スラチャイは犬が大好き

スラチャイは大の犬好き。
小学校６年生～高校卒業までペットの犬とベッドをともにしていました。
教訓→犬と人間は同じベッドで寝るべきではない。
中学、高校の６年間制服は黒、それで愛犬の毛が制服にびっしりと付着。
それも原因でこの時期は女性にまったくもてませんでした。
不潔感がただよっていたからです。
愛犬のおかげで充実した人生を過ごせましたが、いつも毛達磨になっている黒の制服は周囲の人々より敬遠されていました。
愛犬が亡くなってから１ヶ月もしないうちに犬の毛はまったくみあたりなくなりました。犬だって一生懸命生きていたのだと、あらためて実感させられました。

日朝協議合意　徹底した拉致再調査を迫れ（8月14日付・読売社説）

The government must now press North Korea hard to conduct a thorough investigation into Japanese abductees so that they can return home as soon as possible and so that the truth about them can be learned.
日本人拉致被害者の早期帰国と真相究明に向け、政府は今度こそ北朝鮮に徹底した調査の実行を迫らねばならない。

During working-level talks held in Shenyang, China, the Japanese and North Korean governments agreed that Pyongyang would soon set up a committee for reinvestigating the abductions and complete the probe by autumn.
日朝両政府は、中国・瀋陽で開いた公式実務者協議で、北朝鮮が拉致被害者の再調査のための委員会を早期に設置し、可能な限り秋までに結果をまとめることなどで合意した。

Japan, for its part, said it would lift restrictions on people visiting between the two nations and allow chartered flights linking the nations in return for North Korea's setting up of the committee.
日本は、北朝鮮が調査委員会を作った段階で、見返りとして、日本独自の経済制裁のうち、日朝間の人の往来とチャーター航空便の乗り入れ禁止を解除する。

We wonder if the reinvestigation to be conducted by North Korea will result in what Japan seeks--the finding and return of the abductees alive. Japan must thoroughly monitor actions that North Korea takes on this.
再調査が、日本が求めている「生存者の発見と帰国につながる調査」に本当になるのかどうか。北朝鮮の実際の行動を、厳しく見ていかねばなるまい。

Monitor progress closely

Past probes by North Korea were insincere. They merely offered death reports on the abductees, which were full of contradictions, and ashes that were hard to confirm as those of the abductees. North Korea needs to reconduct investigations from scratch and try to confirm the fate of all Japanese abducted by North Korean agents.
北朝鮮の過去の調査は、矛盾だらけの死亡報告書や本人とは判断できない遺骨の提供など、不誠実なものだった。調査をやり直す以上、北朝鮮は、過去の調査は白紙に戻し、すべての拉致被害者の安否確認に取り組む義務がある。

Japan must not allow North Korea to stall by conducting only dubious investigations. It is important to have the committee authorized by North Korean leaders be accountable regarding the reinvestigation and produce results by autumn.
あいまいな調査で時間稼ぎを許してはならない。北朝鮮指導部が権限を与えた委員会に調査の責任を負わせ、秋までに確実に結果を出させることが大切だ。
stall＝言い逃れる、ごまかすdubious＝疑わしい

It also is important that Japan monitor the reinvstigation's progress.
日本が、調査の進捗状況を点検することも重要である。

In line with an agreement made with North Korea, the Japanese government should require Pyongyang to make probe reports whenever needed and rigorously press North Korea whenever the credibility of an investigation is questionable.
政府は、合意に基づき、北朝鮮に状況を随時、報告させ、調査の信憑性に疑問があれば、厳しく問いただすべきだ。

First and foremost, the government must get Pyongyang to submit a fresh report on the fate of all the abductees by autumn. The government then needs to carefully verify these probe results by interviewing concerned people in North Korea and by other means.
まずは、秋までに、すべての拉致被害者の安否情報を改めて提出させねばなるまい。その上で、日本側による関係者の聞き取りなどを行い、調査結果の厳密な検証を進める必要がある。

On lifting economic sanctions as agreed in the previous formal talks of the two nations in June, the government said it would make a decision regarding the entry of North Korea-registered ships, including the passenger-cargo ship Man Gyong Bong-92, for loading humanitarian aid after carefully examining the results of the reinvestigation.
政府は、６月の前回協議で合意した経済制裁の解除のうち、貨客船「万景峰号」を含む北朝鮮籍船の人道支援物資積み込み目的の入港については、再調査の内容などを見極めて判断するという。

Economic sanctions are meant to serve as pressure to push North Korea into action. If the reinvestigation is not conducted in a convincing way, Japan should not give any reward to North Korea.
経済制裁は、北朝鮮を動かすためのテコだ。日本が納得できる方法で再調査が進まない場合は、見返りを与えてはならない。

North Korea also should cooperate as promptly as possible regarding Japan's demand to hand over Japanese hijackers who seized Japan Airlines' airliner "Yodo" in 1970 and went to North Korea.
日航機「よど号」乗っ取り犯らの引き渡しについても、北朝鮮はすみやかに協力すべきだ。

Pyongyang agreed with Tokyo's demand for holding bilateral talks apparently because the process of North Korea being removed from the U.S. list of terrorism-sponsoring states did not go as Pyongyang wanted. Japan must not be used for the sake of North Korean tactics. The Japanese government should strengthen multilateral cooperation and keep pressuring North Korea.
北朝鮮が日朝協議に応じたのは、米国のテロ支援国指定解除が思うように進まないからだろう。北朝鮮の戦術に利用されてはならない。政府は多国間連携を強化し、圧力をかけ続けてもらいたい。

Just like the verification of North Korea's declaration of its nuclear programs, it is essential to urge North Korea to take steps to produce substantial results in the reinvestigation of the abductees as well.
核申告の検証と同様に、拉致問題の再調査も、実効性の上がる方法を北朝鮮にしっかりと受け入れさせることが肝要である。

BEIJING (AP) -- Masae Ueno won Japan's third gold medal in judo on Wednesday, defending her 2004 Olympic title with a match-ending throw less than a minute into her final with Anaysi Hernandez of Cuba in the women's 70-kilogram class.
Winning bronze were Ronda Rousey of the United States, who scored early with a yuko and held on to defeat Germany's Annett Boehm, and Edith Bosch of the Netherlands with an ippon throw over Spain's Leire Iglasias.
Rousey's bronze was the first Olympic medal in women's judo for the U.S. since the event was put on the official schedule in 1992.
Judo awards two bronze medals in each weight class.

Airlines should rethink cuts to domestic routes
航空路線縮小　効率的な航空網を作り直せ（8月13日付・読売社説）

This summer holiday might be the last chance for many people across the nation to return to their hometowns by plane.
空の便での帰省は、今年の夏が最後になる人も少なくないのではないか。

Japan Airlines and All Nippon Airways have decided to reduce the number of flights on international and domestic routes and are abandoning some routes altogether, starting in October.
In total 30 routes will see a reduction or ceasing of flights.
日本航空と全日本空輸が１０月以降、国内と国際線合わせて３０路線を縮小することを決めた。

The two airlines have decided on these adjustments to deal with the spiraling cost of jet fuel. Jet fuel prices are more than 70 percent higher than the average price last year.
直接の理由は燃料代の高騰だ。ジェット燃料価格は昨年平均より７割以上高い。

JAL's fuel cost for fiscal 2008 is likely to increase by about 120 billion yen, compared with fiscal 2007. Under such circumstances, cutting unprofitable routes is unavoidable.
日航の今年度の燃料代は前年度より１２００億円近く増える見通しだ。これでは不採算路線の縮小もやむを得まい。

Airports have been built based on overly optimistic flight-demand projections and have resulted in airlines flying on inefficient routes, a situation that has been brought to light by the rise in the price of jet fuel.
甘い需要見通しに基づいて空港を造りすぎ、非効率な航空路線の存続を許してきたツケが、燃料高であぶり出された面もある。

The reduction of flight routes should be regarded as a good opportunity to reestablish cost-effective flight networks.
今回の路線縮小を、効率的な航空網を作り直すきっかけにすべきだ。

JAL plans to abolish three international routes and 12 domestic ones. ANA will end flights to Guam, its first international route.
日航は国際３路線、国内１２路線を廃止する。全日空は初めて国際線に進出したグアム便から撤退する。

The two airlines will reduce domestic flights on 12 routes, the largest reduction of flights ever made in the middle of a fiscal year.
国内線の減便も両社あわせて１２路線にのぼる。年度途中としては、過去にない規模の縮小だ。

Hub airports won't escape cuts
（拠点空港も対象）

Routes at hub airports that have formed core parts of flight networks will no longer be regarded as sacred cows. Departures and arrivals on 18 routes at Kansai Airport and Chubu Airport, both of which serve as international hub airports, are included in the 30 routes the two firms are targeting for flight cuts and reductions.
廃止・減便される３０路線のうち１８路線が、国際拠点空港である関西、中部国際空港の発着便だ。航空網の中核となる拠点空港の路線も、もはや聖域ではないということだろう。

Kansai Airport, which will lose 20 percent of its domestic routes at the same time, intends to ask the two airlines to reconsider the cuts.
国内路線の２割を一気に失う関空は、廃止路線の復活を求めるという。

But airlines are preparing to increase their flights to Haneda Airport, which serves more passengers. If there is no improvement in the profitability of flights at Kansai Airport, it will be difficult for airlines to avoid making cuts there.
だが、航空各社は利用者が多い羽田路線へのシフトを進めている。関空の収益性向上がなければ、復活は難しい状況だ。

Kansai Airport has suffered from a lack of profitable routes because its role, and those of the neighboring Itami and Kobe airports, has not been clearly defined. It is time for the roles of each airport as part of the Kansai region's flight network to be drawn up and presented as a blueprint.
関空路線の収益悪化は、近隣の伊丹、神戸空港との棲み分けが進まないことも大きな要因だ。国と関係自治体は、３空港の役割分担をはっきりさせて、関西の航空網の青写真を示すべき時だろう。

The situation in other parts of the nation is similar.
関西以外でも事情は同じだ。

There are about 100 airports across the nation and all are competing for passengers and routes. Despite the fact that most of them are in the red, new airports are slated for Shizuoka and Ibaraki prefectures.
全国には１００近くの地方空港があり、路線や客を奪い合っている。ほとんどの空港が赤字なのに、来年以降、さらに静岡、茨城両県にも空港ができる。

Airports should no longer be allowed to urge airlines to add new routes that have little chance of being profitable. It is necessary to introduce drastic measures, such as making airports share routes with neighboring airports.
存続のあてのない路線誘致にすがることは、もう許されまい。路線を近隣空港と譲りあうなど、大胆な運営見直しが必要だ。

It also is imperative that airports are run in such a way that they avoid going into debt.
赤字を垂れ流さない経営も不可欠だ。

In an effort to win routes, some airports are currently considering introducing a system in which they would pay compensation to airlines if seat occupancy falls below a certain level.
路線誘致のため、搭乗率が基準を下回った場合は航空会社に現金を支払う「搭乗率保証」制度の導入を検討中の空港もある。

But this system risks increasing the burden on taxpayers in municipalities that run airports.
しかし、これでは住民の負担を増やしかねない。

Such airports should first consider whether extra routes are really needed.
路線の必要性を第一に考えるべきだ。

However, airlines also should reconsider their cuts. Among the routes to be abolished, there are some with a seat occupancy rate of more than 70 percent--considered the level at which a profit can be made.
廃止される中には、搭乗率が採算確保の目安となる７０％を超えている路線もある。

Airlines should also factor in the effect of other cost-cutting measures, such as using smaller planes and reviewing the use of discount fares before making cuts.
航空会社にも小型機への切り替えや割引運賃の見直しなど、工夫の余地がある。

Airlines should consider the effect that a reduction of routes would have on travellers before introducing what might amount to stopgap measures.
利用者の足を奪う路線縮小を急場しのぎに使ってはならない。
