北京五輪開幕 世界が中国を注視している(8月8日付・読売社説)
 
The Summer Olympic Games open on Friday in Beijing.
北京五輪がきょう8日開幕する。
 
This will be the third Summer Olympics in Asia, following the Games in Tokyo in 1964 and in Seoul in 1988. About 16,000 athletes and officials from 205 countries and territories will participate--the most in Olympic history. We hope participating athletes will bring all their strength to the events, which come only once every four years.
アジアでは、東京大会(1964年)、ソウル大会(88年)に続く3回目の開催だ。世界205か国・地域から約1万6000人の選手・役員が参加する。五輪史上、最多の規模である。選手たちには、4年に一度の祭典で、全力を尽くしてもらいたい。
 
The Beijing Olympics is an international event to which China is committing its national prestige. It is conspicuous that China is attempting to demonstrate to the nation itself and to the world the achievements of its reforms and open-door policies started 30 years ago, as well as its presence in the international community.
今回の五輪は、中国にとって国家の威信をかけた国際イベントである。30年前に始めた改革・開放政策の成果と、国際社会での自国の存在感を内外に誇示しようとする姿勢が際立っている。

However, the Beijing Olympics is also peculiar in a sense that it is attracting world attention for aspects other than sport.

At first, international criticism mounted against China's crackdown in March on antigovernment protests in Tibet. Following the incident, the Olympic torch relay caused serious confusion during its legs in the United States and Europe as well as in Nagano.

Right before the opening of the Games, the country was hit by a series of terrorism incidents, including serial bus blasts in Yunnan Province and a deadly attack on policemen in the Xinjiang Uygur Autonomous Region, events that go against the spirit of a sporting event.
開幕直前には、雲南省の連続バス爆破や、新疆ウイグル自治区での武装警官へのテロ攻撃などスポーツの祭典に似つかわしくない流血の惨事が続いた。
 
It can be interpreted that a variety of problems faced by China, such as the issue of ethnic minorities, economic and regional divides, corruption and oppression by government officials, have come to light all at once during the Olympic countdown.

In terms of press freedom, there has already been friction between Chinese authorities and the international media.

At the two media centers of the Beijing Olympic Games, certain Internet sites deemed as anti-China have been made unaccessible. Freedom of the press is not fully guaranteed even for coverage of international events.

In connection with the attack on police officers in the Xinjiang Uygur Autonomous Region, two Japanese newsmen who were at the attack site to cover the incident were beaten and temporarily detained by Chinese police.

Human rights issues in China emerged earlier this week following the country's detention of activists and lawyers protesting the country's Tibet policy and who are against the hosting of the Olympics.

Before the opening of the Games, concerns were raised over air pollution and food safety in the country.

Authorities are stepping up efforts to tackle environmental problems, including regulations on gas exhaust by limiting the number of cars allowed to run in the city. We wonder how far such efforts have been successful.

Security problems and air pollution also are influencing Olympic participants in various ways.

Athletes from about 20 countries trained at camps in Japan until right before the Games. Some even said they wanted to avoid the risk of staying in Beijing for an extended period.

After entering the Olympic Village in Beijing, members of the Japanese national contingent were told by their managers and coaches not to go out alone.

We hope Japan see success close to that seen at the 2004 Athens Olympics, when Japan took 37 medals, including 16 gold.

On Saturday, Ryoko Tani will compete in the women's 48-kilogram event in judo, aiming for an unprecedented third-straight gold medal in that event. If Tani achieves her goal of "winning a gold medal as a mom, too" following her golds under her maiden name of Tamura and under the name of Tani after her marriage, it will stir the spirits of the entire Japanese contingent.

Finals in swimming will be held in the morning, which is unusual. The decision is believed to have been made to allow the finals to be aired live in prime time in the United States. Such consideration for schedules is in part because the operating costs of the Olympics are mainly funded by massive broadcasting rights fees.

Baseball--of which the Japanese team mostly comprises professional players--and softball will be removed from the Olympics starting with the 2012 London Olympics. We hope that Japan, which won the inaugural World Baseball Classic in 2006, will put on a powerful show of the sports' attraction to the rest of the world.
プロの主力選手で臨む野球は、ソフトボールとともに、次回のロンドン五輪で競技から外れる。06年のワールド・ベースボール・クラシック(WBC)で世界一となった実力を発揮して、野球の魅力をアピールしてほしい。
 
Meanwhile, competition venues also are expected to be under tight control by Chinese authorities, with even the cheering activities being regulated in a variety of ways.

Besides such points, attention also will be focused on the behavior of Chinese spectators. During the 2004 Asian Cup soccer games, Chinese spectators loudly booed Japanese players in a way that went too far, and it is still fresh in our memories.
そうした中、試合を観戦する中国人のマナーも注目を浴びるだろう。04年のサッカー・アジア杯で、中国人観客の度を越した対日ブーイングは記憶に新しい。

Cannabis-related crimes hit record high
大麻事件:過去最多…自宅栽培など急増 上半期・警察庁
 
The number of cannabis-related crimes reported during the first half of this year marked a record high at 1,686, the National Police Agency (NPA) said on Thursday.
The NPA said the figure was an increase by 9.1 percent from the January-June period last year.
Police departments across the country either arrested or reported to prosecutors 1,202 people for violating the Cannabis Control Law between January and June this year, up 12.3 percent from the same period last year.
The number of cases involving cannabis has been steadily increasing since 2005, when there were 2,831 such cases. The figure marked a record high last year, at 3,282.
The NPA said more younger people are becoming involved in such crimes. During the first half of this year, 65 percent (781) of those arrested or reported to prosecutors for violating the Cannabis Control Law were in their teens or 20s. The age bracket was followed by those in their 30s, at 286.
There were 91 reported cases in which cannabis plants were illegally grown over the first half of this year, up 24.7 percent from the same period last year. A total of 73 people were arrested or reported to prosecutors for growing cannabis, an increase by 46 percent from the corresponding period last year.
In many cases, suspects learn how to grow cannabis through the Internet and books and try their hand at growing cannabis by collecting seeds from wild cannabis or purchasing seeds from dealers.
Meanwhile, the number of cases involving stimulants also increased, the NPA said. There were 8,984 reported cases of violations of the Stimulants Control Law during the first half of this year, an increase of 13.3 percent from the corresponding period last year. In these cases, 6,216 people were arrested or reported to prosecutors -- up 8.8 percent from the same period last year.
However, the amount of stimulants confiscated during the January-June period this year -- 42.1 kilograms -- largely decreased from the same period last year, by 55.4 percent.
The NPA attributes the decrease to tightened controls over stimulants by authorities in China and Southeast Asian countries.
The street value of stimulants, which was 10,000 yen per 0.2 grams as of the end of 2007, skyrocketed to 10,000 yen per 0.1 gram in June this year.
The NPA suspects that drug trafficking rings may be shifting their focus from scarce stimulants to cannabis.

一方、覚せい剤事件では検挙者数は増加したが、押収量は42.1キロ(同55.4%減)と大幅に減少した。同庁は、中国や東南アジア諸国が国外流出の取り締まりを強化したことで、日本国内での流通量が減少していると分析している。末端密売価格は07年末では0.2グラムで1万円だったが、今年6月には0.1グラムで1万円と倍の値段に高騰した。薬物の密売グループも品薄の覚せい剤から大麻販売に移っている可能性があるとみている。【遠山和彦】

Gyoza revelation puts onus on China

Now that China's stubborn insistence that frozen gyoza dumplings were not contaminated in China has been toppled, the Japanese side might rightly be thinking, "It's just as we thought."
「やっぱり」というのが、日本側の率直な思いだろう。中国の強弁が足元から崩れた形だ。

It was found that, after the food poisonings occurred in Japan involving the China-made frozen gyoza, Chinese who ate the frozen dumplings made by Tianyang Food--the Chinese manufacturer linked to the Japanese poisonings--suffered food poisoning caused by the organic phosphorus pesticide methamidophos.

Thousands mark 63rd anniversary of atomic bombing of Hiroshima
広島原爆忌:63回目迎え、4万5000人が祈り

HIROSHIMA -- Thousands marked the 63rd anniversary of the Aug. 6, 1945 atomic bombing of Hiroshima at a ceremony in the city on Wednesday, joined by a record number of foreign ambassadors.
In Japan, the government has been questioned over its stance on recognizing atomic bomb-related diseases, and atomic-bomb survivors, or hibakusha, that have suffered mentally from their experiences of the bombing and physical aftereffects that can appear after many years. They have also been hurt by a lack of understanding and interest from the people around them.
During the commemoration on Wednesday, Hiroshima Mayor Tadatoshi Akiba read out a peace declaration asserting a renewal of determination that no one else should suffer the same hardships as those undergone by hibakusha.
Ambassadors from 55 countries -- a record number -- took part in the memorial ceremony that started at the peace memorial park in Hiroshima's Naka-ku at 8 a.m. on Wednesday. China, a country that possesses nuclear weapons, made an appearance at the ceremony for the first time.
Altogether, about 45,000 people took part in the ceremony. Akiba and two representatives of the bereaved families of atomic-bomb victims enshrined two books containing the names of 5,302 hibakusha whose deaths were confirmed over the past year. With the addition, there are now 93 books containing the names of 258,310 people who died.
The average age of hibakusha in Japan passed 75 for the first time this year. The peace declaration stated that the effects of the atomic bombing that still affect hibakusha physically and mentally has been underestimated for many years. The declaration stated that the Hiroshima Municipal Government has promised to conduct a two-year scientific investigation into the psychological effects of the atomic bomb experience.
In addition, the declaration mentioned that 190 states have ratified the Nuclear Non-Proliferation Treaty and pointed out that the countries opposing nuclear weapons formed a majority.
During the commemoration ceremony, Prime Minister Yasuo Fukuda, Nagasaki Mayor Tomihisa Taue and other officials offered flowers. At 8:15 a.m., the same minute the bomb struck, participants observed a minute of silence.
Also at the ceremony, children read out a declaration of peace, promising to learn about what happened in Hiroshima, to think about the events and inform others about them."

It is not just elevators that have weight limits. That's the lesson operators and passengers of escalators should learn from an accident involving an escalator that occurred Sunday.
エレベーターと同じように、エスカレーターにも重量制限がある。設置者も利用者も教訓とすべき事故だ。
 
An ascending escalator at Tokyo Big Sight, a major exhibition hall in Tokyo's Koto Ward, stopped abruptly and began sliding downward, causing a number of people to topple and some to sustain injuries.

In 2002, Mitsui & Co., a major trading company, was suspected of bribing a high-ranking Mongolian government official by providing 1.3 million yen in cash in connection with an ODA project in that nation. At the time, prosecutors considered filing charges against the trading company under the Unfair Competition Prevention Law, but in the end decided not to proceed with the case.
2002年、モンゴルへのODAに絡み、三井物産が同国高官に現金130万円を渡した疑いが強まり、適用が検討されたが、見送られた。
 
In contrast, bribery charges have been laid in about 100 cases in the United States since the OECD convention was enacted. Japan's accomplishments in this area have been outshone by a considerable degree, so much so that the OECD repeatedly recommended improvements were needed. It has also sought to have Japan take a more active approach to filing charges.

Consultancy officials arrested over bribery in Vietnam development aid project
ベトナムODA:PCI前社長ら4人逮捕 見返り9千万円
 
A former president of major consultancy firm Pacific Consultants International and three other workers were arrested Monday on suspicion of offering about 90 million yen in bribes to a Ho Chi Minh City official in return for securing a contract for development aid construction work, prosecutors said.
The four, including 62-year-old former company president Masayoshi Taga, were arrested on suspicion of violating the Unfair Competition Prevention Law.
It is the second time for a case to be formed in Japan over bribes to a foreign civil servant, after public prosecutors summarily indicted a worker at a company in Fukuoka last year for giving a set of golf clubs to a high-ranking Philippines government official when the official was invited to Japan.
Arrested along with Taga were former road technology division manager Haruo Sakashita, 62, former Hanoi office head Tsuneo Sakano 58, and former managing director Kunio Takasu, 65.
Investigators said that in 2001, the four met with an executive from the Ho Chi Minh City People's Committee -- the equivalent of a municipal government office in Japan -- with the aim of securing a contract for the Saigon east-west highway construction project involving road and tunnel construction. The four allegedly agreed to give the official about 10 percent of the amount of the contract in return for securing the project work.
Pacific Consultants International secured the contract for about 3 billion yen in fiscal 2001 and 2003, and gave the official about 300 million yen, sources close to the project said.
Public prosecutors formed a case over a total of 820,000 dollars (about 90 million yen) that the suspects allegedly supplied in December 2003 and August 2006. The statute of limitations for bribing foreign civil servants was three years up until November 2005, when the Unfair Competition Prevention Law was revised to make the period five years. However, some of the suspects spent a long time overseas, and since the statute of limitations was suspended during that time, officials decided that it was possible to form a case over the alleged bribes in 2003.

調べによると、高須容疑者らは、円借款によるホーチミン市内の高速道路やトンネル工事を受注した謝礼として、日本の地方自治体に当たる事業実施機関「ホーチミン市人民委員会」の東西ハイウエー・水環境業務管理局の局長に、03年に60万ドル、06年に22万ドルの計82万ドル(約9000万円)を渡した疑い。多賀前社長は06年分の贈賄を了承したとされる。
PCI側は01年、局長に接触し、受注額の10%前後を提供することで合意。受注額は01、03両年度で計約30億円に上り、局長側に渡した現金は最終的に3億円近くになったとみられる。
特捜部はベトナムに検事を派遣し、同国の司法当局が収賄側の局長から事情聴取するのに立ち会った。ただ、同法に収賄側の罰則規定はない。一方、ベトナムでは収賄罪の最高刑は死刑だが、局長の処遇は、現地当局の判断次第となる。
 
◇PCIがおわび
PCIは「社会的規範から大きく逸脱し、多大な迷惑をかけたことを深くおわびする」とのコメントを出した。同社は今月1日付で、国内事業を中心とする別の建設コンサルタント会社に、ODAを含む海外事業をすべて譲渡した。PCIは不動産管理、債権回収などのため存続する。

The result of a recent survey conducted by an organization of private schools raises a question: Does Japan really need so many universities?
こんなに多くの大学が必要なのか。そう思わせるような結果である。
 
According to Promotion and Mutual Aid Corp. for Private Schools of Japan, a record 47.1 percent of four-year private universities in the country were under-enrolled this year.
日本私立学校振興・共済事業団が発表した今年度の私立大学入学者の動向で、全国の私大の47%が定員割れを起こしたことが判明した。
 
Among 565 private universities surveyed, excluding schools that stopped accepting new students this academic year, as many as 266 schools were under-enrolled. Of the 266, 29 private universities had filled less than 50 percent of their enrollment goal.
募集停止などを除く565校のうち266校にも上る。定員の50%未満だった私大も29校ある。
 
The gross number of applicants increased slightly from last year. This is because some universities, mainly major private schools, now allow test-takers to apply to several different departments by writing a single exam, and some universities conducted their exams at more convenient local test sites.
延べ受験者数はわずかながら増えている。大手私大を中心に、1回の入試で複数の学部を受験できる制度や地方会場での入試を増やしたためだ。
 
Although large universities with enrollment capacity of 3,000 or more account for only 4 percent of the total, about half of all applicants wrote entrance exams for those schools.

The survey shows a situation has developed in which private universities have become polarized into popular large universities in urban areas that attract many students and relatively small, regional schools.

One of the reasons for this phenomenon may be that applicants increasingly aspire to attend state-run and other public universities. However, a major factor is that the number of universities has been increasing since standards for establishing universities were revised to be more flexible under a deregulation drive despite the declining birthrate.

The number of universities, including state-run and other public universities, rose to more than 750 from about 600 a decade ago although the population of 18-year-olds shrank by nearly 400,000 from about 1.6 million during the same period. While diverse universities and departments have been created, it is doubtful whether some of these institutions truly deserve to be called universities.

Government subsidies to private universities are reduced according to the ratio of under-enrolled departments and even completely cut if the number of students enrolled is 50 percent of the capacity or less. Therefore, schools that fail to meet enrollment goals could face tougher management.

The collapse of a private university hits its students hard. Private universities, although they have their own founding philosophy and management policy, must take bold action as soon as possible.
破綻すれば影響を受けるのは在学生だ。私学には建学理念や経営方針があるが、早めに思い切った対策を打ち出さねばならない。
 
One option they may take is to abolish unpopular departments and instead specialize in unique areas of study. Another possible measure is to reorganize departments into those that develop human resources wanted by local communities.
人気の低い学部は廃止し、特色のある学部に特化する。地域が求める人材の育成・輩出に絞った学部などに改組する。こうした措置が考えられよう。
 
State-run universities realigned before they were given corporate status and some private universities now appear to be moving toward mergers. Mergers and realignment are among the options that private universities can take. Either way, they need to make bold managerial decisions before they reach the point of collapse.
国立大学は法人化を前に再編が進み、私大でも一部に合併の動きが見られる。合併・再編も一つの手だ。破綻に追い込まれる前に、大胆な経営判断が必要である。

昨年の臨時国会では、新テロ対策特別措置法案の審議が難航し、日本は「テロとの戦い」から一時離脱を余儀なくされた。
 
The continuation of the ocean-based refueling mission, which is not as dangerous as support operations on Afghan soil, is the least Japan can do to fulfill its international obligations. The nation should not let down the international community by withdrawing from the mission again.
アフガン本土での支援などと異なり、日本が比較的リスクの少ない海上での給油活動を続けることは、最低限の責務だろう。撤収によって再び、国際社会を失望させることがあってはなるまい。
 
Both the prime minister and the LDP secretary general must show their resolve to pass a bill to extend the refueling mission--even by resorting to a second vote in the lower house to enact the bill with a majority of two-thirds or more. They should also try to persuade New Komeito to overcome its reluctance to take a second vote in the lower house.
首相も幹事長も、給油活動を延長するための法案については、衆院の3分の2以上の賛成で再可決してでも、成立させる決意を示す必要がある。採決に慎重な公明党をしっかり説得すべきだ。

At the upcoming Diet session, the DPJ is certain to grill the government over problems related to pension record blunders and the unpopular medical insurance program for people aged 75 and older in a bid to prompt an early dissolution of the lower house for a general election.

Japanese automakers surpass Big Three to top U.S. market sales in July

WASHINGTON -- Eight Japanese car manufacturers took a combined 43 percent share of new vehicle sales in the U.S. in July, surpassing the 42.7 percent share of the Big Three U.S. automakers, market figures have shown.
Figures released by Autodata Corp. showed that the eight Japanese companies sold a combined 488,226 vehicles during July, nearly 3,000 more than the 485,289 sold by General Motors, Ford and Chrysler.
It is the first time for the Japanese firms to take top spot in the monthly share classified by country. The top three U.S. automakers, which have focused on large cars, appeared to have suffered as a result of high gasoline prices, that have created a demand for smaller, more fuel-efficient vehicles.
The overall number of vehicles sold in the U.S. market in July stood at 1,136,176 -- 13.2 percent below the figure for the same month last year, and the ninth straight month that sales have declined from the previous year's figure.
By individual company, General Motors topped the list with a 26 percent share, while Toyota came second with an 11.9 percent share.

【ワシントン斉藤信宏】米調査会社オートデータが1日まとめた7月の米新車販売台数によると、米国内での日本車8社の販売シェアが43%となり、米大手3社(ビッグ3)の42.7%を上回り、国別の月間シェアで初めてトップに躍り出た。原油高騰に伴うガソリン価格の値上がりが、大型車を主力にしてきたビッグ3を直撃した。日本勢は米国進出から半世紀余りで、史上初めて頂点に立った。
業界全体の販売台数は、前年同月比13.2%減の113万6176台と9カ月連続で前年実績を下回った。92年以来の低水準という。低所得者向け高金利住宅ローン(サブプライムローン)問題に伴う金融市場の混乱とガソリン高騰の影響で景気後退への懸念が強まり、消費者の買い控え傾向に拍車がかかった。
特にスポーツタイプ多目的車(SUV)やピックアップトラックなど大型車の販売減が深刻で、ビッグ3は最大手のゼネラル・モーターズ(GM)が08年4~6月期決算で155億ドル(約1兆6600億円)の大幅赤字になるなど経営危機観測も広がっている。
日本車8社は計48万8226台、ビッグ3の48万5289台を約3000台上回った。6月はビッグ3が約7万3000台差をつけていた。
日本勢は、トヨタ自動車(2位)が同11.9%減と低迷したが、小型車の販売が好調だったホンダは1.6%減と健闘し、クライスラー(5位)を抑えて3カ月連続で4位を維持した。また、日産自動車(6位)は同8.5%増と好調で、クライスラーに2790台差まで肉薄した。
一方、ビッグ3はGMが同26%減、フォード・モーターも同13%減と落ち込みが激しく、3社とも小型トラック工場の閉鎖や数千人規模の人員削減など大規模なリストラ策に着手している。
