It may be quickest way to learn interrogatives first to speak out any foreign languages.
English also can be used in Sri Lanka widely in the country but it might be better to speak out in Sinhala (Singhalese language) for better communication. I'll show you some of Sinhalese interrogatives.

A widening gap between the Imperial Family and the public
On Jan. 24 in this column I wrote that "the failure of the Imperial Household Agency to comment on Crown Princess Masako makes it responsible" for the bashing by some media outlets of the Crown Princess, who is currently undergoing treatment for an adjustment disorder.
The Imperial Household Agency still has not held a press conference with the doctor in charge of the Crown Princess's treatment. Instead, at the end of July the Imperial Household Agency issued a statement by the medical team responsible for the Crown Prince and his family that asked for "consideration" regarding what was being asked. This request was prompted by questions asked by the press corps covering the Imperial Household during two separate press conferences held before the Crown Prince's solo overseas tours, questions on the process that led to the decision for Princess Masako not to accompany the Crown Prince.
The Imperial Household Agency's response to these questions could be seen as an overreaction. If nothing changes, I feel that the gap will widen between the public and the Crown Prince and Princess, and by extension the entire Imperial Family.
The medical team had problems with the questions asked at the Crown Prince's press conferences that were held before his visits to Brazil in June and Spain in July. The fact that Princess Masako was not to accompany the Crown Prince led the press corps to ask questions about the process leading to this decision, the emotional state of the Crown Prince and Princess, and future predictions regarding Crown Princess Masako's overseas visits.
The Crown Prince responded at a press conference preceding his Brazil visit, "Based on the comprehensive assessment of all these conditions and following consultation with her doctors, I have decided to visit the country alone." He followed up at a press conference ahead of his Spain visit, "overseas visits need to be considered with caution, in terms of travel distances, lengths of the visits, events scheduled during the stays, and other matters." I think that the Crown Prince gave sincere consideration to these questions and provided answers that honestly revealed his feelings.
Even so, Grand Master Issei Nomura, head of the Imperial Household Agency's Board of the Crown Prince's Household (the entity responsible for the care of the Crown Prince and his family), issued a statement from the Board's medical team on July 25. They complained that reporters' questions "not only undermine the efforts of the Crown Princess but also could give her the impression that she is being criticized for not working hard enough," and that "there must be a complete halt to the encouragement of someone who is doing their best to continue treatment because this encouragement only creates added psychological pressures." According to the Imperial Household Agency, reporters' questions, which were nothing more than "encouragement," could not only delay Princess Masako's recovery, but may make her condition worse.
Press conferences with the Crown Prince are held only a few times a year: on the Crown Prince's birthday and for events such as overseas visits. The press corps provides its questions in advance to the Imperial Household Agency, with both parties then communicating to revise the questions. The problematic questions from the two press conferences were also provided in advance following a thorough press corps evaluation of the content. I don't understand how the same Imperial Household Agency that had approved these questions would then issue a "medical team opinion" following the press conferences asking for consideration regarding questions.
It is true that similar questions regarding Princess Masako not traveling with the Crown Prince were repeatedly asked. But it is natural that at a press conference held only a few times a year the reporter in charge would ask questions about the condition of Princess Masako, an issue the public is certainly interested in. Furthermore, I think it is impossible for these questions to "undermine" the efforts of Princess Masako. I do not think they serve as "encouragement." Psychiatrist Rika Kayama offers the following evaluation: "It is unlikely that the questions will negatively impact her symptoms. I think they are trying to say that 'encouragement' is, in essence, 'pressure.' This is a complete overreaction."
I think the medical team's opinion stems from how worried they are about Princess Masako. Unfortunately, it seems this approach will lead to the Crown Prince and Princess being further obscured from the public. As I said in January, the recent increase in criticism and doubts regarding the Crown Prince and Princess, coming mainly from weekly magazines, has a lot to do with the Imperial Household Agency's failure to make Princess Masako's current condition known. The opinion of the medical team is an attempt to squash public interest on items such as Princess Masako's state of recovery. This could add momentum to criticism of the Imperial Family.
Dr. Kayama had the following to say regarding Princess Masako's treatment: "The chief physician should not remain passive. I think that it is now time to provide advice such as 'Please do this' or 'You should avoid doing that' to Princess Masako." However, the recent medical team opinion demonstrates that this is not the way treatment is being provided.
Starting last year, the Imperial Household Agency opened a portion of the Fukiage Gardens on the Imperial Palace grounds to the public, hosting nature observation groups for the general population. The opening of the Fukiage Gardens is a result of the desire of the Emperor and Empress to "share with the public" the nature of the gardens. There are many people who are very moved by the kind gesture on the part of Their Imperial Highnesses and the Imperial Family when they visit locations throughout Japan. When traveling with Their Highnesses as a reporter I strongly feel that the sentiment "with the people" is the basis for their actions.
I wonder if these kinds of efforts by Their Imperial Highnesses and the Imperial Family will ultimately be "undermined" by the recent medical team opinion and the actions of the Imperial Household Agency?

LDP candidates need in-depth policy debates
The Liberal Democratic Party's presidential race went into full swing as candidates gave their policy addresses before party members and began hitting the streets for joint public speeches. What is needed from them during the campaign is in-depth policy debates.
Having five candidates with different personalities contesting the race is not a bad thing per se; the race is attracting great public attention. But it also is true that with five candidates running, there are so many points of contention that it is difficult to figure out each candidates' policy lines.
The LDP is holding the election by putting off convening an extraordinary Diet session, during which a supplementary budget and a number of other important policy issues are to be tackled. The selection of the nation's top leader must not be a mere display of political pomp. Each candidate bears a responsibility to engage in high-quality debates that can be understood by the general public.

Economic issues pressing
The economy is a major focal point of debate.
All five candidates vowed that the portion of government funds used to finance the basic pension program would be raised to one half from the next fiscal year. Regarding the revenue sources of 2.3 trillion yen necessary for the measure, Taro Aso, LDP secretary general, referred to the use of surplus reserves in the special accounts budget. But this likely would serve as a mere stopgap measure.
Kaoru Yosano, state minister in charge of economic and fiscal policy, underlined that only the consumption tax can work as a stable revenue source. He even offered targets, saying the tax rate, currently 5 percent, would need to be raised by 2 to 3 percentage points within three years and to 10 percent by 2015 if possible.
As for the government's goal to achieve a surplus in the primary balance in fiscal 2011, all four candidates other than Aso said the target should be met. Aso indicated the possibility of postponing the target, saying the government should flexibly handle the matter while sticking to the policy course of fiscal reconstruction.
Aso places priority on measures to boost the economy for the time being. Yosano, meanwhile, emphasizes fiscal reconstruction.
Yuriko Koike, a former defense minister, argued that the structural reform policies of the administration of former Prime Minister Junichiro Koizumi should be continued and developed. Nobuteru Ishihara, former chairman of the LDP Policy Research Council, and Shigeru Ishiba, a former defense minister, both call for a partial adjustment to Koizumi's policy course.

Commitment to leadership
All the candidates need to make their cases by arguing from their respective viewpoints.
Aso reportedly is leading in votes among party lawmakers. According to an ad hoc Yomiuri Shimbun survey, nearly 50 percent of respondents cited Aso when asked who among the five candidates would be most suitable as LDP president. Ishihara was ranked second in the survey, but Aso leaves all of the other four candidates far behind.
We cannot help but feel that the policy pledges announced so far by Aso and the four others lack steam, as if all of them are trying not to commit themselves. Are they thinking about the challenges that could arise after taking up the prime minister's post?
If Aso is trying to be defensive, it means debates will not be heated.
The LDP presidential race will be followed by a yet-undeclared House of Representatives election, in which the LDP must fight against the Democratic Party of Japan over key policy issues. Using policy debates argued in the LDP election, each of the candidates needs to make up his or her mind and work hard to update the party's manifesto with the lower house election in mind.

Japan executes 3 death row inmates under new justice minister's orders
Three people on death row were executed Thursday, the Ministry of Justice announced, marking the first executions in Japan in about three months.
The executed inmates were identified as Yoshiyuki Mantani, 68, Mineteru Yamamoto, 68, and Isamu Hirano, 61. It was the first time for executions to be carried out under the orders of Justice Minister Okiharu Yasuoka since he assumed his post in August.
Executions in Japan were halted for a period of about 3 years, 4 months up until March 1993, as no execution orders were issued by justice ministers during the period. Since executions resumed, 73 inmates have been put to death. There are now 102 confirmed inmates on death row.
Mantani was convicted of committing four crimes including stabbing a 19-year-old woman to death in a robbery attempt, and assaulting an 18-year-old woman with a steel pipe, between April 1987 and September that year. He had earlier been handed a life sentence for robbery and murder, and was on parole at the time.
Yamamoto was convicted of stabbing to death his 68-year-old cousin and his 75-year-old wife in Kobe in 2004, and stealing money.
Hirano was handed the death penalty for breaking into the home of the operator of a farm where he was living and working in 1994, and killing the 72-year-old operator and his 68-year-old wife. He was also convicted of stealing cash and other items, and burning the home down.
The execution of Hirano was carried out 23 months after his death penalty was confirmed. It is rare for a death penalty to be served within two years of the conviction becoming fixed. Yamamoto's death sentence was the first handed down under a system initiated to speed up trials, and only three hearings were heard before the case was brought to a close.
Yasuoka also served as Minister of Justice under the second Mori Cabinet between July 2000 and December that year, during which time he ordered the execution of three people on death row. Under former Justice Minister Kunio Hatoyama, death row inmates were executed on four occasions -- about once every two months. The timing of the latest executions means they are continuing at a similar pace.
Appearing in a news conference on Thursday morning, Yasuoka said, "I screened the cases carefully and strictly, and carried out (the decision) firmly as the person responsible for protecting law and order. The decision wasn't timed."
Commenting on why he announced the executions at a new conference, following in the footsteps of the previous justice minister, Yasuoka said, "The citizen judge system which will be applied in serious crimes is set to begin. There is significance in publicly releasing as much information as possible."

Will the Liberal Democratic Party's upcoming presidential election give the party a chance to ride out its biggest crisis since its founding?
On Wednesday, the LDP election campaign officially kicked off.

Only Aso leads a party faction. Koike is the first female presidential candidate in LDP history. Key factors to determine the outcome of the presidential race are whether a candidate can get the cross-factional support of LDP lawmakers and how many votes he or she can win from rank-and-file party members around the country.

Prelude to a general election
The result of the House of Councillors election last summer saw the Democratic Party of Japan replace the LDP as the largest force in the upper house.
On Monday, Ichiro Ozawa was reelected uncontested for a third term as DPJ president. Ozawa vowed his party would win a majority of single-seat constituencies at the next House of Representatives election, stressing that he is determined to end the LDP-led government.
Aso defines this presidential race as an election to choose the LDP leader who can best take on Ozawa. The LDP presidential election is shaping up to be a kind of prelude to the next lower house election said to be on the horizon.

This means that all the candidates must bear responsibility for their remarks. But they do not need to hesitate to express clearly what they want to accomplish.
Though economic policy is said to be a major campaign issue, other issues also need to be touched upon. Pressing issues facing this nation include an extension of the refueling mission by the Maritime Self-Defense Force vessels in the Indian Ocean, termination of North Korea's nuclear development program and a resolution to its abduction of Japanese.

Post-Koizumi reform
Even if the LDP triumphs in the next lower house election, the so-called divided Diet situation, under which the upper house remains under DPJ control, would still exist. What can be done to restore Diet functions? This also is a question for the LDP presidential election.
For a while, the LDP succeeded in preventing voters from turning away from the party thanks to former Prime Minister Junichiro Koizumi's populist political style and the public's expectations of his structural reforms. However, this cannot last forever.
LDP presidential candidates used the word "reform" many times during their joint press conference Wednesday afternoon. However, they failed to give details of their post-Koizumi policies.
How can a sustainable and reliable social security system be constructed under the fiscal crisis? How can Japan establish its presence as the world becomes more multipolar, as indicated by the rapid emergence of China and India as new powers?
The LDP presidential candidates must face those issues squarely before engaging in full-fledged discussions. Their abilities to devise solutions will be an important indicator of who is qualified to be LDP president, and prime minister of Japan.

The five are LDP Secretary-General Taro Aso, 67, former LDP Policy Research Council Chairman Nobuteru Ishihara, 51, former Defense Minister Shigeru Ishiba, 51, former Defense Minister Yuriko Koike, 56, and State Minister for Economic and Fiscal Policy Kaoru Yosano, 70. Koike is the first woman to run for LDP president.
They will compete to replace Prime Minister Yasuo Fukuda who announced his intention to resign earlier this month.
Aso is viewed as the most promising candidate as he is steadily gaining support from a large number of LDP politicians regardless of their factional affiliations as well as from rank-and-file party members.

A waiver that shakes NPT to its core
The 45-nation Nuclear Suppliers Group, including Japan, has unanimously adopted a waiver of a ban on exports of nuclear fuel and technology to India. This is a one-off move that will allow civilian nuclear trade with India--a nation that has developed nuclear weapons without becoming a member of the Nuclear Nonproliferation Treaty.
The approval of the waiver essentially means that member nations of the group have shut their eyes to India's nuclear possession and lifted restrictions on nuclear cooperation with India for peaceful purposes. This is, for all intents and purposes, their recognition of India as a nuclear power.
This decision flew in the face of the NPT's principal objective to halt the number of nuclear powers. We find the NSG's decision extremely disconcerting.
NSG nations are obligated to comply with the guidelines stipulating export conditions for nuclear equipment and materials and nuclear technology and to strictly supervise their exports of such materials. Because India is outside the framework of the NPT and has not abandoned its nuclear weapons, NSG member nations naturally had not been able to export nuclear-related material to that country.
===
U.S. flexes its muscles
However, India was granted an exception from the NSG guideline due to some arm-twisting by the U.S. government, which wants its bilateral nuclear cooperation agreement with India to take effect sooner rather than later. The only hurdle now remaining before the U.S.-India deal can take force is ratification by the U.S. Congress.
At the NSG general meeting in August, the United States demanded India be given an unconditional waiver. However, New Zealand, Switzerland and other counties had demanded several conditions be attached to the India agreement, including a clause stipulating an automatic cessation of the waiver if India conducted any more nuclear tests.
At the latest meeting, which was held to discuss the matter from scratch, the United States remained unbending in its opposition to a conditional approval of the waiver. Nations initially circumspect about the waiver eventually opted to go along with its proponents. Some observers have suggested that these countries changed their tune after weighing up the potential gains likely to flow from a cooperative relationship with India, which has been recording sizzling economic growth in recent years.
Attaching no conditions to the agreement on the waiver leaves several troubling loose ends.

A promise of sorts
In the NSG agreement, India made a commitment to maintain its unilateral moratorium on nuclear testing voluntarily.
Despite this, India, which has not even signed the Comprehensive Test Ban Treaty, claims it has the right to conduct nuclear tests. This leaves open the worrying possibility that India might lift this moratorium depending on moves by China or Pakistan.
Japan's stance is that the exceptional treatment should be invalidated or rescinded if India resumes tests of its nuclear weapons.
However, we have doubts over whether the NSG would be able to agree to suspend the trade of nuclear fuel and technology once it starts, because such a decision on a trade ban must, in principle, be made by a unanimous vote.
India has concluded an inspection agreement with the International Atomic Energy Agency--the U.N. nuclear watchdog--concerning civilian-use nuclear facilities. However, facilities for military use have been left untouched and the country has been pressing ahead with its nuclear development. As long as India's nuclear development continues largely unhindered, there is little likelihood that North Korea and Iran will give up their nuclear ambitions.

Kitanoumi's resignation can be blamed on closed nature of sumo association
Kitanoumi, 55, remained entrenched as chairman of the Japan Sumo Association (JSA) by brushing aside public criticism on several occasions, but he was finally toppled when one of his charges became embroiled in a marijuana scandal -- stepping down without actually trying to address the series of scandals which have plagued his tenure. His resignation can be blamed on the closed nature of the JSA, which discourages dissent against the chairman; and an irresponsible attitude that leaves wrestlers' education entirely to the discretion of individual stables.
The new chairman, Musashigawa, formerly occupied the No. 2 spot at the JSA. Why couldn't he stop the self-righteous behavior of Kitanoumi?
There is a logic unique to the sumo world that explains why JSA officials never held Kitanoumi accountable. Kitanoumi and Musashigawa both belong to the Dewanoumi group of stables, and since backing Kitanoumi as chairman, Musashigawa, due to the unwritten law of loyalty to members of his own group, was never going to rebel, despite being Kitanoumi's senior.
Furthermore, since the chairman of the JSA controls personnel appointments, those directors who may have spoken critically outside the confines of the JSA were unable to speak out at board meetings, and resolutions always passed unanimously.
The closed nature of the sumo world and the absence of a leader willing to confront the association fostered a situation that allowed the chairman to shy away from change throughout his tenure.
The JSA failed to take the initiative in responding to the scandals, and tried to treat everything as a "matter between master and apprentice."
At the incident at the Nagoya Tournament in 2006 in which Roho assaulted two cameramen, and was glared by at his opponent, Chiyotaikai, Roho impudently asked his stablemaster Otake whether he wasn't angry that he had been challenged to a fight. Chairman Kitanoumi saw this exchange but did not reprimand Roho.
Last year, Asashoryu was triggered a scandal by playing soccer while absent from a tournament due to injury. There were calls for his ouster, but he was given a two-tournament suspension instead. Furthermore, the controversy festered after the matter was left in the hands of stablemaster Takasago, and a month went by before punishment was meted out.
And then came the hazing death of a wrestler in the Tokitsukaze stable. At first, the JSA asserted that "legal authorities had determined that the death was caused by illness" and left it at that -- only to receive unusual "guidance" from the Ministry of Education, Culture, Sports, Science and Technology. The response of the chairman and JSA to the string of scandals was all too shabby.
Kitanoumi remembers all the matches he has ever fought. When he is asked to be a sumo analyst, his analysis is right on the money. The popular sumo official is not someone who has a reputation for deceiving or betraying people. On the other hand, he tends to listen to too many opinions and gets confused, "and when blood goes to his head he can become obstinate." His judgment and leadership have come under questioning. And when the controversy surrounding sumo reached a crescendo, he retreated into a shell, and the JSA didn't have a way of forcing him to snap out if it.
In the rankings for the Autumn Grand Sumo Tournament, foreign-born wrestlers accounted for 59 of 720 wrestlers, or 8 percent of the total. But nearly 30 percent, or 21 of 69 sekitori (wrestlers ranked in the top two juryo and makuuchi divisions who can expect to earn 1 million yen or more monthly), are foreigners. (including Roho and Hakurozan, the Russian brothers who have tested positively for marijuana).
The foreign-born wrestlers hail mostly from former Communist bloc countries: there are 13 sekitori from Mongolia, three from Russia, and two from Georgia. Most are athletes with accomplished records in wrestling or Mongolian sumo, and their motive for entering sumo was clearly to earn money to send home. They climbed the ranks rapidly and usually became sekitori within two to three years of their sumo debut.
When a foreign-born wrestler becomes a sumo apprentice, he commutes to the sumo training center to learn history, sports medicine, and other subjects. However, the JSA is not in charge of teaching him Japanese. Hakuho and Kotooshu, for example, were taught by the wife of a stablemate and some older apprentices, dictionaries in hand. The reality is that the Japanese language education of sumo apprentices is conducted in their stables.
Because they are good athletes, and have a strong desire to climb the ranks, they quickly surpass their Japanese peers. In a world where differences in rank determine whether one is noticed or ignored, their acquisition of Japanese language takes a back seat, and they become stable leaders without learning the customs and conventions of the sumo world. But one JSA official says that "strength isn't everything" and is concerned that this situation will "lead to the demise of the Way of Sumo."
Upon promotion to sekitori status, sekitori can throw parties and set up their own support groups. It is not unusual for popular wrestlers to have many supporters, and to rake in more than 10 million yen in proceeds from a single party. According to one stablemaster, popular wrestlers, "whether Japanese or foreign, have frequent engagements." That is why sekitori are known as "rice chests," or breadwinners.
In such a culture, a little bad behavior tends to get overlooked. There have been frequent cases of smoking in dressing rooms, listening to loud music, and destruction of furnishings. And there are no older wrestlers and masters around to issue stern words of caution.
One stablemaster voiced the hope that "internationalization not be left to the stables and be handled by the association."
