganization needed
 ◆懸案解決へ政界再編を◆

Accelerating the decline in the Kan administration's influence is intraparty strife with those who support former DPJ President Ichiro Ozawa. The issue of having Ozawa appear before a Diet panel over his alleged involvement in a political funding scandal appears to have passed the critical phase but has left its scars.
 政権の地盤沈下に拍車をかけるのが、小沢元代表を支持する勢力との党内抗争だ。小沢氏の国会招致問題は峠を越したかに見えたがなお尾を引いている。

Other causes of friction, such as the issue of Japan's joining the TPP negotiations, still remain.
TPP問題などの火種も依然として残る。

The DPJ also has external trouble involving its cooperation with the Social Democratic Party.
 党内抗争の内憂に加えて、外患になっているのが社民党との提携である。

In order to pass the fiscal 2011 budget and other important bills that may make it through the House of Representatives but fail to pass the upper house due to the divided Diet--in which the upper house is controlled by opposition parties--the DPJ must obtain the support of two-thirds or more of lower house members in a second vote.
 2011年度予算関連法案や重要法案を再議決により成立させるには、衆院で3分の2以上の議席を要する。

To do this, the DPJ has to win the SDP over to the ruling coalition, in addition to its coalition partner People's New Party.
そのために、連立を組む国民新党に加え、社民党を与党陣営に引き込まざるを得ない。

Kan genuflected to the SDP for shortsighted gains.
 こうした近視眼的な打算から菅首相は社民党にひざまずいた。

As seen in the government's postponement of reviewing the three principles on arms exports, this is a return to a dangerous kind of "casting-vote" politics in which a minor coalition party holds the power of life and death over important government policies. If this situation doesn't change, the nation's politics will be thrown into increasing confusion.
 武器輸出3原則見直しの先送りに見られるように、小党が重要政策の生殺与奪の決定権を握る、危険なキャスチングボート政治の再現である。これでは日本の政治が一段と混迷を深めてしまう。

In the final analysis, to solve issues of utmost urgency and importance such as the relocation of the Futenma Air Station, the TPP negotiations and the consumption tax hike, there is likely no alternative but to create a stable, powerful administration.
 結局のところ、普天間移設、TPP、消費税率引き上げといった緊急かつ重要な課題を解決するには、安定した強力な政権を誕生させるしか道はあるまい。

It is rational to create a new administration, whether it is a one-party administration or a coalition, that will solve the current political contradiction of a divided Diet by dissolving the lower house and holding a general election.
 本来なら、衆院解散・総選挙を断行した上で、単独にせよ連立にせよ、衆参ねじれ現象の政治的矛盾を解く新政権をつくるのが筋だろう。

In the present situation, in which the administration has been hit by declining approval ratings, it is unlikely that Kan will dissolve the lower house as it is considered certain that his party would be defeated in the next general election.
 しかし現状では、支持率低下により次期総選挙敗北必至と見られる菅首相が、衆院解散に打って出る可能性はきわめて小さい。

If so, the government, as the second-best option, should explore ways to make a political truce with opposition parties and build a provisional coalition government to deal with pending issues.
 だとすれば、次善の策として、懸案処理のための政治休戦と、暫定的な連立政権の構築を模索すべきではないか。

The idea that emerged late last year of the DPJ's forming a coalition with the Sunrise Party of Japan met with a hitch. But we welcome the attempt to assemble wholesome and sound-thinking forces that would go beyond the conventional framework of political parties.
 昨年末に浮上した、たちあがれ日本との連立構想は頓挫したが、従来の枠組みを超えた良識ある勢力結集の試みなら歓迎できる。

A coalition should be created that will prioritize the doctrine and policies of parties, and be on a scale to end the divide in the Diet, while making it an emergency "save-the-nation coalition government" in place for one or two years only. After settling key issues, the administration can dissolve the lower house and receive the verdict of the people through a general election.
 連立は理念・政策優先で、しかも「衆参ねじれ現象」を解消できる規模が望ましい。1年、ないしは2年の期限を切った、非常時の「救国連立政権」とし、懸案処理後に、衆院解散・総選挙で国民の審判を問えばいいのだ。

What politics needs now is imagination that goes beyond partisanship and bold action to greatly change the form of the state. To be more specific, to realize a Heisei reformation.
 国のあり方を大きく変える、いわば「平成の改新」を実現するための、党派性を超えた構想力と大胆な行動力が、今の政治に求められている。

EDITORIAL: Kan's news conference
首相年頭会見―本気ならば応援しよう

Prime Minister Naoto Kan deserves good marks for his spirit. This time, therefore, he must not swerve or shrink from the determination to achieve the goals he has set.
 まずは「その意気や良し」としておこう。今度こそ、ぶれず、ひるまず、掲げた目標をやり遂げてほしい。

In his New Year's news conference Tuesday, Kan clarified three key issues for his administration this year: the so-called Heisei Era opening of Japan keyed to Japan's potential participation in the Trans-Pacific Partnership (TPP) trade liberalization framework; the integrated reform of the tax system, including the consumption tax and social security; and resolving problems linked to money politics.
 菅直人首相が年頭の記者会見で、政権の今年の重点課題を明確にした。
 環太平洋パートナーシップ協定(TPP)への参加を念頭に置いた「平成の開国」、消費税引き上げを含む税制と社会保障の一体改革、政治とカネの問題へのけじめ――の3点である。

Kan needs to put his wandering administration back on course so it can restore public trust in government through sound party politics. To that end, we share his awareness of the issues in narrowing policy targets to the TPP and consumption tax.
 迷走してきた政権運営を立て直し、政党政治への国民の信頼を取り戻す。その足がかりとして、TPPと消費税に政策目標を絞り込んだ首相の問題意識を私たちは共有する。

To a trading nation like Japan, bolstering free trade is a matter of huge importance in coping with the rapid rise in demand from newly emerging countries. We also hope this will open a window of opportunity for rebuilding the nation's steadily waning agriculture sector.
 貿易立国の日本にとって自由貿易の強化は、勃興する新興国の需要を取り込むうえでも、死活的に重要だ。衰退の一途にある農業を再生させる好機にもつなげたい。

At the same time, the budgeting process at the end of last year underscored the unfeasibility of compiling any further budgets without action on the swelling fiscal deficit. To protect the future of social security, the bedrock of the people's peace of mind, continuing to sidestep the problem is not an option.
 一方、膨れあがる財政赤字を放置したまま、これ以上予算を組めないことは、昨年末の予算編成で明らかだ。国民の安心の基盤である社会保障を将来にわたって守るためには、もはや負担増から逃げ続けるわけにはいかない。

On each issue, however, there is no shortage of calls for caution and outright opposition, not only within Kan's ruling Democratic Party of Japan, but among the general public, as well.
 とはいえ、いずれの課題も、足元の民主党内だけでなく、国民の間にも慎重論、反対論が少なくない。

Kan faces an uphill battle certain to sap the strength of his administration. Having stumbled in reining in the divided Diet, we worry about Kan's determination to resolve these struggles.
政権の体力を消耗する大仕事になろう。ねじれ国会乗り切りもおぼつかない首相に、どこまでの覚悟があるのか心配だ。

During last year's Upper House election campaign, Kan broached the idea of doubling the consumption tax to 10 percent. He quickly withdrew that notion when the prospects for acceptance appeared slim. On the TPP, pressured by dissent from within the DPJ, Kan refrained from committing Japan to the framework at last November's Asia-Pacific Economic Cooperation (APEC) forum. We hope to see no further vacillation on such major issues.
 首相は昨年の参院選で「消費税10%」を掲げたが、形勢不利とみるや発言を後退させた。TPPも党内の異論に押され、昨年11月のアジア太平洋経済協力会議(APEC)での交渉参加表明を見送った。腰の定まらなさを、これ以上見せられるのは御免である。

Next year, Japan's baby boomer generation will begin to collect public pension benefits. Clearly, no more time can be wasted in securing the fiscal resources to finance social security.
 来年からは団塊の世代が年金を受け取る側に回り始める。社会保障の財源確保は待ったなしだ。

For the TPP, the negotiating nations envision an agreement by next November. If Japan lags in getting on board, it will lose leverage for reflecting its opinions in any accord.
TPPは、関係国が今年11月の交渉妥結を目指している。日本の参加が遅れれば、主張を反映させる余地は小さくなるだろう。

On all fronts, 2011 promises to be a showdown year. For Kan, there is only one road to travel. He must display unwavering resolve in winning over the opposing faction in the DPJ as well as the opposition parties. He must meticulously explain the issues to the people and take the initiative in consensus-building.
 いずれも今年こそが正念場なのである。首相は不退転の決意で、党内の反対派や野党を説得し、国民にも丁寧な説明を尽くして、合意形成の先頭に立たなければいけない。

On integrated reform of social security and taxation, Kan has appealed to the Liberal Democratic Party, New Komeito and other opposition parties to join a nonpartisan dialogue.
 社会保障と税制の一体改革について、首相は自民、公明など野党に超党派の議論への参加を呼びかけた。

Regardless of what party holds power, addressing this issue cannot be avoided. Earnest proposals from the administration demand earnest responses from the opposition camp. Prioritizing strategies designed to corner the ruling government by refusing to take part in talks from the outset is intolerable.
 いずれの党が政権を担っても避けて通れない課題である。政権の真摯(しんし)な提案には、野党も真摯に応じるべきだ。政権を追い込むといった政略を優先するあまり、話し合い自体を拒むようなことがあってはならない。

The responsibility for furnishing such an environment certainly lies with the prime minister. It was only natural, therefore, for Kan to declare his resolve to deal with the two big policy issues of the TPP and the consumption tax, and the problem of money and politics.
 もちろん、その環境を整える責任が首相にはある。首相が二つの政策課題とともに、政治とカネの問題へのけじめを掲げたのは当然だ。

As the first step in that direction, the prime minister must arrange for former DPJ leader Ichiro Ozawa to attend the Lower House ethics panel regarding alleged irregularities in his political funding reports. This should occur before the ordinary Diet session opens.
その第一歩として、通常国会が始まる前に、小沢一郎氏の政治倫理審査会出席を実現する。

For Kan, the time to start getting his resolutions on track is now.

EDITORIAL: Coping with China
中国と向き合う―異質論を超えて道を開け

The South Korean island of Daeyeonpyeongdo remained desolate on New Year's Day, with most islanders having relocated temporarily to the mainland city of Incheon and elsewhere following North Korea's artillery assault in November.
 北朝鮮による砲撃を受けた韓国の大延坪島(テヨンピョンド)。島民の多くが本土の仁川市などに一時転居して、火が消えたような正月になった。

That was the first time since the signing of the Korean War Armistice Agreement in 1953 that South Korean civilians were killed in a direct attack from North Korea.
 約60年前に朝鮮戦争が休戦となった後、北朝鮮からの直接の軍事攻撃で韓国内の民間人が犠牲になったのは初めてだ。

Naturally, the shock and outrage of the islanders were immense, especially as their island had remained unscathed during the war.
戦争中もこの島では被害がなかったという。島民が受けた衝撃は計りしれないし、怒りは収まらない。

The people of South Korea are also deeply offended by China's stance of continuing to support aberrant North Korea.
 韓国では、常軌を逸した北朝鮮を支え続ける中国への不満も大きい。

Beijing did not condemn Pyongyang for the artillery assault, just as it hadn't over the sinking of a South Korean Navy ship last spring. Moreover, China effectively blocked the United Nations Security Council from issuing a declaration to condemn North Korea. The South Korean people's frustration with China is all too understandable.
 昨春の哨戒艦沈没事件と同様に、砲撃事件でも、中国政府は北朝鮮を批判しなかった。それどころか、中国が同意せず、国連安全保障理事会は北朝鮮への非難声明を出せなかった。韓国民の中国へのいらだちは当然だ。

On the other hand, South Korea's political community and mass media are now urging the public to get reacquainted with China.
 その一方で、「中国を本格的に学び直そう」という提言が、韓国のメディアや政界をにぎわす。

South Korea and China established diplomatic relations in 1992. At the time, China had yet to emerge completely from its isolation after being blasted by the international community over the Tiananmen Square crackdown of 1989.
 韓国が、中国と国交を結んだのは1992年。このころ、中国は89年の天安門事件による国際的な孤立から完全には抜け出せていなかった。

Reacquainting with a neighbor
■隣国を改めて学ぶ

Today, nearly 60 percent of foreign students in South Korea are Chinese nationals, while one in three foreign students in China are South Korean. Bilateral exchanges have expanded faster than expected.
 今、韓国にいる留学生の6割近くが中国人で、中国で学ぶ外国人学生の3分の1が韓国人というように、交流は予想を超えて幅広くなった。

China has come a long way since 1992, having now become a major power and closing in on the United States. Its military capabilities have grown rapidly, especially at sea. China, in fact, is even transforming East Asia's security environment.
 中国も国交樹立時とは様変わりし、米国に迫る大国になった。軍事力は急速に強大になり、なかでも海軍力の増強が目覚ましい。中国は東アジアの安全保障環境さえ変えつつある。

China's relationship with the United States is becoming the most important bilateral relationship for the stability of the world. Yet, it is hard to read Chinese politics and diplomacy.
 そして、米中関係は世界の安定に最も重要な二国間関係になりつつある。それなのに、中国の政治や外交は読み切れない。

This is why South Korea feels it must "study" China closely while maintaining its alliance with the United States. The same applies to Japan, as well.
 米国との関係を基軸としつつ、中国を深く研究しなければならない理由である。それは日本も同じだ。

China being a communist state, the process of policy-making there reminds us of a black box. But we cannot simply dismiss China as "different" and keep our distance, especially in light of our turbulent relations.
 中国は共産党体制で、政策の決定過程はブラックボックスのようだ。しかし、「異質」と決めつけるだけで、手をこまねいているわけにはいかない。
 波乱続きの日中関係を振り返ると、なおさらそうだ。

It's a shame, really, because a good relationship between Japan and China should help stabilize China's relationship with the United States and contribute to peace in the Asia-Pacific region.
日中関係の発展は米中関係の安定や、アジア太平洋地域の平和に寄与できるだけに残念だった。

Deng Xiaoping, who led China's open-door reformist policy, once noted to the effect: "The more developed a country becomes, the more humble it must become and learn not to criticize others thoughtlessly. The country must not say or do anything which cannot be handled by its means."
 「発展すればするほど謙虚であるべきで、無思慮に他人を批判してはならない。分を越えたことは言わず、分を越えたことはしてはならない」
 中国を改革開放に導いたトウ(トウ=登におおざと)小平氏の言葉だ。

China appears to have abandoned Deng's "taoguangyanghui" (hide one's talents and bide one's time) policy. But Deng also said, "China will never let anyone interfere in its domestic policy, and China will never compromise on that score."
才能を覆い隠し目立たせないというこの「韜光養晦(とうこうようかい)」路線は放棄したとしか見えぬ中国だが、トウ氏は次のようにも述べている。
 「内政にはいかなる者の干渉も決して許すことができないし、中国は一切譲歩できない」

One thing is clear: China has faithfully adhered to Deng's guiding principle that "the only truth is development," and it focused on economic development as the ultimate national interest.
 とはいえ、中国はこれまで「発展こそ確かな道理」といったトウ氏の教えに忠実に、経済発展に力を入れてきた。経済が最大の国益だったのだ。

Changes in national interest
■国益の変化に注目

A policy of putting priority on economic development above all seems to have restored China's self-confidence. And as nationalism grew along with the economy, issues of sovereignty and territory also became matters of vital national interest in Beijing's eyes. Unless Japan takes due note of this change, Japan could harm its own national interests.
 経済優先は、中国の自信をよみがえらせたようだ。発展とともに強まるナショナリズムを背景に、主権や領土も中国当局にとって、おろそかに出来ぬ国益となった。この変化を凝視しないと日本の国益を損ないかねない。

When Japan and China were at odds in September over the disputed Senkaku Islands, China and Russia held a summit and issued a joint statement to the effect that matters that pertain to their core interests, such as sovereignty, unification and territorial security, are the most important elements in their strategic partnership.
 日中が尖閣問題で対立していた昨年9月、中国とロシアの首脳会談が開かれ、次のような共同声明が出された。
 「主権や統一、領土保全などの核心利益にかかわる問題での互いの支持が戦略的協力の重要な中身だ」

The statement could be interpreted as a declaration by China and Russia that they were resolved to form a united front in their disputes with Japan over the Senkaku Islands and the Northern Territories held by Russia since the end of World War II.
 北方領土と尖閣諸島の問題での共闘宣言ともとれる。

Immediately after the joint declaration was issued, Russian President Dmitry Medvedev made a visit to one of the northern islands. China's foreign policy ought to be understood in a broader context.
この直後、メドベージェフ大統領が北方領土を訪れた。中国が繰り広げる外交を広い文脈から見なくてはならない。

Apparently, some members of the ruling Democratic Party of Japan believe it is impossible to establish personal ties with Beijing officials because China is a dictatorship. But these members are wrong. They need only to look at China's relations with the United States.
 独裁国の中国とは人脈など作れないと考える人が、民主党の一部にいるようだ。だが、それは考え違いである。米中関係を見ればわかる。

For a while, disputes over the renminbi and bilateral trade, as well as Washington's sale of weapons to Taiwan, kept China's relations with the United States stormier than those with Japan. But now, U.S. Secretary of Defense Robert Gates is scheduled to visit Beijing shortly. Likewise, Chinese President Hu Jintao will visit Washington officially this month for the first time in five years.
 米国と中国は人民元や貿易、台湾への武器供与などで日中以上にぎくしゃくしてきたが、ゲーツ米国防長官が近く北京を訪れる。胡錦濤(フー・チンタオ)主席は今月、国賓として5年ぶりに訪米する。

These visits are part of superpower strategic diplomacy, but they are being made possible because the bilateral relationship also rests on extensive private-level exchanges.
 大国同士の戦略的外交の一環ではあるが、米中関係を支える下地としての幅広い民間交流があってのことだ。

Former U.S. Secretary of State Henry Kissinger, who unlocked the doors of China-U.S. relations, has visited China well over 100 times. U.S. Secretary of Commerce Gary Locke has served for years as an adviser on business with China. The resilience of the China-U.S. relationship ultimately owes to personal relations.
 米中関係の扉を開いたキッシンジャー元国務長官の訪中は、100回を大幅に上回る。ロック商務長官は長年、対中ビジネスのアドバイザーを務めていた。米中関係の復元力の強さの一因は、やはり人間関係なのだ。

The DPJ, whose contacts with China are notably scarcer than those established by the Liberal Democratic Party, needs to focus all its energy on building them up.
 自民党に比べて中国とのつながりが希薄な民主党は、中国とのパイプ構築に全力を注がなければならない。

Once that is done, the DPJ must make every use of intergovernmental and interparty channels of dialogue, as Washington and Beijing have done in advancing their strategic partnership and economic talks.
 そのうえで、政府間や政党間にある対話のチャンネルを、米中戦略・経済対話のように活性化させる。

Only then will our country be able to deal strategically with political, economic, security and environment issues.
そうやってこそ、政治や経済、安保、環境などの問題に、戦略的に取り組めるのだ。

Important role for netizens
■ネット世論を使う

To make the people of China understand who we really are, it is vital that we express ourselves to China's 400 million-plus Internet users, not only through government channels but also through private channels.
 中国側を理解、納得させ、行動に移させるために、その4億人を超すネチズン(ネット市民)に日本の考えを、政府だけでなく民間も発信していくことが重要だ。

According to Michael Anti, a prominent Chinese blogger and journalist, the established media are influenced by the government, but bloggers are free to express all sorts of opinions. In fact, Twitter, which Beijing is unable to monitor completely, has today become a forum that shapes public opinion in China.
 中国の有名なネット言論人の安替氏によれば、既成メディアは当局の考えに縛られるが、ネット上の議論は百花斉放である。中国政府の監視が及びにくいツイッターが今では世論を導く。

The U.S. Embassy in Beijing invites influential Chinese bloggers every month to exchange their opinions with the ambassador himself. This is said to be what President Barack Obama wants.
 北京の米国大使館はすでに毎月、影響のあるブロガーらを招き、大使との意見交換をしている。オバマ大統領の意向だという。

It would be good if Japan also were to explore this new path of diplomacy by which both the government and the private sector will reach out directly to the people of China.
 日本も官民で中国国民に直接働きかける外交を試みていきたい。
一億の国民一人ひとりが一千万円持っているとすれば、それで1000兆円になります。
団塊の世代が無駄使いせずにせっせと貯蓄していたので、今の日本はかろうじてもっているようですね。
スラチャイは昭和24年生まれですが、老齢年金の支給開始を5年繰り下げられて65才から支給開始にされてしまいました。現役時代に貯蓄をしていなかったので支給額30%減で60才からの繰り上げ支給にしてもらいました。
それでかろうじて首をくくらずにすんでいる訳です。
若い世代は全員65才からの年金支給開始にされていますし、移行期間の特別支給も適用されません。
これでは、若い世代がまともに働かなくなるのは当然だと思います。
消費税切り上げ、すべての農産物の関税の自由化を早急に実施されるように要望します。

Japan can't avoid fiscal crisis without reform of social security programs
水説:「逃げ切り」はムリだ=潮田道夫

In the eyes of young people, those aged above 60 may appear to be colluding to demand that the government avoid a fiscal crisis without implementing reforms.
 若い人から見れば、60歳以上の世代は結託して「逃げ切り」を図っているように見えるだろうな、と思う。

"I don't want the government to make major changes to the current policy over the next decade or two. Newspapers say Japan is in a state of deflation, but pensioners are worried about whether they can get by. I welcome deflation because it allows us to buy more goods using my pension," one senior citizen could say.
 「あと10年か20年、あまり現状変更せずにいてほしい。新聞はデフレだと騒ぐが、年金生活は心細いものだ。デフレで年金の使い出が増えるのは結構なことではないか」

Others could comment: "It's been said the state finances and social security services will collapse without tax hikes, but obviously, the government still has some hidden reserve funds. I don't want the government to do any unnecessary things (like tax hikes)."
 「増税しないと財政が立ち行かなくなり、社会保障もできなくなるというが、まだ、埋蔵金があるだろう。余計なことはしてほしくない」

"Japan has so far managed to overcome crises. I believe that the government can do the same this time, too. Judging from the average lifespan, I'll die in 10 to 20 years. Japan will certainly survive until then. So let me get over the current crisis (without tax hikes)," yet another might say.
 「日本は危機のたびになんとかしてきた。今度もなんとかなるだろう。平均寿命から見て、あと10年か20年でお迎えが来る。それぐらいは日本ももつだろう。なんとか『逃げ切り』させてくれんか」

These may be common views among senior citizens even though these are somewhat generalized.
 少々、戯画化が過ぎるかもしれないが、そういう見方をされているのではないか。

It's true that there are elderly people who are struggling to make a living, and quite a few of them are aware of the need for reforms.
 高齢層だって実は暮らしが大変な人が多い。そして、このままではいけないと心を痛めている人も少なくないのである。

However, most elderly people are apparently pressuring politicians not to obstruct any policy change so that a potential crisis and any additional financial burden can be avoided.
だが、全体として政治に「逃げ切り戦略の邪魔をするな」と強烈な圧力をかけているのではないか。

However, is it possible to avoid a potential crisis without making policy changes in the first place? That appears quite difficult.
 だが、そもそも、逃げ切りは可能なのだろうか。
 どうもあやしい。

The government has issued massive numbers of state bonds to make up for a tax revenue shortfall, but almost all of these bonds have been purchased domestically. Therefore, Japan has avoided going under like Greece. However, baby-boomers are expected to begin sometime around next year to withdraw large amounts of money from their savings. Some experts have estimated that Japan's saving ratio will turn downward in 2014. In other words, the foundations for government bonds to be purchased in Japan will likely collapse.
日本は大量の国債を発行しても国内でほぼ全額が売れた。だから、ギリシャ化せずに済んだ。しかし、来年あたりから団塊世代が貯蓄の取り崩しを本格化させる。2014年からは貯蓄率がマイナスになるという試算もある。国債の安定消化の基盤が崩れる。

In a recently released book titled, "Japan's economy has three years to survive: Thorough discussion on how to overcome fiscal crisis," four economists -- Heizo Takenaka, Nobuo Ikeda, Takero Doi and Wataru Suzuki -- exchanged their views on the current economic and fiscal situation in Japan. They then concluded that Japan's economy has only three years before collapse. In other words, Japan cannot avoid fiscal crisis without major policy changes.
 先ごろ、「日本経済『余命3年』徹底討論・財政危機をどう乗り越えるか」(PHP研究所)という本が出た。竹中平蔵、池田信夫、土居丈朗、鈴木亘という論客がタイトル通りの意見交換をして、診断した結果が「余命3年」だ。つまりは「逃げ切りは無理」という結論である。

This view is largely shared by government officials, with Chief Cabinet Secretary Yoshito Sengoku saying that the government can manage to compile a state budget by using superficial tricks for no more than two years.
 仙谷由人官房長官もつじつま合わせの予算編成ができるのも「この2年ぐらい」とどこかで語っていた。
だれが見ても、似たような見立てになるのである。

I belong to the next generation after baby-boomers, and am in a more advantageous position than young people in terms of social security services. Still, I fear that if elderly generations take advantage of their numbers to prevent disparity in the levels of social security services between generations from being rectified, it would put the nation's future in jeopardy.
 私も団塊世代のすぐあとに続く世代で、若者に比べ有利な位置にある。だが、数をたのんで世代間格差を放置しておくと、この国の将来は危ういと思う。

If younger generations are entitled to pension benefits tens of millions of yen less than those of older generations, it will discourage younger people from working hard. Pension reform is an urgent task.
年配者と若者で年金格差が数千万円もあっては若者もやる気をなくす。年金改革が急務だ。

Moreover, 1000 trillion yen out of 1400 trillion yen in individual financial assets in Japan are held by elderly people and remain deposited with banks without being consumed. It is necessary to make it easier for younger generations to make effective use of such financial assets through tax system reform and other measures.
 また、1400兆円の個人金融資産のうち1000兆円を60歳以上が保有し消費に回さず銀行に預けっぱなしというのも芸がない。税制改革などで若い世代が有効活用できるようにせずばなるまい。

EDITORIAL: The year of decline
斜陽の年―興隆、衰退そして再生へ

Kanagi, a district in the city of Goshogawara in Aomori Prefecture, is the birthplace of novelist Osamu Dazai (1909-1948). It can be reached in 90 minutes after switching from the Tohoku Shinkansen bullet train from Tokyo to local lines at the recently opened Shin-Aomori Station.
 全通したばかりの東北新幹線で新青森駅へ。さらに在来線と津軽鉄道を乗り継ぐ。うまくいって1時間半ほどで五所川原市金木(かなぎ)町に着く。太宰治のふるさとである。

Dazai was born into a family of wealthy landowners. He grew up in a stately, semi-Western-style mansion surrounded by four-meter-high brick walls. The estate was sold off after World War II, but has been preserved as a museum-cum-monument to Dazai. It is called Shayo-kan after one of his most representative works, "Shayo" (The Setting Sun).
 太宰の生家は津軽の大地主だった。高さ4メートルのれんが塀で囲まれた和洋折衷の重厚な建物は、戦後人手に渡り、斜陽館として保存されている。

Japan was "reset" and had to start over from scratch after its defeat in World War II. That was 65 years ago, but people today are feeling a pervasive sense of decline. It is as if we were all standing, paralyzed, in front of the snow-covered Shayo-kan.
 敗戦は日本をいったんゼロにリセットした。それから65年後の今年、日本を覆うのは、やり場のない斜陽の感覚である。雪に覆われた巨大な館の前でみな立ちすくんでいるかのようだ。

Dizzying rise and fall
■目まぐるしい盛衰

Let's say Japan was a newborn baby in 1945. When it was 11 years old, "the immediate postwar era" was declared over. Finishing elementary education that year, the youngster grew strong and healthy, and was only 19 years old when it debuted in the international community with the successful 1964 Tokyo Olympics. And as a vigorous young adult of 25, it went on to host the Expo '70 in Osaka.
 1945年にゼロ歳の日本ちゃんが生まれたとしよう。11歳で「もはや戦後ではない」と初等教育を終え、若々しく成長し、19歳で早くも五輪を成功させ国際デビューする。伸び盛りの25歳の時には万博も開いた。

Japan's growth slowed somewhat during the oil shock years, but by the time it was in its 30s, the entire population of 100 million felt comfortable enough with their lives to consider themselves middle-class. At age 40, Japan topped the world in net overseas assets. This aroused criticism that Japan was making too much money, which led to the Plaza Accord of 1985 that drastically raised the yen's exchange value against the U.S. dollar and induced the asset-inflated bubble economy.
 石油ショックなどがあって成長の速度は落ちたが、30代になると一億総中流を自任した。40歳で対外純資産が世界1位になった。さすがにもうけすぎだと言われて、プラザ合意で為替レートが一変しバブルが始まる。

The Cold War ended when Japan was in its mid-40s, and the bubble burst soon after. At 50, Japan was hit by the Great Hanshin Earthquake and terrorist attacks by the doomsday cult Aum Shinrikyo. From around that time, Japan began to experience health problems, and even the potent but potentially lethal drug of "reforms" prescribed by then Prime Minister Junichiro Koizumi didn't help.
At 65 today, Japan is still too young to be wasting away. But it has certainly lived quite an eventful life in a relatively short time.
 40代半ばのころ東西冷戦が終わり、その後バブルが崩壊する。50歳の時に阪神大震災とオウム事件に遭った。そのころから病気がちになり、小泉改革の劇薬も効かず65歳の今にいたる。このまま老衰するわけでもあるまいが、人の一生に等しい短い時間で目まぐるしい盛衰を経験しつつある。

In terms of gross domestic product, Japan is believed to have fallen to third in the world after China this year. Japan Airlines Corp., whose corporate logo once symbolized hope for people dreaming of traveling abroad, went bankrupt. University students planning to join the work force upon graduation are stuck in a barren "ultra-ice age." This year also brought into light the existence of many "paper centenarians" who are either long dead or whose whereabouts are unknown.
And for the 13th consecutive year, Japan will very likely have more than 30,000 suicides during 2010.
 今年おそらく国内総生産で世界2位の座を中国に譲った。鶴のマークが海外への希望の象徴だった日本航空は破綻(はたん)した。大学生の就職は超氷河期。所在不明の高齢者は続出し、自殺者は13年連続で3万人を超えそうだ。

The Democratic Party of Japan, which came into power in a historic regime change that enthralled many voters, has since muddled and stumbled along so badly that it has become, most ironically, a telling reminder of where the nation stands today.
 国民の期待を背負って政権に就いたはずの民主党の迷走は、日本の立ち位置を皮肉な形で示してくれた。

Across the Pacific, U.S. President Barack Obama, who won the 2008 presidential election on his campaign message of "change," is now struggling under the crippling weight of Big Business and conservatism. And China is not curbing its ambitions for military capabilities commensurate with its growing economy, nor has it succeeded in controlling domestic discontent resulting from widening social disparities.
 変化を掲げたオバマ米大統領は、巨大資本の呪縛や保守派の攻勢で身動きがとれない。中国は拡大する経済に見合った軍事力への渇望や、広がる格差が生む動揺を抑え切れていない。

The dwindling population
■人口減社会の行方

The United States is losing its power of domination and China is gaining strength. Japan is unsure what sort of relations it should have with these two giants to the east and the west, both of which have their own problems. And with the emergence of countries such as India and South Korea, Japan's presence in Asia continues to diminish.
 それぞれに矛盾を抱え、支配力を失っていく東の大国と、力をつけていく西の大国とどう付き合っていくのか、日本の姿勢は定まらない。インドや韓国の台頭もあって、アジアでの存在感は希薄になるばかりだ。

Globalized by the Internet and market standardization, the world today can no longer be controlled by any country--not even the United States, the nation responsible for globalization. WikiLeaks and similar organizations have made it quite clear that globalization is no longer just about economics, but about politics and society as well.
 インターネットと市場の標準化によってグローバル化した世界は、その創設者である米国にも他のどの国にも制御できなくなってしまった。その流れが経済だけでなく、政治や社会全体に及んでいることがウィキリークスなどの登場ではっきりした。

In our new Net-connected world where national borders don't exist, there is no "center" nor "remote land." We don't even really know who is making this world turn, and many people naturally feel the unease of being controlled by some unknown party or parties.

The greatest cause of our sense of decline lies in our awareness that Japan is "shrinking." In November, the Economist magazine ran a special report on Japan. The subject was Japan's declining population due to the aging of society combined with low birth rates. The fact that the British magazine discussed this subject meant that the world is interested in how Japan, the hapless front-runner in the field, will deal with its problem.
 斜陽感を生む原因の最たるものは、国が縮んでいくことだ。英国の雑誌エコノミストは11月、「日本の重荷」という特集を組んだ。主題は少子高齢化による人口減少である。この点では、世界の先端を走る日本の動向が注目されているということだ。

If the trend continues, Japan's working population, which was 87 million in 1995, will have shrunk to 52 million by 2050. Japan's population pyramid, or age structure diagram, will then resemble a wide-mouth urn. The nation's power will wane, and its pension and social security systems will go bankrupt, the report warned.
 今のままでは95年に8700万人いた労働人口が2050年までに5200万人にまで減る。人口ピラミッドは上の方が広いつぼのような形になる。国力は衰退し、年金制度や社会保障は行き詰まる、という警告である。

Of course, Japanese know all that without being told by a foreign publication. However, are we thinking about it seriously enough? It's not like we can hope for someone to come along and solve it for us.
 そんなことは外国から言われなくともわかっている。だが、わかっていても私たちは真剣に考えているだろうか。いつか誰かが、どうにかしてくれるわけはない。

To go back to the analogy of Japan as someone born in 1945, Japan should have thought about the next generation when it was in its 40s, still young and vigorous.
 日本ちゃんの比喩で言えば、まだ元気な40代ぐらいまでに次世代のことを考えるべきだったのだ。

What needs to be done is clear: Create an environment that will make raising a family easy for everyone; build a system that is kind to working mothers; and welcome foreigners into our society. All these steps are absolutely necessary, and unless we proceed with dramatic swiftness, it will be too late.

People got reacquainted with classics by Friedrich Nietzsche, Karl Marx and other philosophers, probably in their search for some key that will help them out of their feeling of helplessness.

When the vernacular Asahi Shimbun asked scholars to pick the top 50 books this decade, the No. 1 spot went to "Guns, Germs and Steel: The Fates of Human Societies" by Jared Diamond, an American scientist. The book examines the history of the human race since the end of the last ice age 13,000 years ago and discusses why some societies prosper more than others.

 幼女4人連続誘拐殺人事件で死刑執行された宮崎勤元死刑囚について、当時法相だった鳩山邦夫氏が、民放の収録番組で「最も凶悪な事案の一つと思うから、宮崎を執行すべきだと思うが、検討しろと私から指示した」と発言していたことが29日、分かった。

 毎日放送(大阪)が制作し、29日夜にTBS系列で放送された情報番組で、死刑制度や検察の捜査の在り方などをめぐって国会議員や論客らが議論。鳩山氏の発言部分は今月2日に収録された。

 番組の中で鳩山氏は宮崎元死刑囚について「ここまで非人間的というか、悪くなれる人間がいるんだなと。凶悪性にびっくり」「こんなやつ、生かしてたまるかと思う」などと発言。任期中の死刑執行についても「考えてみれば少なかったと反省している。30~40人はしなくてはならなかったと反省している」と述べた。

Under pressure to leave DPJ, Ozawa agrees to testify over scandal -- with conditions
小沢元代表:政倫審出席 離党圧力で方針転換

Ichiro Ozawa, former secretary-general and a political kingpin of the ruling Democratic Party of Japan (DPJ), has finally agreed to testify to a Diet ethics committee over a political funding scandal after mounting pressure to leave the party if he didn't, but he has shrewdly taken advantage of the situation to seek removal of a political opponent.
On Dec. 27, Prime Minister Naoto Kan made it clear that the DPJ would ask Ozawa to leave the party if he refused to appear before the ethics committee. Kan's statement forced Ozawa, who is facing indictment as early as the beginning of next year over the scandal, to move towards testifying.
 民主党の小沢一郎元代表が衆院政治倫理審査会へ出席する意向を表明したのは、首相が27日に小沢氏の「出処進退」に言及し、出席要請に応じない場合は離党勧告も含めて小沢氏を排除する姿勢を鮮明にしたためだ。年明けにも強制起訴を控え追い込まれた小沢氏は、出席に前向きな回答をせざるを得なくなった。

However, Ozawa took the opportunity to make a counter-attack, demanding that Kan dismiss Chief Cabinet Secretary Yoshito Sengoku as a precondition for Ozawa's appearing at the committee. Kan has been under pressure from opposition parties to sack Sengoku after the opposition-controlled House of Councillors adopted a censure motion against the chief cabinet secretary.
だが一方で、野党から参院で問責決議を受けた仙谷由人官房長官の更迭を事実上条件として挙げ、政権の弱点を突いた。

The move by Ozawa takes advantage of indications by the prime minister that he would reshuffle his Cabinet -- even though that reshuffling was intended to accompany the addition of the Sunrise Party to a DPJ-led coalition administration, a deal which fell through.
首相がたちあがれ日本との連立工作に失敗しながら内閣改造を検討する姿勢を示した動きをとらえ、反撃に出た。

On the afternoon of Dec. 28, just before making the announcement that he would testify at the committee, Ozawa visited former Prime Minister Yukio Hatoyama and stressed the need to sack Sengoku.
"For the Diet, the censure motion against Sengoku is the more serious problem, so the prime minister should respond properly to it," Ozawa was quoted as saying to Hatoyama, who agreed with him.

Azuma Koshiishi, head of the DPJ's caucus in the House of Councillors and close ally of Ozawa, is in step with the two. "If the prime minister wants to restore public trust in his administration, he should reshuffle the Cabinet," he told reporters.
小沢氏に近い輿石東参院議員会長も記者団に「内閣改造を、政権に信頼を取り戻す方法として考えているならそうした方がいい」と語り、足並みをそろえた。

 政権の課題は来春の統一地方選と11年度予算案だ。小沢氏は予算案成立と引き換えの政倫審出席もちらつかせ、証人喚問や離党勧告に進もうとする執行部をけん制した。一方で、首相が仙谷氏を更迭せず野党が審議拒否すれば、国会停滞の責任は首相にあるとして、小沢氏は政倫審に出席しない意向だ。

A point of contention is the timing of the testimony. Ozawa says he will only attend the ethics council if it is convened after the regular Diet session opens in January -- in other words, after Kan has made the decision of whether to sack Sengoku.

遺骨が問う戦後―過去に向き合い続ける

The search for the remains of Japanese soldiers who died in the Pacific War is gaining momentum.
 太平洋戦争の戦没者の遺骨収集事業が、動きだしている。

"We will check each and every grain of sand," Prime Minister Naoto Kan said after digging into the volcanic ash and soil of Iwo Jima, a fierce battleground between Japan and the United States.
 「一粒一粒の砂まで確かめる」。先日、日米激戦の地、硫黄島で火山灰まじりの土を掘り返した菅直人首相は、こう誓った。

The remains of 13,000 Japanese soldiers have yet to be found on this island, but the prime minister's special task force has located a group burial ground based on information from American documents. A full-fledged excavation project is to begin.
この島では日本兵1万3千人分の遺骨が見つかっていないが、官邸の特命チームが米国資料をもとに集団埋葬地を特定。これから発掘作業が本格化する。

Kan stressed, "The country has a responsibility to bring the remains back home," and implied that he is eager to expand the search program to other battle zones.

About 2.4 million Japanese died in Okinawa and in foreign lands during the war. The 65th year after the war is drawing to a close, yet the remains of only 1.26 million have returned home.

Actually, there is no law that says "the country has a responsibility" to retrieve the remains. When the war ended, what is now the Ministry of Health, Labor and Welfare took over the unfinished administerial business of the Japanese military, and the ministry has conducted the search as part of an assistance program for families of the war dead.
 実は、遺骨収集を「国の責務」と定めた法律はない。旧軍の残務整理を引き継いだ厚生労働省が、戦没者遺族の援護の一環で続けてきた。

For a while after the war, it was difficult to set foot on lands the Japanese military had once invaded. It was not until the late 1960s, after reparation payments to those governments had made progress, that official government teams could make repeated trips to those lands in search of the remains.
 敗戦後しばらく、侵略した地に足を踏み入れるのは難しかった。政府が率いる遺骨収集団が盛んに赴くようになったのは、各国への賠償が進んだ1960年代末のこと。

Former war comrades would serve as guides for the families of the fallen as they made their way into the jungles. The rescue of Shoichi Yokoi, a Japanese soldier who had held out in Guam until 1972, gave the project momentum.
戦友が道案内し、遺族が肉親の最期を思いながら、密林にわけ入る。72年、グアム島の残留兵横井庄一さん救出で関心が高まり、遺骨収集は一気に進んだという。

With Japan entering the Heisei Era starting in 1989, veterans and families have grown older. With fewer leads on possible locations of the remains, the project dwindled down.
 平成に入り、戦友や遺族は高齢となった。遺骨のありそうな場所の情報は減り、事業は先細りになる。

Starting four years ago, parts of the recovery project were commissioned to private groups, but there have been rumors that some of the bones that an NPO had collected in the Philippines might include those of local people. Some have suggested perhaps it was time to draw the project to a close.
4年前からは一部で民間団体への委託が始まったが、フィリピンではNPO法人が集めた骨に現地の人のものが混ざっている疑いが指摘されている。そろそろ幕引きを、という声も出ていた。

Kan had shown interest in this matter since his days in the opposition. We would like to believe that his involvement is not for the sake of his administration's popularity, but that he is truly committed to the recovery project in the numerous former battlegrounds.
 菅首相は、野党時代からこの問題に関心を持ってきた。思いつきの政権浮揚策ではなく、本気で各地での収集に取り組もうとしていると信じたい。

If so, is it not time to consider moving beyond the usual framework of assisting the families and paying tribute to the deceased?
だとしたら、従来の遺族援護や慰霊といった枠組みを越え、遺骨収集のあり方を考え直すときではないか。

In the future, the recovery project should involve more young people, including student volunteers.
 (収集の正確さや効率を期すのは当然だ。) 今後の担い手は学生ボランティアなど、若い人にも広げるべきだろう。

Perhaps the recovery project can be continued as a process of contemplation and soul-searching; a process for us to think and question why people were mobilized by the state and had to die in such places, only to be left there. It can be turned into an opportunity for us to learn the horrors of war, to learn from the mistakes of the past, and discover means of reconciliation.
 国家に動員された人たちが、なぜこんな所で命を落とし、放置されねばならなかったのか。戦争の悲惨さと、反省を学び、和解の手がかりとする。そんな営みとして続けられないか。

For example, of the 520,000 Japanese casualties of war in the Philippines, the remains of 370,000 have returned home. But when we search for the remains of Japanese soldiers, we must not forget that more than 1 million Philippine civilians were killed.
 たとえば52万人が戦死したフィリピンには、37万人分の遺骨が残る。しかしあの戦争では、100万人を超すフィリピン民間人が犠牲になっている。日本兵の最期を捜すときには、そのことを忘れてはなるまい。

In China and North Korea, the search for remains, let alone their recovery, is still difficult. The remains include those of the soldiers who were originally from lands Japan colonized. Seoul is demanding Tokyo return the remains of those forcibly taken to Japan.
 中国や国交のない北朝鮮では、いまだに遺骨調査さえ難しい。兵士には旧植民地出身者も含まれる。韓国政府からは、日本各地に強制連行された人の骨を返せと、求められてもいる。

The bones are silent, but from the dark they continue to question how Japan dealt with the aftermath of war. The important thing is to constantly face up to the past.

MPD's delayed response worsened info leak damage
警察資料流出 対応の遅れが被害拡大招いた(12月27日付・読売社説)

The Metropolitan Police Department eventually admitted last week that some of its internal documents on investigations into international terrorism were leaked onto the Internet--nearly two months after the leak was revealed.
 発覚から2か月近くもたって、警視庁が、ネット上に流出した国際テロ捜査に関する資料を内部文書と認めた。

In the meantime, the MPD failed to take necessary action, allowing the online spread of personal information such as names and addresses of informants to continue. A senior MPD officer apologized over the matter, saying, "It's extremely regrettable." But the MPD bears heavy responsibility for having worsened the leak damage.
 この間、必要な対応を怠ってきたため、「捜査協力者」らの実名や住所などの個人情報がネット上で拡散を続けた。警視庁幹部は「極めて遺憾で申し訳ない」と謝罪したが、被害拡大を招いた責任は極めて重大である。

Investigative authorities must take all possible measures to ensure the safety of those whose personal data were leaked as well as conduct thorough investigations to determine who leaked the information online in the first place.
 警察当局は個人情報をさらされている被害者の安全確保に万全を期すとともに、徹底捜査で流出元を突き止めねばならない。

The leaked data included information provided by foreign investigative organizations. The MPD had adamantly refused to admit the leaked information was part of its internal data because it feared it would lose confidence abroad if it referred to the attribution or genuineness of leaked data.
 流出資料には外国捜査機関からの情報が含まれていた。資料の帰属や真偽を語ると、国際的な信用を失うとの理由から、警視庁はこれまで内部文書と認めることをかたくなに拒んできた。

Because of this, the MPD could not even file a complaint when a book carrying the leaked data, including personal information, was published. Faced with mounting criticism over the department's stance of sticking to its position to save face as an organization, the MPD probably had no alternative but to admit the leak of its internal information and apologize.
 このため、個人情報を含む流出資料をそのまま掲載した本が出版されても、抗議すらできなかった。組織としてのメンツにこだわる警察の姿勢に批判が高まったことを受けて、流出を認め、謝罪せざるを得なくなったのだろう。

No leniency for colleagues

Although pointing out the possibility that the leaked information includes some belonging to its Public Security Bureau, the MPD has avoided specifying which data came from the bureau. The MPD could have acknowledged this much immediately after the leak of the data came to light.
 ただ、流出資料の中に警視庁公安部の情報が含まれている可能性がある、と認めながら、個別にどの資料が内部文書にあたるかの特定は避けている。この程度の説明であれば、流出直後でも十分可能だったはずだ。

In any case, the bureau's sloppy administration of data was also revealed.
 公安部の情報管理のずさんさも明らかになってきた。

The leaked information is believed to have been compiled by the bureau's Third Foreign Affairs Division, which is in charge of investigations into international terrorism. Personal computers for common use by division personnel reportedly included some from which information can be taken easily with the use of a private-use external memory device.
 流出した捜査資料は、国際テロ捜査を担当する公安部外事3課で作成されたとみられている。課内にある共用パソコンには、私用の外部記憶媒体で容易に情報を取り出せるものがあったという。

The MPD has been questioning about 400 members, including some current and past members of the division. The investigation should be conducted strictly without leniency for colleagues.
 警視庁は外事3課に在籍した職員ら400人から事情を聞いている。身内への甘さを排した厳正な捜査が必要だ。

The MPD has investigated the case on suspicion of obstructing police business through fraudulent means. But the allegation should be switched to a breach of confidentiality in violation of the Local Civil Service Law.

A way to regain confidence

The Public Security Bureau, in many cases, has narrowed down lists of suspects based on the information collected from informants. Therefore, the information thus gathered is highly confidential. Extreme care should be taken in its handling.
 公安部では捜査協力者から集めた情報を基に容疑者を絞り込むことが多いだけに、情報の機密性は格段に高い。その取り扱いには細心の注意が求められる。

We live in an era in which international cyberterrorism is rampant. Without improvements to prevent leaks of investigative information, it would be difficult for the domestic investigative authorities to regain the confidence of their foreign counterparts.
 ネット上で国境を越えたサイバーテロが頻発する時代である。捜査情報が流出する状態を改善しない限り、海外の捜査機関の信頼を回復することは難しいだろう。

In the process of promptly reexamining its information management system, the MPD must fully secure the confidentiality of electronic information as well as enhance its ability to investigate cybercrimes.
 情報管理態勢を早急に見直す中で、電子情報の機密保持を徹底するとともに、ネット犯罪への捜査能力を高める必要がある。
