Tanimoto reacts after winning the gold medal contest in the women's 63-kilogram judo event at the Beijing Olympic Games on Tuesday.
Ayumi Tanimoto won the gold medal contest in the women's 63-kilogram judo event at the Beijing Olympic Games on Tuesday, beating France's Lucie Decosse with an ippon victory.
The win followed Tanimoto's gold-medal victory in the same event at the 2004 Olympic Games in Athens.
"I'm surprised," Tanimoto said. "All I can say is I'm happy. I don't think it's on my own power that I've made it here. I've learned to win ippon victories in judo, and I've followed that through. I want to teach the same thing to children," she said.

【北京・来住哲司】北京五輪は第５日の１２日、柔道の女子６３キロ級で谷本歩実（あゆみ）（コマツ）が決勝でリュシ・ドコス（フランス）に一本勝ちし、アテネ五輪に続く連覇を果たした。今大会の日本勢の金メダルは３個目で、柔道男子６６キロ級の内柴正人（旭化成）、競泳男子百メートル平泳ぎの北島康介（日本コカ・コーラ）に加え、３人連続の五輪連覇となった。柔道での五輪連覇は史上５人目。
日本女子の五輪連覇は、全競技を通じて柔道の谷亮子（トヨタ自動車）に続いて２人目の快挙となった。
決勝の相手となったドコスは、２００５年世界選手権（エジプト）の決勝で敗れた宿敵。ドコスが左大内刈りで攻め込んできたところを左足１本でこらえ、相手の勢いを利用して切り返し、右足で豪快な内またを決めた。
前回アテネ五輪で全試合を一本勝ちした谷本は、北京でも初戦の２回戦から決勝まですべて一本勝ち。アテネ５試合、北京４試合の計９試合で一本勝ちする勝負強さを発揮した。
谷本は愛知県出身の２７歳。愛知・桜丘高から筑波大を経てコマツに所属。０７年世界選手権（ブラジル）でも銅メダルを獲得した。
▽谷本歩実の話　うれしいの言葉に尽きる。ここまで来られたのは私一人の力ではないと思う。一本を取る柔道を教わり、ずっと貫いてきた。それをまた子どもたちにも教えたい。（連覇は）びっくりです。

Rice says Washington will delay removing Pyongyang from list of terrorism sponsors
テロ指定解除：ライス米国務長官、先送り表明

U.S. Secretary of State Condoleezza Rice told Foreign Minister Masahiko Komura in telephone talks on Monday that Washington will not remove North Korea from its list of state sponsors of terrorism on Monday as scheduled, government officials said.
In the 10-minute talks, Komura pointed out that the system to verify that North Korea has abandoned its nuclear program has not been established, and asked if the United States will postpone removing Pyongyang from its list of state sponsors of terrorism from Monday.
Rice reportedly answered in the affirmative. However, she stopped short of mentioning the timing of removing the secluded state from the list, according to officials.

テロ指定解除　「北」の検証受け入れが先決だ（8月12日付・読売社説）

The United States has postponed the removal of North Korea from its list of state sponsors of terrorism. U.S. Secretary of State Condoleezza Rice told Foreign Minister Masahiko Komura during at phone conversation Monday that the reclusive nation would not be taken off the list the same day as originally planned.
米国が、北朝鮮のテロ支援国指定解除を先送りした。発効日と目された１１日の解除はない、とライス国務長官が高村外相に電話で伝えた。

The United States had promised to remove Pyongyang from the list of state sponsors of terrorism in return for North Korea's nuclear declaration.
テロ支援国指定の解除は、米国が、核申告の見返りに北朝鮮に与えようとしている措置だ。

U.S. President George W. Bush had said the delisting would be conditional on agreement being reached on verification procedures and a careful examination of the details of the declaration concerning its nuclear weapons programs submitted by North Korea.
だが、ブッシュ大統領は解除発効の前提として、北朝鮮が提出した核計画申告の内容を吟味する「検証手続きでの合意」を挙げている。

Without such an agreement, postponing the delisting was inevitable.
その合意がない以上、解除の見送りは当然の措置だ。

However, an agreement on verification procedures is insufficient. It is important to begin the verification procedures in deed. Although the delisting is possible any time after Monday, Washington should not remove Pyongyang from the list while still at the stage in which verification procedures cannot be pursued.
しかし、検証手続きの合意だけでは不十分だ。実際に検証作業に着手することが重要だ。１１日以降、解除はいつでも可能となるが、検証作業にも入れぬ段階で、米国は指定を解除すべきではない。

It has been 1-1/2 months since North Korea submitted its nuclear declaration.
北朝鮮の核申告提出から１か月半たった。

The declaration itself was incomplete, as it did not include information on its nuclear weapons. An easy compromise should not be reached on verification that requires examination of the details of the nuclear declaration.
北朝鮮の核申告自体、核兵器情報を含まない不十分な内容に終わっている。申告の中身を精査するための検証で、安易に妥協することがあってはならない。

Broad measures needed

As for how to verify the declaration, the participants at the six-nation talks in July agreed in principle that it would be necessary to enter North Korea's nuclear facilities, to review relevant documents and to question its technical experts involved in Pyongyang's nuclear programs.
７月の６か国協議で、検証方法について「施設の立ち入り」「文書の検討」「技術者との面談」の３点で原則的に合意した。

However, North Korea has yet to offer its response to a U.S.-penned draft that spells out specific inspection procedures.
だが、その具体的細目を盛り込んだ米国の草案に、北朝鮮はまだ十分に答えていない。

North Korea's usual maneuver is to hold out as long as it can in the hope of wringing concessions from the United States.
粘れるだけ粘って米国の譲歩を待つ、北朝鮮の常套戦術だ。

North Korea's bottom line could well be that it does not want to reveal the actual conditions of its nuclear development through verification.
検証によって核開発の実態を把握されたくないのが本音だろう。

We wonder whether North Korea will accept all of the strict verification measures. However, at least to establish a verification regime that does not leave a loophole for North Korea to become a nuclear power, the other five nations in the six party talks--Japan, China, South Korea, Russia and the United States--should strengthen their cooperation.

The United States is believed to be insisting that the verification regimen should tackle the whole nuclear program--not only plutonium production, but also uranium enrichment, manufacturing and testing of nuclear weapons and the supply of nuclear technology to other countries.
米国は、検証方法について、プルトニウム生産にとどまらず、ウラン濃縮や核兵器製造・実験、外国への核拡散をも含めた核計画全体に取り組む内容になるよう主張している、とされる。

As for facilities targeted for verification, the United States is said to want the agreement to include all of North Korea's nuclear facilities, not just the three in Yongbyon that North Korea claims to have disabled.
検証すべき施設も、北朝鮮が無能力化に応じた寧辺の３施設だけでなく、すべての施設を対象とするよう求めている、という。

When North Korea submitted its nuclear declaration, the United States compromised and agreed that Pyongyang's uranium enrichment program and proliferation activities would be addressed in a separate, confidential document.
米国は、北朝鮮の核申告の際、濃縮ウラン計画や核拡散問題を、申告とは別の非公開文書に入れる妥協をした。

Compared with its position at that time, the United States has now assumed a completely different stance. We assume that Japan's strong opposition to the United States' conciliatory stance may have had some bearing on the change in the U.S. attitude.

70-year-old man swindled out of 25 million yen by fraudster posing as son

振り込め詐欺：川崎の７０歳男性が２５００万円被害

 

KAWASAKI -- A 70-year-old man has been swindled out of 25 million yen by a fraudster posing as his son, police said.

The man received a phone call at his home in Kawasaki from a man who pretended to be his 42-year-old son living in Yokohama saying, "I took out loans, so can you lend me some money (to repay them)," according to local police.

Believing that the caller was his son, the victim remitted approximately 600,000 yen into an account designated by the caller on April 18, investigators said. He subsequently received more than 30 calls from the man asking for more money.

The victim transferred 500,000 yen to 2 million yen into the account on more than 30 occasions, a total of some 25 million yen.

He noticed he had been defrauded when his son visited him on Sunday for summer vacation, and immediately alerted police.

振り込め詐欺：川崎の７０歳男性が２５００万円被害

川崎市の無職男性（７０）方に４～８月、横浜市に住む長男（４２）を装った男から振り込み依頼の電話が３０回以上かかり、男性が振り込んだ計２５００万円がだまし取られた。神奈川県警川崎署は振り込め詐欺事件として捜査している。

調べでは、１人暮らしの男性宅に男の声で「借金をした。お金を貸してほしい」と電話があり、長男と思い込んだ男性は４月１８日、指定された銀行口座に約６０万円を振り込んだ。その後も「借金がまだある」などと要求され、８月８日までに約５０万～２００万円ずつ計３０回以上送金した。長男が１０日にお盆で帰省し、だまされたことに気づき１１０番した。

詐取された現金は、男性が退職金などを蓄えていたものだった。【鈴木一生】

BEIJING (AP) -- Kosuke Kitajima of Japan has defended his 100-meter breaststroke title at the Beijing Olympics, smashing the world record by 0.22 seconds.

Kitajima rallied from third after 50 meters to win in 58.91 seconds, bettering the old mark of 59.13 set by Brendan Hansen two years ago.

Alexander Dale Oen of Norway took the silver in 59.20. Hugues Dugoscq of France earned the bronze in 59.37.

【北京・堤浩一郎】北京五輪は第４日の１１日、当地で競泳男子百メートル平泳ぎの決勝を行い、日本のエース、北島康介（２５）＝日本コカ・コーラ＝が、５８秒９１の世界新記録で優勝し、同種目の２連覇を達成した。従来の世界記録は、０６年８月にブレンダン・ハンセン（米国）がマークした５９秒１３。北島は０４年アテネ五輪で、百メートルと二百メートルの平泳ぎ２種目を制しており、競泳の日本選手最多となる３個目の金メダルを獲得した。１９６８年メキシコ五輪から採用された男子百メートル平泳ぎの大会２連覇は史上初。今大会の日本選手の金メダルは、柔道男子６６キロ級の内柴正人（旭化成）に続いて２個目。

北島はアテネ五輪後に開催された０５年モントリオール、０７年メルボルンの世界選手権２大会で、いずれもハンセンに屈し、百メートル平泳ぎの金メダルを逃していた。しかし、４年に１度となるオリンピックの大舞台で底力を見せて連覇を達成。全競技を通じ日本選手初となる２大会連続の同一個人種目２冠という偉業に向け、最高のスタートを切った。同じく連覇を狙う二百メートル平泳ぎは１２日夜に予選がスタート。決勝は１４日に行われる。

北島は今季、６月のジャパンオープン大会で英スピード社製の高速水着「レーザー・レーサー」を着用して二百メートル平泳ぎの世界新記録を樹立するなど、上り調子で北京五輪を迎えていた。予選、準決勝で五輪新をマークした成長株で、ノルウェー競泳界初の五輪メダルを目指したアレクサンドル・ダーレオーエンや、ライバルのハンセンらを振り切り、栄冠を手にした。

北島康介の話　うれしいです。何も言えません。応援してくれる方がたくさんいたので、金メダルを取れて良かった。アテネの時以上に気持ちいい。最高っすね。記録（更新）も、優勝もできたので満足です。（自身の金メダルで）他の日本選手ももっと頑張ってくれると思う。僕も二百メートルが残っているので頑張る。チョー気持ちいい。

厚労省改革　国民や現場と意識を共有せよ（8月10日付・読売社説）

 

Restoring public trust in the nation's social security system is a task that the Cabinet must tackle to the best of its ability.

社会保障への信頼回復は、内閣を挙げて取り組むべき課題だ。

 

The government's panel of experts on health, labor and welfare administration held its first meeting last week, launching a "comprehensive review of the administration of health, labor and welfare affairs from the viewpoint of the people.

政府の有識者会議「厚生労働行政の在り方に関する懇談会」がスタートした。

 

" The task is part of the "Five Free-from-Anxiety Plans" announced last month by Health, Labor and Welfare Minister Yoichi Masuzoe.

先月、舛添厚労相が打ち出した「五つの安心プラン」に掲げられた「国民の目線に立った厚生労働行政の総点検」を始動させるものだ。

 

The panel of experts originally was scheduled to be established at the ministry, but later was upgraded to a panel under the Prime Minister's Office.

有識者会議は当初、厚労省に設置される予定だったが、首相官邸の会議に格上げされた。

 

This made sense as reform measures discussed by the panel would not be able to win public trust if the ministry--the target of reform--had control over the panel. This is the most basic point that the government must respect so it can see eye-to-eye with the public on issues involved.

当然の措置だ。改革されるべき厚労省が取り仕切るのでは、信用されない。「国民の目線に立つ」ための基本中の基本であろう。

 

Since the minister's goal is to carry out a comprehensive review of health, labor and welfare affairs administration, discussions must be conducted on all relevant matters related to reforming the organization of the ministry.

総点検、というからには、厚労省の組織の在り方を、すべて俎上に載せなければならない。

 

There has been an endless series of revelations of misconduct related to the administration of health, labor and welfare affairs, such as scandals at the Social Insurance Agency, sloppy handling of pension records and belated responses to the problem of patients who contracted HIV or hepatitis through tainted blood products.

The ministry also has been blamed for confusion over the introduction of a new medical insurance system for elderly people aged 75 and older, and the inadequate assessment of the current circumstances affecting them, including the shortage of doctors.

社会保険庁の不祥事、ずさんな年金記録、エイズや肝炎など薬害問題の対応の遅れ、後期高齢者医療の混乱、医師不足など現状認識の甘さ――。厚労行政の不始末はキリがない。なぜ、このような状態になったのか。

Why has such a situation emerged?

The main reason is the lack of understanding on the part of ministry officials about the actual situation of the nation's medical and welfare services.

 

People working in medical and welfare services and municipal governments complain that "elite officials at the Health, Labor and Welfare Ministry don't know the real situation on the front line."

医療や福祉の現場、自治体などから、「厚労省のエリートは第一線の実情を知らない」との声が噴出している。

 

Most of the ministry's fast-track career bureaucrats are dispatched to municipal governments or other entities handling medical and welfare services for a short period when they are young.

厚労省のキャリア官僚が自治体などの現場に出向するのは、大半が若手時代の一時期に限られる。

 

For the ministry, gleaning information from concerned individuals through its committees is not the same as sharing a firsthand understanding of the problems that concern it.

審議会を通じて関係者の声を吸い上げるだけでは、皮膚感覚で問題を共有することはできまい。

Furthermore, there is a special group of ministry officials who are licensed doctors. It is true that the administration of medical affairs requires highly specialized knowledge, but their presence tends to make the ministry behave in a self-righteous manner.

さらに、医師の資格を持つ「医系技官」という特殊な官僚グループもある。医療行政には高度な専門知識が必要とはいえ、独善に陥りがちだ。

 

A major overhaul of the ministry's personnel system is necessary. The wall between officials with the doctor's license and other officials handling administrative work must be removed. There must be exchanges of a large number of ministry officials with those working at municipal governments, in medical services and other entities at various levels.

人事制度を大胆に見直す必要がある。事務官と医系技官の壁を取り払うことはもちろん、自治体や医療現場などと、あらゆるレベルで多数の人材を交流させるべきであろう。

New mind-set needed

 

Meanwhile, the ministry is very poor at explaining and publicizing its policies to the public. The confusion over the new medical insurance system for people aged 75 and older is a case in point.

国民に対する説明力、発信力も貧弱過ぎる。後期高齢者医療の混乱ぶりがいい例だ。

 

Although the new medical system is headed in a positive direction, the ministry lacked the imagination and willingness to assiduously try to win the understanding of elderly people by taking their feelings into consideration.

制度の目指す方向性は良いとしても、高齢者の気持ちに配慮して、丁寧に理解を求めようという発想もなければ、態勢もなかった。

Unless the ministry changes its attitude, the public will continue to harbor feelings of dissatisfaction and distrust, no matter what it tries to do.

こうした姿勢を改めない限り、何をしても、国民は不満と不信を抱き続けるだろう。

 

It should not be forgotten that revamping of the ministry will not be enough.

役所の立て直しだけでは不十分なことも忘れてはならない。

 

Part of the reason the ministry's implementation of policies is neither stable nor trusted is because the nation lacks reliable financial sources to support its social security system.

厚労省の施策が右往左往し、信頼されないのは、社会保障の確固とした財源が確保されていないためでもある。

 

Along with the ministry's reform, the government must expedite its efforts to overhaul the social security system--with the introduction of a social security tax as one possible reform measure.

組織改革と同時に、社会保障税の導入など、制度改革も急がねばならない。

Bribery ruling should spur reform

前福島知事有罪　構造的な癒着に厳しい審判（8月9日付・読売社説）

 

In return for receiving electoral support in a gubernatorial race, a former Fukushima governor, after winning the election, used his authority to provide favors to construction contractors in connection with the tendering for a public works project financed by the prefectural government.

知事選で支援してもらった見返りに、当選後は知事の権限で業者に県発注工事への便宜を図る。こうした癒着の構造に厳しい審判が下された。

 

The Tokyo District Court on Friday handed a guilty ruling to former Fukushima Gov. Eisaku Sato for taking bribes from the contractors.

収賄罪に問われた福島県の佐藤栄佐久前知事に、東京地裁は有罪判決を言い渡した。

 

The court concluded Sato conspired with his younger brother to allow contractors to buy a land parcel owned by a company run by the brother at about 70 million yen higher than the market value in return for having provided favors to the firms over the Kido Dam construction project. Aside from the amount of bribes, the court almost entirely acknowledged allegations made by prosecutors.

実弟と共謀し、ダム工事受注に便宜を図った謝礼として、準大手ゼネコンなどに土地を時価より約７０００万円も高く買い取ってもらっていたと認定された。賄賂額以外はほぼ検察の主張通りだ。

 

The former governor did not personally know the contractors. This is unusual for a bribery case. But the court judged that even if the former governor had no personal contact with the bribe-givers, it could be considered that bribery took place through someone who knew what the former governor wanted.

前知事と贈賄業者には面識がない。贈収賄事件では異例のことだ。だが、接触がなくとも、自らと意を通じた者を介していれば贈収賄にあたると判断された。

New twist on old trick

（悪しき慣習の根絶）

 

People close to heads of local governments exert their influence in bid-rigging cases to act on behalf of their leaders. This practice became common after the arrests of Ibaraki and Miyagi governors over bribery cases involving general contractors in 1993. The governors had direct contact with the contractors and received money directly from them.

自治体首長の周辺人物が「天の声」を代弁し、業者の談合を仕切る。そうなってきたのは、１９９３年のゼネコン汚職事件で茨城、宮城両県知事らが逮捕されて以降だ。知事らは業者と接し、現金を直接受け取っていたからだ。

 

In the Fukushima case, the younger brother of the former governor acted on his behalf. The younger brother was president of their family's apparel company. But as the company's business became sluggish, it asked contractors to buy land holdings for a higher price than the market value. In return, the brother conveyed to the former governor the contractors' interest in receiving a dam construction work project contract order.

今回、「天の声」の代弁者は弟だった。弟は家業の紳士服会社を継いだが、経営が悪化し、所有地の高値買い取りをゼネコン側に求めた。代わりに、ゼネコン側が受注を望んでいたダム工事について、前知事に話をつないだ。

 

The bribe money was used to repay outstanding loans of the brother's company. The brother also received "gratitude" money from construction companies on other occasions, and those funds were used for the former governor's election expenses. In Friday's ruling, the brother was found guilty not only of conspiring to receive bribes but also of involvement in bid-rigging.

賄賂は、弟の会社の借金返済などに充てられた。弟の元にはそれ以外にも建設業者から受注の謝礼金が集まり、前知事の選挙資金になっていた。弟は収賄の共犯のほか、競売入札妨害罪（談合）でも有罪となった。

 

The court ruling said the bid-rigging resulted in a public works project being contract concluded at an inflated price and that part of the profits made by the winning bidders was used for the former governor's election campaign fund as well as reconstruction funds for the brother's company.

判決は、事件の背景として「談合で公共工事が実際より高額で発注され、受注した建設会社の利益の一部が還流して前知事の選挙資金、弟の会社の再建資金に充てられた」と指摘した。

 

Similar patterns were seen in bribery and bid-rigging cases involving former Wakayama and Miyazaki prefectural governors who were arrested around the same time as the former Fukushima governor.

同時期に逮捕された前和歌山県知事と前宮崎県知事の収賄、談合事件も、似た構図だった。

The National Governors' Association is continuing work in line with the guidelines to reform tender bidding systems that it hammered out following the scandals. Only 22 of the nation's 47 prefectures put projects with estimated tender value of 10 million yen or more for open bidding. Reform efforts should be strengthened.

全国知事会は、事件当時作った入札改革の指針に基づいて検証を続けている。予定価格１０００万円以上の工事を一般競争入札にしているのは、まだ２２道府県だ。取り組みを強化すべきだ。

 

Moves for decentralization have gained momentum.

地方分権に向けた動きが活発化している。

momentum＝勢い、はずみ

 

Governors have strong authority over budget implementation and personnel issues. They thus play central roles in the decentralization movement.

知事は予算執行権や人事権など大きな権限を持ち、地方分権の中心的な担い手でもある。権限がさらに強まれば、責任は一段と重くなる。

 

When they wield stronger power, they bear even heavier responsibility. Given the latest court ruling, they should again chasten themselves.

今回の判決を機に、改めて襟を正してもらいたい。

wield＝権力を行使する、ふるう chasten＝懲らしめる、罰する

 

At the same time, it should be borne in mind that it is assemblies and voters who can monitor and check whether governors are exercising their power appropriately.

同時に、知事の権限行使が適正かどうかを監視し、チェックできるのは、議会と有権者であることも確認しておきたい。
