アドセンス活動において必要不可欠な技術のひとつがHTMLの編集手法をマスターすることです。難しいものではありませんが、慣れるまで時間がかかります。今回は改行のテクニックとリンクをはるための最も基本的な命令について記述します。

改行と段落挿入：
改行の操作を完全にマスターして美しく見栄えの良い文章にすることが大切です。
<BR>＝改行するときには shift+改行キーを同時に
<P>  ＝段落を挿入 のときには 改行キーのみ
段落挿入ばかり使っている文章は間が抜けた印象を受けますし読みにくいものです。
改行キーを有効に使って文章を仕上るのがコツです。

The public wants to see the Democratic Party of Japan, led by Ichiro Ozawa, craft a convincing campaign manifesto for the anticipated House of Representatives election.
小沢民主党に今、求められているのは、説得力のある次期衆院選の政権公約（マニフェスト）づくりである。

To create such a document, the party should not avoid holding full-scale intraparty debates as it has during the party's presidential election.
そのためには、代表選では“封印”された本格的な党内論議を再び避けてはなるまい。

Ozawa was reelected uncontested for his third term as party leader on Monday. It is a pity that no policy debates were conducted among multiple candidates.
民主党の小沢代表が無投票で３選された。複数の候補による政策論争がなかったのは残念だ。

We believe that not only the DPJ's more than 260,000 members and active supporters, but the voting public in general wanted to hear the political views and basic policies of party leadership candidates, among whom the winner would be the DPJ's candidate for prime minister.
投票できなかった２６万人超の党員・サポーターだけでなく、国民も、開かれた代表選を通じて、民主党の「首相候補」の政見や基本政策を聞きたかっただろう。

What price party unity?

The DPJ is paying the price for not conducting a competitive party presidential election for fear that rifts created by the election might remain within the party ahead of the lower house election.
衆院選を前に党内に亀裂が残るとして、代表選を回避したことのツケとも言えよう。

Ozawa unveiled a set of fundamental policies that would steer a DPJ government including a system to guarantee minimum pension payments funded by tax revenues, child benefits, and an income compensation system for each farm household. The policies do not differ from the DPJ's manifesto for last summer's House of Councillors election.
小沢代表が発表した政権構想は、税方式による最低保障年金制度、子ども手当、農家の戸別所得補償などが柱だ。昨夏の参院選公約とほとんど変わらない。

Ozawa said, "It would be strange if it was different." However, more than a few party members say it is necessary to create a carefully thought-out manifesto to ensure the proposed policies can be enacted when the DPJ takes the reins of government.
小沢代表は「変わったらおかしい」と言うが、党内でも「政権をとった際、確実に実現できるよう、公約をしっかりさせることが必要だ」との意見が少なくない。

Many observers regard the DPJ's overwhelming victory in the upper house election to be mainly the result of blunders by the LDP, including the pension records fiasco, not the product of active public support for the DPJ's campaign promises.
参院選での民主党の大勝は、民主党の公約への積極的な支持よりも、年金記録漏れなど自民党の失策によるところが大きい、との見方が一般的だ。

For the DPJ's election promises to be credible, it is indispensable for the party to explain where it will find the required financial resources.
公約への信頼性を高めるには、財源の裏打ちが不可欠である。

Promises must be paid for

Ozawa's proposed abolition of provisional tax rates on gasoline would cost the government 2.6 trillion yen in revenue in addition to the 15.3 trillion yen needed to fund the DPJ's promises from the upper house election.
小沢代表の政権構想では、１５・３兆円分の参院選公約に、２・６兆円を要するガソリン税の暫定税率廃止などが加わっている。

Ozawa has said that "Among bureaucrat-crafted budget allocations, plenty have strayed from their original intent or are unnecessary items, including special account budgets and fiscal resources for road construction and maintenance." However, the public will not be satisfied with his mere abstract explanation. Ozawa should provide a specific breakdown of how he intends to reallocate financial resources.
「官僚が作った予算には、特別会計、道路財源など、目的外や不要なものがいっぱいある」という小沢代表の抽象的な説明だけでは、国民は十分納得すまい。財源の具体的な内訳を示すべきだ。

As for the diplomatic field, Ozawa's platform stresses constructing a solid and equal Japan-U.S. relationship. However, how can he balance this with the party's policy of not dispatching Self-Defense Forces personnel to the Indian Ocean or Iraq?
政権構想は外交面で、「強固で対等な日米関係を築く」と強調した。インド洋にもイラクにも自衛隊を派遣しない党の方針と、果たしてどう両立させるのか。

While Ozawa labeled the SDF's refueling mission in the Indian Ocean a violation of the Constitution, many DPJ lawmakers do not agree with his argument.
小沢代表は、インド洋での給油活動を「憲法違反」と決めつけるが、民主党内でも、その論理に賛成できない議員の方が多い。

That discrepancy within the DPJ aside, it is quite possible that party dynamics may work to avoid intraparty discussions from now on, with an eye to an early dissolution of the lower house.
そうした党内の矛盾に加え、早期の衆院解散を視野に入れ、今後も党内論議を避ける力学が働く可能性は否定できない。

If the DPJ can overcome these issues, it can show its ability to take the reins of government.
だが、その問題を克服してこそ、国民に政権担当能力を示すことになる。

大相撲大麻疑惑：北の湖理事長が辞任…露鵬、白露山は解雇

Japan Sumo Association Chairman Kitanoumi is set to resign over a marijuana scandal involving Russian wrestlers, sources close to the association said Monday.
大相撲のロシア出身兄弟力士、幕内の露鵬（２８）＝大嶽部屋＝と、十両の白露山（２６）＝北の湖部屋＝の大麻使用疑惑で、日本相撲協会の北の湖理事長（５５）＝本名・小畑敏満＝が理事長職を辞任することになった。

Kitanoumi told a board meeting of the association on Monday that he will step down to take responsibility for the drug scandal. He will be replaced by board member Musashigawa, former Yokozuna Mienoumi.
The board also voted to dismiss Russian wrestler Roho and his brother Hakurozan who tested positive for marijuana in two screenings. However, they denied that they smoked the illegal drug.
北の湖理事長は８日、東京・両国国技館で開かれた理事会で「責任を取って辞任する」と話した。露鵬、白露山は解雇が決まった。北の湖理事長の後任には武蔵川理事（元横綱・三重ノ海）を決めた。

A meeting of the association's committee on measures to prevent a recurrence was also held on Monday, attended by eight members from the association and four outside experts.
同日開かれた日本相撲協会の再発防止検討委員会（検討委）には伊勢ノ海生活指導部長ら相撲協会の８委員と、日本アンチ・ドーピング機構専門委員の大西祥平慶大教授ら外部委員４人が出席。外部委員のやくみつる氏は欠席した。

At the meeting, it was explained that Roho and Hakurozan tested positive for marijuana in a surprise test conducted on Tuesday last week on 69 wrestlers and in another detailed test conducted by an expert institute authorized by the World Anti-Doping Agency. Roho and Hakurozan who were waiting in another room were separately summoned by the committee.
Members of the committee on measures to prevent a recurrence said the two wrestlers denied smoking marijuana.

検討委では、関取６９人を対象に抜き打ちで実施した尿検査で露鵬と白露山に陽性反応が出た経緯が報告された。さらに日本で唯一の世界反ドーピング機関（ＷＡＤＡ）公認の検査機関の精密分析でも両力士に陽性反応が出たこと、検査機関の精密分析の意義が説明された。このあと別室で待っていた露鵬、白露山を１人ずつ委員会に呼び入れた。
検討委は午前１１時４分に終了。露鵬、白露山は国技館を退館し、引き続き、緊急理事会が開かれた。

"I asked what they were doing over the few days before the urine test, but they said they didn't remember because they were confused. They denied smoking the drug," said committee member Hiroshi Yamamoto, who is a commentator for public broadcaster NHK.
検討委に出席したＮＨＫ解説委員の山本浩委員は「露鵬、白露山には尿検査の２、３日前に何をしていたか聞いたが、２人とも混乱して覚えていないと話していた。吸引については２人とも否定した」と語った。

"They denied the allegations but the figures in the test by the expert institute are fairly high," said Takeo Tono, vice president of the Japan Sumo Federation, an amateur sumo organization.
また、日本相撲連盟副会長の塔尾武夫委員は「両力士とも否定しているが、（精密検査の数値が）かなり大きいからね」と話した。

Kitanoumi, a former yokozuna, won 24 tournaments before retiring in 1985. He was elected to his first term as a member of the Japan Sumo Association board in 1996. He assumed the post of Japan Sumo Association chairman in 2002, and was re-elected to his fourth term in February this year.
北の湖理事長は０２年に理事長就任。今年２月の理事長選挙で４選を果たしていた。理事長の不祥事による任期途中の辞任は、１９５７年５月に、協会の相撲茶屋（現国技館サービス）の不明朗な経理問題で割腹自殺を図った出羽海理事長（元横綱・常ノ花）以来５１年ぶり。
北の湖理事長は北海道出身。現役時代、２４回の優勝を飾り、７０～８０年代に一時代を築いた名横綱。８５年初場所限りで引退。９６年の理事選挙で初当選し、理事は現在７期目。指導普及部長や事業部長を経て、０２年に時津風理事長（元大関・豊山）に代わり、９代目理事長に就任した。

However, the association has come under fire for a series of scandals including the fatal assault on a wrestler by senior wrestlers and his stablemaster. In August, wrestler Wakanoho, a Russian national, was arrested for possessing marijuana and was dismissed from the association.
しかし、昨年の時津風部屋力士暴行死事件、朝青龍のサッカー騒動による２場所連続出場停止処分など、協会の体質を問われる事件や騒動が噴出。今回も８月に若ノ鵬が大麻取締法違反（所持）容疑で逮捕され、今月に入っては露鵬と白露山の兄弟が、日本相撲協会の抜き打ち尿検査で陽性反応が出る事態に発展。これに対し、北の湖理事長は、あくまで両力士の言葉を信じる姿勢を崩さず、協会内で理事長の指導力や資質に疑問の声が上がっていた。【上鵜瀬浄】

A prime opportunity to debate economic issues
自民党総裁選　経済論議を深める好機だ（9月8日付・読売社説）

The Liberal Democratic Party presidential election will be held on Sept. 22 as the nation faces a myriad of thorny economic issues.
難しい経済課題が山積する中で自民党総裁選が行われる。

We hope the LDP lawmakers that plan to throw their hats into the ring will engage in in-depth discussions on economic policies to kick-start Japan's economy, attain robust economic growth and dispel public anxiety over the nation's future.
日本経済の閉塞感を打ち破り、望ましい経済成長と将来不安の解消を実現するにはどうすればいいのか。経済政策について、突っ込んだ論戦を展開してもらいたい。

First of all, candidates will have to address the question of how they intend to resuscitate the economy, which is believed to have entered a recession although the government has yet to make an official declaration.
まず、後退局面入りが確実となった景気の立て直しにどう取り組むかが問われよう。

Although the government and ruling parties have announced an 11.7 trillion yen economic stimulus package, the country's economic condition hardly allows any room for optimism. Household finances are increasingly feeling the pinch as prices of vehicles and home appliances are increasing following spikes in the cost of foods and other daily necessities. The number of bankruptcies is on the rise, and banks are becoming reluctant to lend.
政府・与党は１１・７兆円の総合経済対策を決めたが、食品や日用品に続いて、自動車や家電製品などにも値上げが広がり、家計はますます苦しい。倒産も増え、銀行は融資に慎重になっている。

Japan has little leeway to cut interest rates, and its fiscal condition is in dire straits. We hope candidates in the LDP election will present and discuss a raft of proposals for invigorating corporate activities by easing the credit crunch and revamping regulations, in addition to suggestions for overhauling the corporate tax system with the aim of boosting the international competitive edge of Japanese corporations.
金利引き下げの余地は乏しく、財政事情も厳しい。貸し渋り対策や規制改革による企業活動の活性化、国際競争力の向上を目指した法人税改革など、さまざまなアイデアを出して論じてほしい。

Money doesn't grow on trees

The candidates also will need to come up with answers to challenges left unaddressed by the administration of outgoing Prime Minister Yasuo Fukuda.
福田政権が積み残した宿題への回答も必要だ。

The government has no viable plan on the table to finance a 1.8 trillion yen fiscal 2008 supplementary budget it plans to submit to the Diet to boost the economy. The government has decided to provide fixed-amount cuts in income and resident taxes within this fiscal year, but has postponed discussions on the scale of the tax cuts and financial resources for the measure.
経済対策に使う補正予算１・８兆円の財源は、まだ手当てがついていない。所得税・住民税の定額減税は今年度中に実施する方針だけが決まり、減税の規模や財源の論議は先送りされている。

The government has yet to figure out how to rustle up the 2.3 trillion yen it will need in next fiscal year's budget to finance a rise in the state burden of the costs for paying out the basic pension. Candidates must show how they plan to deal with these looming fiscal headaches.
来年度予算では、基礎年金の国庫負担割合の引き上げに必要な２・３兆円を確保するメドが立っていない。こうした問題への解決策を示さねばなるまい。

The candidates' differing takes on how to restore the nation's fiscal health are likely be major points of contention during the upcoming presidential election.
今回の総裁選では、財政健全化に対する姿勢の違いが、大きな争点となりそうだ。

Differing policies

LDP Secretary General Taro Aso, who has expressed his intention to enter the race, is a proponent of economic recovery through robust fiscal spending. He has even stated that the nation's goal of turning the primary balance to the black in fiscal 2011--a step to improve the nation's fiscal health--might have to be postponed.
「ポスト福田」に名乗りを上げた麻生幹事長は、景気回復を優先し、積極的な財政出動に前向きな考えを示している。２０１１年度に基礎的財政収支を黒字化する財政健全化目標について、先送りもあり得るとしている。

One of Aso's rivals, Kaoru Yosano, state minister in charge of economic and fiscal policy, is opposed to large-scale pump-priming measures by the government.
一方、対抗馬の一人である与謝野経済財政相は、大規模な財政出動に反対している。

He advocates securing stable financial resources by, among other methods, raising the consumption tax rate. He also calls for maintaining the fiscal reconstruction goal.
消費税率の引き上げなどで安定した財源を確保し、健全化目標を堅持すべきだと主張してきた。

Some LDP members assert that Japan can attain the 2011 goal without tax increases if it can attain a high economic growth rate through structural reforms. The LDP presidential race thus will provide a prime opportunity to delve into those issues.
このほか自民党内には、構造改革で高い成長率を実現すれば、増税しなくても健全化目標は達成可能とする意見もある。議論を大いに深めるチャンスだろう。

Furthermore, we urge candidates to present their blueprints for reforming the social security system, including the pension programs.
さらに、年金をはじめとした社会保障制度の改革について青写真を示すよう求めたい。

Resorting to tapping the so-called buried gold--a huge amount of surplus or accumulated money in the nation's special accounts--to finance the social security and other programs would be no more than a stop-gap measure.
特別会計にある「埋蔵金」を取り崩して財源にあてるのでは、単なる一時しのぎだ。

The consumption tax rate must be raised to secure a stable financial resource for the nation. No other measure seems viable. Candidates in the LDP race should clearly explain when the consumption tax rate should be increased.
安定的な財源を確保するには消費税率を引き上げるしかない。それをどのタイミングで具体化するか、明快に論じるべきだ。

TOKYO (AP) -- Honda is bringing back the defunct Insight nameplate for a hybrid-only vehicle planned for the Japanese, European and North American markets early next year, as the automaker strives to play catch-up with rival Toyota in hybrids.
本田はライバルのトヨタのハイブリッド車プリウスにおいつくように努力を続ける。

Toyota Motor Corp. has been wildly successful by promoting the Prius as a hybrid-only model -- a move often praised as effective in highlighting its commitment to ecological technology.
地球にやさしいトヨタ自動車のプリウスは販売されている唯一のハイブリッド車として脚光をあびている。

But the industry view is still divided on devoting a model to a hybrid.
ハイブリッド車へのみちのりはまだまだ険しい。

Nissan Motor Co. of Japan, which now buys its hybrid system from Toyota but is developing its own gas-electric technology, is less bullish about hybrid-only models. It has said it will instead likely offer a hybrid version of one of its standard gasoline engine vehicles.

Honda Motor Co. executives have repeatedly expressed their determination to come out with more hybrids.

The sumo world, already reeling from the arrest last month of Wakanoho, a Russian wrestler from the makuuchi division, has been shaken again by the suspected use of marijuana by other wrestlers.
幕内力士が大麻の所持で逮捕されたばかりの相撲界が、またしても大麻疑惑で揺れている。

The Japan Sumo Association should deal firmly with the incident with the two Russian wrestlers--Roho and Hakurozan --who have now tested positive for cannabis.
陽性反応が出た以上、日本相撲協会には、毅然とした対応が求められている。

Roho, from the makuuchi division, and Hakurozan, a juryo wrestler, have flatly denied smoking cannabis.
However, the fact that the Russian brothers tested positive following a careful examination of their urine samples in tests conducted by the only body in the country accredited by the World Anti-Doping Agency is serious.
大相撲のロシア人兄弟力士、露鵬（西前頭３枚目）と白露山（東十両６枚目）から、大麻の陽性反応が確認された。

The JSA now faces an unprecedented crisis and should quickly convene a directors meeting to discuss reprimanding the two and how best to deal with the situation.

Issue must be tackled promptly

JSA Chairman Kitanoumi, who trained Hakurozan, previously indicated that he might ask another organization to reexamine the samples, even though the two wrestlers tested positive again in the latest tests.
白露山の師匠でもある北の湖理事長は、陽性反応が出ても、別の機関で調べ直してもらう考えを示している。

We cannot help but feel that Kitanoumi is trying to put off dealing with the problem.
これは、問題の引き延ばしと見られても仕方があるまい。

The chairman also indicated that he might allow Hakurozan to participate in the Autumn Grand Sumo Tournament, which starts Sept. 14. However, a wrestler at the center of such suspicions should not be permitted to compete, given that the sport is coming under such close scrutiny from so many sumo fans.
北の湖理事長は、白露山を１４日から始まる秋場所に出場させる意向も示している。しかし、ファンの土俵を見る目が厳しくなる中、疑惑の渦中にある力士の出場は許されることではない。

It was just last month that Wakanoho was arrested on suspicion of possessing marijuana and subsequently thrown out of sumo by the association. The latest positive test results indicate the two wrestlers are connected in at least some way to marijuana, and their lack of respect for what it means to be a sumo wrestler is simply appalling.

Roho and Hakurozan reportedly had a close friendship with Wakanoho. The Metropolitan Police Department already has questioned them on a voluntary basis and searched their stables and homes, though it failed to find evidence proving they possessed marijuana.
２人は、若ノ鵬と親交が深かったという。警視庁はすでに、露鵬、白露山から任意で事情聴取し、所属部屋と自宅を捜索したが、大麻の所持などに結びつく証拠は見つからなかった。

Following the latest positive test results, the MPD said it would question them again. We hope the case will be thoroughly investigated.
陽性反応を受け、警視庁は、改めて２人から事情聴取する。徹底した捜査を望みたい。

Taking responsibility

When asked about their responsibility for the death of Tokitaizan, who died after being beaten by several senior wrestlers from his Tokitsukaze stable in June last year, Kitanoumi and other senior officials of the association reportedly stated that it is a stablemaster's responsibility to educate sumo wrestlers.
「力士教育は親方の責任」――。時津風部屋の力士が暴行され、死亡した事件の際、協会の責任を問われた北の湖理事長ら協会幹部は、こう言ってきた。

However, the latest case involves a wrestler from Kitanoumi's own stable. It is inevitable, therefore, that the scandal will raise questions about whether the chairman should resign, and he will need to conduct himself in a way that satisfies sumo fans.
だが、今回は、理事長自らの部屋の力士の問題である。理事長の進退問題に発展するのは避けられまい。ファンが納得する身の処し方が求められている。

The JSA conducted a random drugs check for the first time on juryo and makuuchi division wrestlers to confirm marijuana use had not spread among wrestlers other than Wakanoho. The latest suspicions of cannabis use have come to light as a result of such testing.
協会は、若ノ鵬以外に大麻汚染はないことを裏付けるため、十両以上の力士を対象に初めて抜き打ち検査を実施した。その結果、今回の疑惑が明るみに出ていた。

The JSA should conduct drugs checks on wrestlers of all levels as necessary. Dispelling suspicions of rampant drug use in the sumo world is an important place to start if the JSA is to regain trust.
協会は、十両より下位の力士も対象に加えた薬物検査を随時、実施すべきだ。薬物汚染の疑惑を払拭することが、信頼回復のスタートといえよう。

Tokyo's Sanya district takes on new face as cheap hotels accept new guests
東京見聞録：山谷地区　変わる簡易宿泊所　外国人、女性…客層幅広く　／東京

In the years of high economic growth after World War II, the Sanya district straddling Tokyo's Arakawa and Taito wards was a haven for day laborers. But now the area is starting to take on a new face, as aging laborers move on and foreigners, women and a wide range of other visitors take advantage of the cheap accommodation.
戦後の高度経済成長期に、東京の日雇い労働者を支え続けた場所の一つが、台東、荒川の両区にまたがる「山谷地区」だ。多数の簡易宿泊所が労働者を受け入れてきた。当時の労働者は高齢化し、福祉施設へ移り住む人も増えている。「山谷地区」の宿泊所利用者も、時代の変遷を経て変わりつつある。戦後から営業を続ける簡易宿泊所を訪ねてみた。【吉永磨美】

On a recent visit to the area, a foreign couple carrying a convenience store bag arrived in front of the Economy Hotel Hoteiya in Taito-ku at about 9:30 p.m., pushing their young son along in a stroller. They said they came to Japan from Nepal.
台東区・山谷の簡易宿泊業「エコノミーホテルほていや」。午後９時半過ぎ、親子３人がフロントに入ってきた。コンビニエンスストアの袋を提げ、ベビーカーに乗った男児を連れている夫婦は、ネパールからやって来たという。

Recently the number of foreign people with families visiting the area has been increasing. Japanese family visitors are also common.
"In the summer there are also lots of Japanese families looking to visit Tokyo Disneyland," said 57-year-old hotel head Tetsuo Kiyama. "There are people who don't know that the Japanese characters for this area are read 'Sanya' and they come asking, 'Is this Yamatani?' (another reading of the characters)."
最近は国内外の家族連れが増えてきた。帰山哲男社長（５７）は「夏はディズニーランド目当ての日本人の家族連れも多い。『さんや』という読み方を知らず、『やまたに、はここか？』と聞いてくる人もいる」と苦笑する。

From the 1970s to the "bubble" era of Japan's economy, the streets of Sanya prospered along with the daily lives of the laborers, and some simple lodging facilities including Hoteiya rebuilt their wooden lodgings into reinforced concrete structures resembling business hotels.
７０年代からバブル期にかけて、山谷の街は労働者の生活と共に羽振りがよく、「ほていや」を含む簡易宿泊所の一部は、古い木造建築から鉄筋コンクリート造りのビジネスホテルタイプに改築した。

After a long economic slump beginning from the 1990s, the cheap lodgings of the Sanya district attracted attention, and the number of foreign visitors increased. Recently, besides foreign guests, there has been an increasing number of traveling businessmen, women, students looking for work, and families who have come to Tokyo for the summer holidays.
９０年代から長引く不況が訪れ、安価な宿泊費が話題になり、客層は外国人が増加。最近は外国人以外に、国内出張のビジネスマンも多くなり、さらに女性や就職活動中の学生、夏休みで上京した家族連れと、利用者は幅広くなっている。

Major events in Tokyo, such as the Comic Market that was held in the metropolitan area in late August, have also attracted guests, with anime fans from around Japan staying in the area.
８月下旬は首都圏で開かれるコミックマーケットなどの大規模イベントもあり、全国から集まったアニメファンが山谷を利用しているという。

Most of the rooms in Hoteiya are only the size of three tatami mats, sleeping two people. Some rooms actually have tatami mats, while others are laid out in a western style. The prices range between around 2,600 yen and 3,700 yen for a room each night.
「ほていや」の客室はほとんどが３畳程度で定員は２人。畳敷きの和室や洋室のタイプがあり、価格は１室２６００～３７００円程度だ。

In a visit at the end of August, the hotel, which has about 70 rooms, was fully booked. Hardly any of the day laborers that used to fill the facility are there now. Eighty percent of the guests are reportedly temporary workers or contract employees, while 20 percent are visitors. The length of their stays varies greatly -- from one night to "a few decades."
取材で訪れた８月下旬も、約７０室ある客室は満室。従来からの日雇いの労働者はほとんどいない。インターネットで職探しをする派遣労働者や契約社員らが８割。２割が旅行者だという。滞在期間は、１泊から“数十年”までさまざまだ。

Visitors appeared to find the hotel easy to use. One pair of tourists from France, aged 20 and 21, had already been staying there for a week. They said a French friend who had been to Japan told them about the hotel.
宿泊していた利用者に聞いてみた。
パリの男子学生、ピエリック・ブストゥンさん（２１）とクリモント・セルボナテさん（２０）の２人は、観光で来日。すでに１週間ほど宿泊していた。「ほていや」は、日本にいたことのあるフランス人の友人から教えてもらったという。

The rooms in the hotel are small, they said, but easy to use in spite of the low price. They added that the hotel was conveniently close to the heart of the capital.
The pair were able to reel off the names of several Japanese anime works such as "My Neighbor Totoro," "Princess Mononoke" and "Great Teacher Onizuka." They said they were fans of anime director Hayao Miyazaki's works.
「トトロ、もののけ、ＧＴＯ……」。日本のアニメ作品のタイトルが次々と出る。宮崎駿監督の作品が好きだという。「ほていや」は「小さい部屋だが安い割りに使いやすく、都心にも近い」。

Another guest at the hotel was a 26-year-old woman who had been staying there for over two weeks. She had come to Tokyo from Saga Prefecture as a seasonal worker. She reportedly had been staying at the hotel since mid-August as she underwent auditions for talent agencies with her sights set on becoming an actress.
"When staying at my friend's place I would pay extra care as a guest," she said. "After I stayed here one night while checking out the rooms, it was comfortable so I decided to stay," she added with a laugh.
２週間以上も連泊する女性（２６）は、佐賀県から上京したフリーター。女優を目指し、都内の芸能プロダクションのオーディションを受けるため、８月中旬から滞在しているという。「友人のところで居候しても気を使うし、部屋の様子を見ながら一度泊まってみたら、居心地がよいので居ついてしまった」と笑った。

The Web site of an association representing simple accommodation facilities in the Sanya district reportedly has many female visitors.
"Men can stay at capsule hotels and sauna-equipped lodging facilities, but there are few places where women can stay cheaply," Kiyama explains.
山谷地区の簡易宿泊施設で作る城北旅館組合のホームページには、女性からのアクセスが多いという。帰山さんは「男性はカプセルホテルやサウナで泊まれるが、女性が安く泊まるところが少ない」と、その理由を説明してくれた。

Now the operators of simple lodgings are growing old, and the time of their replacement is coming.
"Lodgings in the Sanya district after the war started by accepting entertainers and families whose homes had been burned down. That turned into a town of laborers," Kiyama said. "Now various people such as those with families and young people are being accepted here. We may have gone back to old times."
「労働者の街」として知られた「山谷」からは想像できない状況だ。簡易宿泊所の経営者も高齢化し、代替わりの時期が来ている。一般客を多く受け入れる宿も増える傾向なのだという。
「終戦後の山谷の宿は、焼け出された家族や芸人を受け入れることで始まった。それが『労働者の街』になり、今また家族連れや若者など多様な人を受け入れるようになった。昔に戻ったのかもしれない」。山谷の変遷を見続けてきた帰山さんは、そう話した。

◇トップは欧州系の４３％
城北旅館組合が昨年８月～今年６月、山谷の外国人宿泊者数を調査した。外国人宿泊者数が多い１１宿泊所を対象に、各月１日時点の数を集計した。最も多かったのはヨーロッパ系の計９２１人で、外国人宿泊者のうち４３％を占めた。次いでアジア系が７６７人で３６％だった。今年から、荒川区は区内の簡易宿泊所に対し、外国人旅行者向けのパンフレットやホームページの作成費用の一部を補助する事業を始めた。山谷の新しい可能性を生かした地域振興を進める自治体もある。

イノベーション　開発資金をどう呼び込む（9月5日付・読売社説）

A project has started to establish a new investment fund with government and private-sector money to support research and development of advanced technology.
先端技術の研究開発を支援するため、官民共同で投資ファンドを設立する試みが動きだした。

If it materializes, the fund will help improve the ability of Japanese industry to compete in international markets. The government and the private sector should overcome difficulties and by all means necessary bring it about.
具体化すれば、日本の国際競争力向上に役立とう。課題を乗り越え、何とか実現させるべきだ。

The Economy, Trade and Industry Ministry asked to borrow 50 billion yen from the fiscal investment and loan program in its budget estimate for the next fiscal year to establish the fund, tentatively called Innovation Sozo Kiko.
経済産業省が、来年度予算の概算要求で、５００億円の財政投融資資金の枠設定を求めた「イノベーション（技術革新）創造機構」を創設する構想だ。

In addition to this government money, the ministry plans to bring in private money and international capital, including money from Middle Eastern countries flush from soaring oil prices, to create the fund with 200 billion yen in total.
民間資金と、原油高で潤う中東マネーなど海外資金も取り込み、総額で２０００億円規模のファンドを目指す。

The fund will help promising research and development projects indirectly by financing private funds that invest in them.
有望案件に投資する民間ファンドに創造機構が出資する形で、支援する仕組みだ。

Making global innovations

The world has entered the age of so-called Open Innovation, a time when innovative technologies are exchanged and used widely beyond corporate or organizational barriers. Apple's iPod and Google are examples of Open Innovation.
世界では、企業や組織の枠を超えて最新技術を融合するオープン・イノベーション時代が到来している。グーグルやアップルのｉＰｏｄ（アイポッド）が象徴だ。

In Japan, however, a company tends to cling to output from its own research and development, failing to ride this global tide.
しかし、日本では、各企業が自前の技術開発に固執しがちで、世界の潮流に乗り切れない。

Japanese companies and universities often lack money to cover necessary expenses for research and development, though they have innovative technologies. Existing private funds are often small and have weaknesses, such as shying away from investing in risky projects.
企業や大学に優れた技術があっても、資金不足で十分に研究開発できないケースが多い。既存の小規模な民間ファンドでは、リスクを伴う投資案件を支援しにくいことが弱点といえる。

What should Japan do to break the old framework and stand out again in international markets? It is often pointed out that the speed of technological innovation, a foundation of international competitiveness, needs to be increased.
従来の殻を打ち破り、どう巻き返すのか。競争力の源泉となるイノベーションの加速が必要なことは、かねて指摘されている。

Technological innovation could be accelerated if the envisaged fund's money had a pump-priming effect that would attract more capital from the private sector. It could create an opportunity for several companies to cooperate with one another. It also is expected to boost Japan's potential for growth.
創造機構の資金が“呼び水”となり民間からの資金が集まれば、技術開発が進むのではないか。複数の企業が連携するきっかけにもなろう。日本の成長力を底上げすることにもつなげたい。

Potential projects abound

However, there are several obstacles that need to be overcome before the establishment of the fund.
創造機構が日の目を見るまで、乗り越えなければならないハードルも少なくない。

The biggest challenge is whether the government and the private sector can actually collect upwards of 200 billion yen for the fund.
まず、官民共同で２０００億円規模という、巨額資金を本当に集めることができるかどうかだ。

METI has focused its attention on capital from the Middle East and asked the United Arab Emirates and other countries in the region to invest in Japan's fund. The ministry said interest was shown, but that there had not been any official replies. These countries need to be shown detailed fund plans.
経産省は中東マネーに着目し、アラブ首長国連邦（ＵＡＥ）などに創造機構への出資を要請した。中東諸国は関心を示したが、返答はまだだ。ファンドの明確な青写真を示すことが肝心だ。

Also significant is the selection of investment targets. There are many promising projects found in fields such as technology related to natural resources and medicine as well as environmental energy, such as solar power and fuel cells. The fund is expected to make intensive investments in some projects, utilizing knowledge from the private sector.
投資対象の絞り込みも欠かせない。イノベーションで有望なのは太陽光や燃料電池などの環境エネルギーのほか、資源や医療分野だ。民間の知恵を生かしながら、集中的な投資が求められる。

The money the fund has borrowed from the fiscal investment and loan program eventually will have to be paid back. This makes it all the more important to evaluate the potential of an investment target technology accurately. Since research and development always involves risks, the fund must diversify such risks carefully to ensure profits can be made.
創造機構が活用する予定の財投資金は、いずれ返済しなければならない。このため、投資対象となる技術の可能性の見極めが大切だ。技術開発はリスクを伴う以上、リスク分散に目配りし、収益を確保することが重要となろう。
