Negative GDP growth a setback for business
ＧＤＰ速報 景気後退示すマイナス成長（8月16日付・読売社説）
The economy has shrunk for the first time in 12 months, according to a preliminary report issued by the Cabinet Office on the nation's gross domestic product.
経済成長率が１年ぶりにマイナスとなった。
The government had already in effect admitted in its August monthly economic report that the economy is in a contraction phase. The latest figures provide concrete evidence for that assertion.
政府が８月の月例経済報告で事実上認めた景気後退が、数字でも裏付けられた。
contraction＝縮小、収縮
The government must draw up stimulus measures to enhance growth minimize the depth and length of the economic downturn.
景気悪化の「深さ」と「長さ」を最小限にとどめるため、成長力強化の取り組みが必要だ。
GDP slumped 2.4 percent in the April-June period from the previous quarter on an annualized basis. The margin of decrease was as large as that for the July-September quarter of 2001, during the last period of economic doldrums.
４～６月期の国内総生産（ＧＤＰ）実質成長率は、年率換算の前期比でマイナス２・４％だった。落ち込み幅は、前回の景気後退期だった２００１年７～９月期以来の大きさとなった。

The economy contracted because individual consumption, the main pillar for domestic demand, fell for the first time in almost two years, and the nation's exports, which had been supporting the business boom, also lost momentum.
マイナスに転落したのは、内需の柱である個人消費がほぼ２年ぶりに減少に転じ、景気を支えてきた輸出も失速したためだ。

Since factors other than consumption give little cause for optimism, there is no locomotive for boosting the economy.

This came largely as a result of the move by many local governments to freeze construction orders after the suspension for the month of April of the provisionally higher tax on gasoline and other provisional taxes that provide fiscal resources for road construction and maintenance.

Fearing a decline in sales, companies cannot pass on to consumers the rise in prices of raw materials to the extent they would like to.

This squeezes their profits. It is expected that companies listed on the Tokyo Stock Exchange's First Section will see decreases in profits--the first in seven years--for the business year ending March 2009.
利益は圧縮され、東証１部上場企業の来年３月期決算は、７年ぶりに減益に転じる見込みだ。
Recently, signs that unfavorable factors are receding can be seen, as crude oil prices have fallen and the yen has stopped appreciating against the dollar. However, financial markets are still facing uncertainty, so there is no ground for complacency.
このところ、原油高や急速な円高に一服感が出るなど、悪材料に解消の兆しも見える。しかし、マーケットの先行きは不透明で、油断はできない。

Many economists predict the economy will recover in the July-September quarter, posting modest growth. A rapid deterioration in the economy may be avoidable for now, but we have to be prepared for low growth to continue for the foreseeable future.
エコノミストの多くは、７～９月期は小幅なプラス成長に回復すると予想する。今のところ、加速度的な景気の悪化は回避できそうだが、しばらくは低成長が続くと覚悟した方がいい。

The government is expected to map out a comprehensive economic pump-priming package within this month. Members of the ruling parties have increasingly been calling for stimulus measures, such as an income tax cut, and for the government to put back its deadlines for realizing fiscal health.
政府は月内にも総合経済対策をまとめる。与党内では、所得税減税などの景気てこ入れ策や、財政健全化目標の先送りを求める声が強まっている。
Economic stimulus measures such as tax cuts and additional public works projects may work as temporary remedies, but they will do little to strengthen the economy's fundamentals and boost growth in the long term.
だが、減税や公共事業の追加などの景気浮揚策は、一時的なカンフル剤とはなっても、日本経済の体質を強化し、成長力を高める効果は期待しにくい。
The government should focus on measures to ameliorate the effects of high raw materials prices that have aggravated the economic situation and on assistance to help industry carry out structural reforms. It should not resort to quick-fix fiscal measures.
景気悪化を招いた原材料高ショックを和らげる緊急措置や、産業構造の転換支援などに絞り、安易な財政出動は避けるべきだ。

Satoshi Ishii takes heavyweight judo gold at Beijing Olympics
五輪柔道：「勝利にこだわる」…石井が有言実行の金
BEIJING (AP) -- Satoshi Ishii won Japan's fourth gold medal as the Olympic judo competition ended Friday, defeating Uzbekhistan's Abdullo Tangriev in the men's over 100-kilogram division.
Ishii, making his Olympic debut, went ahead on points and held on to the bell as Tangriev fought a defensive match and failed to mount any serious offensives.
Ishii took the lead with a koka point, and nearly ended it with 1 minute, 30 seconds left when he executed a sweep that narrowly failed to fall his opponent. He got a yuko to widen the margin and Tangriev could find no room to fight back.
Winning bronze were Cuba's Oscar Brayson, who defeated Mohammad Reza Rodaki of Iran, and France's Teddy Riner, who pinned Georgia's Lasha Gujejiani.
Judo awards two bronze medals in each weight class.

もっとも、決勝を除く４試合はすべて一本勝ちで勝ち上がった。日本柔道の理想像を見せるかのような戦いぶり。国士舘大で指導する斉藤仁・男子監督は「石井は勝つための研究を徹底してやっている。しかし、普段の練習では一本を取る技を磨くことにだれよりも取り組んでいる」と明かす。決勝では一転、指導でリードした後は安全策に徹した。「結果ばかり考えた。これが人間じゃないですか」と笑う。
本格的に柔道を始めたのは中学１年と遅いが、１日８時間もの猛練習で成長した。昨年暮れには大学の事務室に退学届の用紙を取りにいった。事務室から連絡を受けた斉藤監督が詰問すると「退学届がどういうものか見たくて」と返答したが、実際は柔道に打ち込みたい熱意が、その行動につながったようだ。

Fukuda apologizes as Japan marks 63rd anniversary of end of war
終戦記念日：恒久平和貢献誓う 戦没者追悼式で福田首相
Japan marked the 63rd anniversary of the end of World War II on Friday, with Prime Minister Yasuo Fukuda apologizing for Japan's attacks on Asian countries during the war.
At a ceremony held at the Nippon Budokan in Tokyo's Chiyoda-ku, about 6,000 people -- including the families of the war dead -- mourned those who died in the war.
Also in attendance at the government-led ceremony were Emperor Akihito and Empress Michiko and representatives of various sectors.
Fukuda, who attended the ceremony for the first time as prime minister, apologized in his address for Japan's responsibility for atrocities in Asian countries and pledged that Japan will contribute to lasting peace in the world.
During the ceremony, those in attendance offered a one-minute silent prayer for the war dead, which was followed by addresses by the Emperor, speakers of both Houses of the Diet and a representativs of the bereaved families of the war dead.
About 70 percent of the families of the war dead in attendance were children and grandchildren of the war dead.
Across Japan, about 46,000 people were to attend events held in 34 prefectures to mourn the war dead on Friday, according to the Ministry of Health, Labor and Welfare.
A total of about 3.1 million Japanese -- about 2.3 million military and paramilitary personnel and about 800,000 civilians -- died in the Sino-Japanese War and World War II.
There has been a spate of ongoing lawsuits filed across the nation over the war. The survivors of the atomic bombings in Hiroshima and Nagasaki in August 1945 have been seeking a further review of standards in recognizing them as suffering from A-bomb-related diseases. The bereaved families of the victims of the Great Tokyo Air Raids in March 1945 and survivors have filed class action suits against the government seeking over 1.4 billion yen in compensation.

６３回目の終戦記念日を迎えた１５日、政府主催の全国戦没者追悼式が東京都千代田区の日本武道館で開かれた。天皇、皇后両陛下をはじめ、各界の代表や遺族ら約６０００人が参列。首相として初めて出席した福田康夫首相は式辞で、今の国際情勢を「一国だけの利益を追求しようとする風潮がないとは言えない」と指摘し、「内向きな志向の虜（とりこ）になることなく、心を開き、まなざしを世界に向けながら歩んでいきたい」と恒久平和への貢献を誓った。
式典は国歌斉唱と福田首相の式辞の後、正午から全員が１分間の黙とうをささげ、天皇陛下が「戦争の惨禍が再び繰り返されないことを切に願い、全国民と共に、戦陣に散り、戦禍に倒れた人々に対し、心から追悼の意を表し、世界の平和と我が国の一層の発展を祈ります」とおことばを述べた。衆参両院議長らの追悼の辞の後、遺族代表らが献花した。
日中戦争と第二次大戦の日本の戦没者は、軍人・軍属約２３０万人、民間約８０万人の計約３１０万人。式典に参列した遺族の約７割は戦没者の子供や孫で、戦争を語り継ぐ世代の交代が進んでいる。
広島、長崎の被爆者が原爆症認定を求めた訴訟では、今年４月に認定基準が初めて大幅に緩和された。だが、被爆者側は「実態を反映していない」とさらなる基準見直しを求めている。東京大空襲で肉親を失った遺族が国に賠償を求めた裁判なども続いており、戦争の犠牲を巡る政治課題は今も解決していない。
厚生労働省によると、この日、全国３４都道県で戦没者追悼の関連行事が行われ、約４万６０００人が参加する予定だ。【清水健二】

During the ceremony, those in attendance offered a one-minute silent prayer for the war dead, which was followed by addresses by the Emperor, speakers of both Houses of the Diet and a representativs of the bereaved families of the war dead.
About 70 percent of the families of the war dead in attendance were children and grandchildren of the war dead.
Across Japan, about 46,000 people were to attend events held in 34 prefectures to mourn the war dead on Friday, according to the Ministry of Health, Labor and Welfare.
A total of about 3.1 million Japanese -- about 2.3 million military and paramilitary personnel and about 800,000 civilians -- died in the Sino-Japanese War and World War II.
There has been a spate of ongoing lawsuits filed across the nation over the war. The survivors of the atomic bombings in Hiroshima and Nagasaki in August 1945 have been seeking a further review of standards in recognizing them as suffering from A-bomb-related diseases. The bereaved families of the victims of the Great Tokyo Air Raids in March 1945 and survivors have filed class action suits against the government seeking over 1.4 billion yen in compensation.

６３回目の終戦記念日を迎えた１５日、政府主催の全国戦没者追悼式が東京都千代田区の日本武道館で開かれた。天皇、皇后両陛下をはじめ、各界の代表や遺族ら約６０００人が参列。首相として初めて出席した福田康夫首相は式辞で、今の国際情勢を「一国だけの利益を追求しようとする風潮がないとは言えない」と指摘し、「内向きな志向の虜（とりこ）になることなく、心を開き、まなざしを世界に向けながら歩んでいきたい」と恒久平和への貢献を誓った。

広島、長崎の被爆者が原爆症認定を求めた訴訟では、今年４月に認定基準が初めて大幅に緩和された。だが、被爆者側は「実態を反映していない」とさらなる基準見直しを求めている。東京大空襲で肉親を失った遺族が国に賠償を求めた裁判なども続いており、戦争の犠牲を巡る政治課題は今も解決していない。

It is once again Aug. 15, the day when national memorial services are held for the war dead. As the years have gone by, this date marking the end of the war in 1945 is becoming a historical memory.

Before assuming the post of prime minister, Fukuda said, "In relations between a country and another country, it's unnecessary to dare do something that the other would dislike." Those remarks were made with China and other countries in mind.
福田首相は靖国神社に参拝しないと明言している。「国と国の関係で、相手の嫌がることをあえてする必要はない」と、首相就任の前から語っている。中国などを念頭に置いての発言だ。
Last year, then Prime Minister Shinzo Abe did not visit Yasukuni Shrine. Abe took an "ambiguous strategy" of not mentioning whether he would or would not visit the shrine.

In his visit to India in late August last year, Abe met with the eldest son of the late Radhabinod Pal. Pal served as a judge representing India in the International Military Tribunal for the Far East, which is better known as the Tokyo Tribunal.

BEIJING -- Kosuke Kitajima won the gold medal in the men's 200-meter breaststroke at the Beijing Olympics on Thursday, becoming the first Japanese swimmer to win two breaststroke events in consecutive Olympic Games.
His victory came three days after winning the 100-meter breaststroke event on Monday. The 25-year-old swimmer finished 2 minutes, 7.64 seconds in the final of the 200-meter breaststroke on Thursday. His victory brought the total number of gold medals that Japanese athletes have won at the Beijing Olympics to five.
He became the first Japanese athlete to win two gold medals in the same events in consecutive Olympic Games, following his victory at the 2004 Athens Olympics.

【北京・堤浩一郎】北京五輪は第７日の１４日、当地で競泳男子二百メートル平泳ぎの決勝を行い、世界記録保持者の北島康介（２５）＝日本コカ・コーラ＝が、２分７秒６４の五輪新記録で大会２連覇を果たした。２分７秒５１の世界記録更新はならなかったが、五輪記録を０秒９７上回った。北島は１１日に決勝があった百メートル平泳ぎと合わせ、０４年アテネ五輪に続く２種目制覇を達成。２大会連続の同一個人種目２冠は日本選手初という快挙だった。五輪通算４冠は、自己の持つ３冠を塗り替える、日本の競泳史上最多記録。今大会で日本勢が獲得した金メダルは５個になった。
レースは北島主導で推移した。序盤から伸びのある泳ぎで加速し、ターンのたびに２位以下との差を広げていった。１００メートル、１５０メートルのラップで自己の持つ世界記録を上回った。ラスト５０メートルをまとめられず、世界記録を塗り替えることはできなかったが、中盤まで食い下がっていた２位のブレントン・リカード（オーストラリア）と１秒２４差もの大差を付け、五輪新でゴールした。
北島はアテネ五輪後、０５年世界選手権で無冠に終わるなど、一時低迷した。しかし、０７年世界選手権の二百メートルで優勝して復活。今年６月のジャパンオープンで英スピード社製の高速水着「レーザー・レーサー」を着用して二百メートルの世界記録を樹立するなど、順調に調整を進め、北京五輪に臨んでいた。
◇みんなの顔見えた
▽北島康介の話 ホッとしている。（世界）記録は自分も期待していたが、思ったより最後が伸びなかった。（レース開始が）もう１時間遅ければ、（世界記録の）可能性があったかもしれない。来ている人の顔が、みんな見えるくらいに、レースは楽しめた。
◇水着じゃない 僕の力
二百メートルでは世界記録更新を逃した北島だが、１１日の百メートル決勝では世界新記録を樹立。この日のレース後の会見では、今大会で世界記録が続出していることへの感想を問われ「（質問者の意図は）『水着のおかげ』と言いたいんでしょうけれど、そうは言いません。僕は自分の力で出したと思います」と話した。自身も着用した英スピード社製水着「レーザー・レーサー」など、新型水着だけが今大会の好記録連発の原因ではないと主張した。
◇低迷脱し再び頂点
アテネ五輪から４年間、約１５００日の時が流れた。その間に選手が肉体的、精神的コンディションを維持するには、膨大なエネルギーが要求される。北島が難なく果たしてみせた連続２冠は、まごうことなき偉業だ。
日体大４年生だったアテネ五輪で、百メートル、二百メートルともに金メダル。頂点を極めた時点で、競技生活にピリオドを打つ選択肢もあった。だが、北島を１４歳から教え続ける平井伯昌（のりまさ）コーチは、米大リーグのイチローを例に「ピークをキープして見せていくのもプロだ」と助言している。
アテネでは、平井コーチに心残りもあった。「世界記録を出せなかった」。北京五輪へ向け、次なる目標ができた。だが、一度頂点を目指し、極限まで追い詰めた体と心は、やすやすとは思い通りにならない。抜群の集中力を発揮する一方で、「気持ちが続かないのが、自分の悪い点かもしれない」と、北島は自己分析する。
４年という長い月日を考えると、簡単にはモチベーションが上がらなかった。翌年からの２年は、どん底を経験する。特に二百メートルで苦しんだ。０５年の世界選手権は代表の座を逃し、翌年の日本選手権では４位に終わる失態。五輪の金メダリストが「表彰台にも上がれないなんて」と、屈辱をかみしめた。
心の不調は、体にも伝染する。度重なる故障や、大会前に発熱などの体調不良が続く。平井コーチは焦りを抑えながら「こういう時期があるはずだ。待つしかない」と、自分に言い聞かせた。
昨年に入ってようやく、持ち前のギラギラとした目が戻ってきた。低迷の時期を振り返り、北島は「遠回りもしたが、あれがあったからこそ、今がある」と言う。世界記録は逃し、「欲を持って臨んだのがいけなかった」と残念がったが、４年前とは「２個の金メダル」の重みは違った。【堤浩一郎】

スラチャイのお目当ては亡くなったスペインのギタリスト、アンドレスセゴビア８７才のときのレコーディング、レコード版では購入しているがＣＤ版はまだ持っていない。アンドレスセゴビア編のソルの２０の練習曲、ほんとうにためになりました。バッハの無伴奏バイオリンパルティータ２番に含まれているシャコンヌニ短調、学生時代によく弾いて楽しんでいました。セゴビア編曲の楽譜を探し出して購入し夢中で練習したものです。
現在はロシアの新進気鋭のギタリスト、レムカビブリンを聴いています。テクニック、音楽性、表現力、申し分ありません。すばらしい新人ですが年齢は４０才を超えてしまっています。
