Shinobiライティングで毎月の収益を増大させるためには何点かのテクニックがあります。まず毎日文章を書いて自分の文章能力を高めることが一番です。昔のこの種類の文書作成サイトでは、与えられたキーワードさえ文章に含まれていれば、ほとんど何でも無条件で合格していたようです。今ではその流れが大きく変わろうとしています。文章の品質が高くないと採用してくれません。Shinobiライティングではライターの文章能力を高めることにより、サイトの生き残りをかけているようです。

ブログ広告やブログルポは、この面で大きく遅れをとっていましたので、今ではこれらのサイトでお仕事をすることができません。なぜならばサイトで提供されるお仕事がほとんどないからです。今生き残っているのはShinobiライティングとサグーくらいのものではないでしょうか。文章のチェックで一番厳しいのはサグーです。文章の依頼主が直接チェックされる案件以外では、文章を作成して提出しても、そのほとんどが条件違反ということでリジェクトされてしまいます。

その点稼ぎやすいのは SHINOBIライティングです。とはいえ、前述しましたように、 SHINOBIライティングでも、文章の品質を高めることを主体として、サイトの営業戦略を展開していますので、文章の審査は厳しくなる一方です。それに負けないように、自分の文章能力を高めることしか対策はありません。そのために必要なのは、毎日定期的に大量の文章を生み出していくということに他なりません。

一文字あたり0.25円というのがSHINOBIライティングの標準単価となっていますが、これはライターとしてはあまりにも安すぎるのではないでしょうか。せめて一文字あたり1円もらえれば、月収30万円も夢ではなくなります。もちろんそれはお仕事がコンスタントにあればの話ですが。 最近ではShinobiライティングが文章作成サイトの最大手となってしまっているようです。

SHINOBI ライティングでは投稿した原稿につき、かなり厳しいチェックがなされます。一番数多く指摘されるのが文章の終わりの言葉です。それには「〜です。」、とか、「〜ます。」などがあります。文章の流れで、3回連続して同じ終わり方をしていれば、その文章は採用されません。心配は要りません。文章の検索を利用して、検索窓に「。」を打ち込んでしまえば、それで作業は完了します。後は人間の力で、文章の終わりを丹念にチェックしていけば良いということになります。3回連続の「〜です。」、とか 「〜ます。」の場所が簡単に見つかってしまいます。例えば「〜です。」が3回連続しているようなところでは、そのうちの一つを「〜ます。」に書き換えてやれば良いことになります。それだけで、 SHINOBI ライティングの第一関門を突破することができます。

Ignoring repeated calls for self-restraint from the international community, North Korea continues taking provocative actions. Pyongyang should quickly recognize that such actions will only deepen its isolation and aggravate its plight.
 国際社会の再三の自制要求を顧みず、北朝鮮が挑発を重ねている。孤立を深め、自らの困窮を悪化させるだけであることを早く認識すべきだ。

The Korean Central News Agency reported Monday that Kim Jong Un, the first secretary of the Workers’ Party of Korea, called for more satellite launches in the future. This suggests that the country will launch long-range ballistic missiles again.
 朝鮮中央通信は、北朝鮮の金正恩第1書記が「衛星をもっと多く打ち上げねばならない」と述べたと伝えた。長距離弾道ミサイルの再発射を示唆したものだ。

Defense Minister Gen Nakatani pointed out Tuesday, “We cannot rule out the possibility of North Korea’s repeatedly launching missiles on the pretext of launching satellites.”
 中谷防衛相は「北朝鮮が人工衛星の打ち上げを口実としたミサイル発射を繰り返す可能性も否定できない」と指摘した。

It is important for Japan to cooperate with other countries concerned, including the United States and South Korea, and increase its vigilance.
日本は、米韓など関係国と連携して、警戒を強めることが大切である。

South Korean President Park Geun-hye said in a parliamentary address, “If time passes like this with no change, Kim Jong Un’s regime, on a reckless run without brakes, will deploy nuclear missiles.” It was reasonable for Park to have warned the nation of the danger of an increasing North Korean threat in light of advances in the North’s military technologies.
 朴槿恵韓国大統領が国会で「このままでは、ブレーキなしに暴走する金正恩政権が核ミサイルを実戦配備する」と演説した。軍事技術向上により北朝鮮の脅威が高まる危険性を訴えたのは当然だ。

In imposing sanctions on North Korea for its nuclear test last month and the latest launch of a long-range ballistic missile, South Korea suspended all operations at Kaesong industrial park, a jointly run cooperation project in North Korea.
 韓国は、北朝鮮の核実験と長距離弾道ミサイル発射への独自制裁として、南北協力事業「開城工業団地」の操業を全面中断した。

Problematic is that North Korea has unilaterally declared the Kaesong complex a military control zone and shut down cross-border telecommunications hot lines for both military forces.
 問題なのは、北朝鮮が一方的に開城工業団地を「軍事統制区域」にすると宣言し、南北の軍同士の通信を閉鎖したことである。

North Korea has taken these steps apparently because it was upset by Seoul’s aiming to cut financial resources of the Kim regime.
 金政権の資金源を標的にしたことに猛反発したとみられる。

Concerted trilateral moves

Since the Kaesong industrial complex started operations in 2004, North Korea has earned a total of $560 million (or about ¥63.4 billion) in foreign currency, including workers’ wages. Seventy percent of the money paid in wages and for other things is said to have gone to the Workers’ Party, which funneled it toward its nuclear and missile development programs or to purchase luxury goods.
 開城工業団地の2004年の操業開始以来、北朝鮮は労賃など計5億6000万ドル(約634億円)の外貨を得ている。労賃などの7割が朝鮮労働党に上納され、核・ミサイル開発や、ぜいたく品購入などに流用されたという。

There were also news reports saying that the chief of staff of the North Korean Army was recently executed. First Secretary Kim may have become unable to maintain his regime without resorting to a reign of terror by purging one aide after another among senior officials of the military or the ruling party.
 北朝鮮軍の総参謀長が最近、処刑されたとの情報もある。金第1書記は側近の軍・党幹部を次々に粛清する恐怖政治でしか、体制を維持できないのではないか。

It is inevitable for the tensions between the two Koreas to increase. The U.S. forces will deploy a nuclear-powered attack submarine and F-22 stealth fighter planes in and around South Korea. The United States and South Korea should cooperate and deter North Korea from engaging in military provocations.
 南北の緊張が高まるのは避けられまい。米軍は攻撃型原潜やステルス戦闘機F22を韓国周辺に展開する。米韓が協調し、北朝鮮の軍事挑発を抑止すべきだ。

In her address, Park emphasized that her country is advancing the buildup of defense capabilities of the U.S.-South Korea alliance.
 朴氏は演説で、米韓同盟の「防衛力増強を進めている」と力説した。

Park’s new policy of negotiating with Washington over the deployment of a state-of-the-art U.S. missile defense system in her country, which she had been wary about, is also part of the defense buildup.
これまで慎重だった最新鋭の米ミサイル防衛システムの韓国配備について、米国と協議する方針に転換したのもその一環だ。

In South Korea, senior officials of the ruling party, a leading newspaper and others have begun to publicly refer to the idea of arming the country with nuclear weapons. Park’s parliamentary remarks may also be aimed at cooling off such a move.
 韓国では、与党幹部や有力紙などが公然と核武装論に言及し始めた。朴氏の発言には、これを沈静化する狙いもあるのだろう。

Park has highly rated Japan’s imposition of unilateral sanctions on North Korea, saying it has demonstrated Japan’s strong will not to overlook its behavior.
 朴氏は、日米の対北朝鮮独自制裁の動きについて、「北朝鮮の行動を看過しないという強い意思を示している」と評価した。

It is vitally important to make use of the momentum of concerted moves by Japan, the United States and South Korea toward tough sanctions against North Korea so as to realize the adoption of a resolution by the U.N. Security Council.
 厳格な北朝鮮制裁で日米韓の足並みがそろった機運を生かし、国連安全保障理事会の制裁決議採択につなげることが肝要である。

Recent fatal incident underlines need for ensuring quality of babysitters
ネット託児事件 ベビーシッターの質も確保を(3月21日付・読売社説)

A recent fatal case has brought into stark relief the dangerous aspects inherent in online babysitting service sites.
 インターネットのベビーシッター紹介サイトに潜む危険な一面が、浮き彫りになった。

Kanagawa prefectural police have arrested a man on suspicion of abandoning the body of a 2-year-old boy he had been asked to care for via an online babysitting service site.
 神奈川県警が、ベビーシッターの男を、預かった男児の死体遺棄容疑で逮捕した。

Even before the incident, the child’s mother, a resident of Yokohama, had previously used the man’s babysitting services through the online site, but had found various problems with his babysitting habits. However, this time the man used a fictitious name in an exchange of e-mails, and a proxy appeared at a designated meeting place. She entrusted the boy and his 8-month-old younger brother to the proxy, also a babysitter, without knowing the man in question would actually be babysitting again.
 横浜市に住む男児の母親は、以前にも紹介サイトを通じて男にシッターを依頼し、トラブルになった。しかし、メールのやりとりで男が偽名を使い、待ち合わせ場所には代理人が現れたため、同一人物と気づかずに預けたという。

The boy was found dead in an apartment in Saitama Prefecture three days later. The whole picture of this fatal case must be urgently unraveled, and measures to prevent the recurrence of such a terrible incident must be worked out.
 男児は、男が保育室として使っていた埼玉県内のマンションの一室で3日後、遺体で発見された。事件の全容解明と、再発防止に向けた対策が急がれる。

Behind the spread of online babysitting service sites is the convenience of being able to secure babysitters at lower costs and more quickly than via babysitter-dispatch agencies. For economic reasons, many parents have no alternative but to ask for babysitters from online sites to take care of their children.
 紹介サイトが広がっている背景には、派遣事業者を通すよりも低料金で、すぐにシッターを確保できるという利便性がある。経済的な事情から、個人シッターに頼らざるを得ない親も少なくない。

However, it has been pointed out that online babysitting sites are not completely trustworthy because they do not confirm the identities of the babysitters.
 しかし、サイト側がシッターの本人確認をしないなど、信頼性に欠ける面が指摘されている。

Fact-finding is more important than anything else. This was emphasized by Health, Labor and Welfare Minister Norihisa Tamura, who said, “We’d like to examine the circumstances to understand the nature of these services.”
 田村厚生労働相が、「どういう仕組みなのか、状況を調査してみたい」と語ったように、まずは実態把握が重要だ。

Room for improvement

There is room for improvement not only in online babysitting sites, but also in the babysitting industry as a whole. No public qualification is required for babysitters and no registration is mandatory with administrative offices. In fact, administrative checks have failed to reach the actual babysitting work to which children’s lives are entrusted.
 紹介サイトに限らず、ベビーシッター業界全体にも、改善すべき点がある。ベビーシッターには公的資格がなく、行政への届け出も必要ない。子どもの命を預かるシッターの仕事に、行政のチェックが及んでいないのが実情だ。

On the other hand, the way parents’ work has diversified, and the number of single-parent households has been increasing. The demand for babysitters who can provide service at night and on holidays has therefore been rising in recent years.
 一方で、親の働き方が多様化したことに加え、ひとり親家庭も増えている。夜間や休日も対応してくれるベビーシッターの需要は近年、高まっている。

Ensuring the quality of babysitters is a big challenge.
 シッターの質の確保が、大きな課題である。

The All Japan Childcare Services Association, comprising 100 member companies, has set its own qualification system for babysitters. More voluntary efforts are urged on the part of the babysitting industry as a whole.
 事業者100社が加盟する「全国保育サービス協会」では、独自の資格制度を設けている。業界の自主的な取り組みをさらに強化してもらいたい。

Under a new system for supporting child-rearing that will begin in fiscal 2015, some babysitting businesses will be licensed by the governments of cities, towns and villages. Subsidies will be provided to babysitters if they receive designated seminar programs.
 2015年度に始まる政府の子育て支援の新制度では、シッター業務の一部を市町村の認可制とする。所定の研修を受ければ、シッター側に補助金を支給する。

The subsidies thus granted will lessen the financial burden on those using babysitting services. This is expected to lead to eliminating dishonest operators who advertise their low-price services. The quality of babysitters must be enhanced as a whole by expanding such a support system.
 補助金の分、利用者負担が軽減され、安さを売り物にした悪質業者の排除につながると期待される。こうした仕組みを拡充し、全体の質を高めたい。

Users are responsible for deciding which babysitters they will choose. In the aftermath of the fatal incident, the welfare ministry has presented a list of matters to be attended to when using babysitters. These include having an interview beforehand to confirm whether babysitters can be trusted. It is crucial to pay attention to such matters.
 どのシッターを選ぶかは、利用者側の責任だ。厚労省は事件を受け、シッター利用時の注意事項を示した。事前に面接し、信頼できる人物かどうか確かめる。こうした点に留意する必要がある。

凄まじい実行力なんです。

販売価格が一戸あたり40万バーツほど。(住宅のグレードは低いです)
私の団地の横もタクシンの開発した低所得者向け住宅地が広がっています。
500戸くらいの大規模な住宅建設なんですが、販売されたのはアピシット政権となってからでした。
それでもタクシンの貧困層に対する思いは維持されたのですね。
これもバンコク富裕層がタクシンを嫌う理由のひとつです。
犬(貧困層)に住宅は必要ないといったところでしょうか。

アピシット政権では失業率を増大させたくらいの成果しか見ありません。
2年くらいの在任期間中に、財産を200万バーツ増やしてます^^。
2011年には大洪水にみまわれました。

インラックにもさしたる政治改革はありませんね。
内閣改造をやったくらいでしょうか。
それと、世界の外交で華やかに活躍したくらいでしょう。
ライススキームの不透明な仕組みと、農民への不払いが命取りなのです。

The long road to full settelment of itai-itai pollution disease cases
イタイイタイ病 「全面解決」までの長い道のり(12月19日付・読売社説)

As 45 years have passed since itai-itai disease was recognized by the state as a pollution-related disease, it was indeed a long journey for the issue to have been “fully resolved.”
 公害病と認定されてから45年、「全面解決」までの道のりは、あまりに長かった。

The case of itai-itai disease, an affliction caused by pollution in areas along the Jinzugawa river in Toyama Prefecture, reached its resolution when Mitsui Mining & Smelting Co.—the company that caused the pollution—and a victims group signed a compensation agreement on Tuesday. The company has also made a formal apology to the victims for the first time.
 富山県の神通川流域で発生したイタイイタイ病を巡り、被害者団体と原因企業の三井金属鉱業が被害者救済の合意書に調印した。三井金属鉱業は初めて正式に謝罪した。

The victims have grown old and many victims have died. It appears that the victims and the company responsible for the pollution have mutually conceded and reached a full settlement.
 被害者の高齢化が進む。他界した人も少なくない。被害者と原因企業が歩み寄り、全面解決を実現させたことを評価したい。

The main pillar of the agreement is that Mitsui Mining will pay a lump sum of ¥600,000 per person to those victims of the disease who were not recognized under the Environment Ministry’s criteria as victims of itai-itai disease and so were not eligible for compensation.
 環境省の基準でイタイイタイ病と認定されず、救済から漏れていた被害者に、三井金属鉱業が1人当たり60万円の一時金を支払うのが、合意書の柱だ。

Yet those victims recognized as sufferers by the state were entitled to receive ¥10 million per person.
 認定患者への賠償金1000万円とは大きな開きがある。

For victims who had sought to have their cases settled early, accepting the compensation proposal must have been a bitter decision.
早期解決を目指してきた被害者たちにとって、解決案の受け入れは苦渋の決断だったろう。

Eligible for the lump sum compensation will be those who meet certain criteria, including a degree of kidney dysfunction that is a symptom developed at a stage leading to itai-itai disease. Nearly 1,000 people are believed to be eligible to receive the payments.
 一時金は、イタイイタイ病の前段症状である腎機能低下の度合いなどで、条件を満たした人が対象となる。該当者は1000人近くに上るとみられる。

Mitsui Mining must compensate as many victims as possible.
 三井金属鉱業には、可能な限り多くの人を救済する姿勢で臨むことが求められる。

Recognition difficult

Itai-itai disease is considered to be one of Japan’s four major pollution-related diseases, along with Minamata disease in Kumamoto Prefecture, Minamata disease in Niigata Prefecture, and Yokkaichi asthma in Mie Prefecture.
 イタイイタイ病は、水俣病、新潟水俣病、四日市ぜんそくとともに4大公害病に数えられる。

As nephropathy patients suffered from brittle bones, they moaned in pain, crying “Itai, itai (It hurts, it hurts),” which is what gave the disease its name. It was recognized by the state as the country’s first pollution-related disease in 1968.
体の骨が折れやすくなり、患者が「痛い、痛い」と泣き叫んだことから、病名が付いた。1968年、日本初の公害病に認定された。

The disease was caused by cadmium, a heavy metal, discharged from the Kamioka mine in Gifu Prefecture. The pollutant spread through the consumption of rice and other things contaminated by cadmium in the river and harvested in the affected areas.
 原因は、神岡鉱業所(岐阜県)から排出された重金属のカドミウムだ。汚染流域で収穫されたコメなどを通じて被害が広がった。

Mitsui Mining has cleaned up the polluted soil, in addition to paying compensation to those recognized as victims. The cleanup of soil in the polluted farm land was completed last year.
 三井金属鉱業は、認定患者への賠償金支払いに加え、汚染地域の土壌改善などに取り組んできた。汚染された農地の復元事業は昨年、ようやく終了した。

Once pollution has been set off, it takes the polluter many years and hefty sums to provide relief measures to the victims and restore the environment—one lesson to be learned from itai-itai disease.
 いったん公害を引き起こすと、被害者救済や環境の回復に長い年月と多くの費用を要する。イタイイタイ病の教訓である。

It can be said the criteria for officially recognizing sufferers of pollution-related diseases, set by the ministry, has blocked many sufferers from receiving compensation in a timely manner. As many sufferers of itai-itai disease were not recognized as sufferers until their cases became so serious that they developed the bone-softening disorder osteomalacia, those with relatively milder cases were left neglected.
 環境省の患者認定基準が、早期の幅広い救済を阻んだと言えよう。重症化し、骨軟化症にならないと、イタイイタイ病と認定されないため、比較的、軽症の人が置き去りにされる結果となった。

Minamata disease is similar to itai-itai disease in that the ministry’s criteria for officially recognizing sufferers is rigid.
 認定のハードルが極めて高いという点では、水俣病も同様だ。

In April, the Supreme Court backed a lower court ruling that recognized a sufferer who was not recognized under the ministry’s criteria as a victim of Minamata disease. Lawsuits with sufferers of the disease seeking relief measures are still continuing in the country.
 最高裁は4月、環境省の基準で認定を退けられたケースについて、水俣病患者と認める判断を示した。被害者救済を巡る争いは、今なお続いている。

It is highly important, first and foremost, for sufferers of Minamata disease and others concerned with it to compromise.
 水俣病問題でも、被害者をはじめ、当事者同士の歩み寄りが何よりも求められる。

Political parties lack seriousness over Japan’s late entry in TPP talks

How should Japan deal with negotiations on the Trans-Pacific Partnership free trade agreement?
 日本は、環太平洋経済連携協定(TPP)交渉にどのように対応すべきか。

Each political party is accountable for its stance on the TPP during the ongoing campaign for the House of Councillors election.
 参院選で各党の姿勢が問われている。

The U.S. Congress likely will complete procedures soon over Japan’s entry into TPP negotiations, following Prime Minister Shinzo Abe’s announcement of Japan’s intent to join the talks. Eleven countries, including the United States and Australia, are scheduled to hold a new round of TPP talks in Malaysia on July 15-25. For several days toward the end of the round, Japan is expected to finally be able to sit at the negotiating table.
 安倍首相の参加表明を受けて、米国議会の承認手続きが近く終了する。米国、豪州など11か国は15~25日にマレーシアで交渉を行う。その最後の数日間、日本はようやく、交渉のテーブルに着くことができる見通しだ。

With its population shrinking, Japan needs to tap into Asia’s vitality by promoting free trade in an effort to buoy its economic growth.
 人口が減る日本は、自由貿易推進でアジアの活力を取り込み、成長に弾みを付ける必要がある。

Japan must catch up

Aiming to reach a broad agreement within the year, the 11 countries are likely to step up TPP negotiations. Japan has lagged behind in the TPP talks, but it must explore ways to catch up with its negotiating partners in creating trade rules.
 11か国は年内の大筋合意を目指し、交渉を本格化させる。出遅れた日本は通商ルール作りで巻き返す道を探らねばならない。

Although Japan faces these difficult circumstances, the parties’ campaign pledges indicate they do not feel the urgency of the TPP issue. As a result, the TPP has not been a major contentious topic in the campaign.
 そうした厳しい状況にもかかわらず、各党の公約は危機感に乏しく、TPPへの対応は大きな争点になっていない。

Regarding the TPP issue, the Liberal Democratic Party has stressed it would seek the best possible path in line with national interests by protecting what needs protecting and pushing for what the nation wants.
 自民党はTPPについて、「交渉力を駆使し、守るべきものは守り、攻めるべきものは攻めることにより、国益にかなう最善の道を追求する」と強調している。

In its comprehensive policy package, however, the LDP has called on the government to place priority on ensuring that five key agricultural items, such as rice and wheat, will be exempt from tariff elimination in TPP negotiations. It also calls for the government not to hesitate to pull out from the trade talks if the items are not protected. The LDP’s Hokkaido chapter has taken an even tougher stance, saying it will stand firm and not accept tariff elimination without exceptions.
 しかし、総合政策集ではコメ、麦などを念頭に、「重要5品目の聖域を最優先し、それが確保できない場合は脱退も辞さない」と主張した。北海道連は「聖域なき関税撤廃は認めず、北海道の立場を主張する」とさらに強硬だ。

As the prime minister has vowed to enter TPP negotiations “with the determination to secure national interests,” Japan needs to flex its bargaining muscle.
 首相が「国益を確保する決意で交渉していく」と述べたように、日本にはしたたかな交渉力の発揮が求められる。

Along with its coalition partner, New Komeito, the LDP should support the government and reflect national interests in TPP-related policies.
 自民党は公明党とともに、政府を後押しし、TPPに国益を反映させる方針を示すべきだ。

It is also vital for political parties to propose feasible measures to make the nation’s agriculture competitive in preparation for further market liberalization.
 一層の市場開放に備えた「強い農業」の実現へ、現実的な方策を訴えることも重要な課題だ。

Active debate urged

Nippon Ishin no Kai (Japan Restoration Party) and Your Party, both pushing for Japan’s entry into the TPP talks, have called for a review of a measure to reduce rice production, an overhaul of agricultural cooperatives and other reforms. We urge the parties to have a vigorous debate on these issues.
 TPP推進を主張する日本維新の会とみんなの党は、減反政策の見直しや農協改革などを掲げる。活発な論戦を期待したい。

Meanwhile, the largest opposition party, the Democratic Party of Japan, has pledged in its campaign platform to seek high-level economic partnerships and take the lead in drawing up global trade rules. But at the same time, it has also said, “We will take up the TPP issue without hesitating to withdraw [from the TPP talks].” The party’s proposed measures to beef up the agricultural sector appear vague.
 民主党は公約で、「高いレベルの経済連携を推進し、世界のルール作りを主導する」としながら、「TPPは脱退も辞さない姿勢で臨む」と主張している。農業の強化策は抽象的である。

The Japanese Communist Party, the People’s Life Party, the Social Democratic Party and Green Wind all have opposed Japan’s participation in the TPP talks. However, Japan, which thrived as a trading country, is unlikely to be able to develop a vision for the future if it decides to stay away from such a free trade framework in Asia.
 共産党、生活の党、社民党、みどりの風は、そろってTPP反対を主張している。だが、「貿易立国」として発展した日本が、アジアの自由貿易圏から外れる道を選べば、将来展望は開けまい。

The TPP negotiations address not only tariff elimination but also a wide range of other areas, such as rules for investment and intellectual property protection. How can Japan take advantage of the TPP to boost its competitiveness? We urge voters to closely look at each party’s proposal on the TPP.
 TPP交渉は関税撤廃だけでなく、投資ルールや知的財産権保護など幅広い分野に及ぶ。競争力強化にどうつなげるのか。有権者は各党の訴えを見極めてほしい。

Islamist militants gunned down fleeing Japanese: local staffer
アルジェリア事件:「逃げる日本人射殺」現地従業員証言

ALGIERS, Algeria -- Two of the 10 Japanese killed in the recent gas plant hostage crisis here were gunned down trying to flee as Islamic militants swept into the facility on Jan. 16, an Algerian plant worker has told the Mainichi.
The two victims were Bunshiro Naito, 44, and Rokuro Fuchida, 64, 30-year-old Abdel Hamid told the Mainichi during a Jan. 30 interview. Both men worked for companies affiliated with engineering firm JGC Corp. The Algerian has been an office employee at the plant in In Amenas, southern Algeria, since March 2012.
 【アルジェ秋山信一】アルジェリアの人質事件で、イスラム武装勢力が16日朝、南部イナメナス近郊のティカントリの天然ガス関連施設の従業員居住区を襲撃した状況が、プラント大手「日揮」のアルジェリア人従業員の男性の証言で分かった。「日本人2人が通勤バスに乗り込んだ際に武装勢力と遭遇し、バスから降りて逃げたときに撃たれた」という。男性は何とか逃げ延びたが、「100%、自分も殺されると思った」と振り返った。
 男性はアブドルハミーダさん(30)。12年3月から現地事務所に勤務し、30日に毎日新聞の取材に応じた。

According to the local employee, the two Japanese workers were boarding minibuses in the residential quarter of the natural gas plant when they ran into the invading militants. The Algerian employee survived the ordeal, but said he was certain he would be killed.
The attack began at around 5:40 a.m. on Jan. 16, when the 30-year-old was preparing for work. He saw red lights outside his room in the residential quarter at about the time some 10 JGC employees were scheduled to board buses bound for their office at the plant. What was actually happening, however, was a faceoff with the militants. The driver threw the bus into reverse and tried to escape, only to be stopped when the vehicle hit a rock, according to the employee.
 証言によると、武装勢力が襲撃したのは16日午前5時40分ごろ。アブドルハミーダさんが自室で身支度をしていると窓の外で赤いライトが見えた。日揮の従業員ら約10人が、ガス施設近くの日揮事務所にミニバスで出発する時刻だった。武装勢力に遭遇し、運転手はバックして逃げようとしたが、岩に当たってバスは止まった。

The passengers got off the minibus and tried to flee, but Fuchida and a Malaysian worker were shot in their tracks before they could reach the safety of a nearby building. The militants then killed Naito and a Filipino worker in their hiding place in another structure.
 従業員らは降車して、逃げたが、日本人とマレーシア人の2人が居住区の建物に逃げ込む前に撃たれて死亡。さらに建物内に逃げた日本人とフィリピン人の2人も殺害されたという。外で撃たれたのは渕田六郎さん(64)、建物内で撃たれたのは内藤文司郎さん(44)だったという。いずれも日揮の協力会社の社員だった。

According to the local employee, Fuchida would always greet him with a smile, saying, "Good morning" in Arabic, whenever they got on the same bus to work. He said Japanese workers were kind, adding that he didn't know what to say about what happened to them.
 アブドルハミーダさんによると、渕田さんは通勤バスに乗り合わせるとアラビア語で「おはよう」といつも笑顔で声をかけてくれたという。「日本人は親切で良い人たちだった。こんなことになって、何と言っていいか分からない」と話した。

The 30-year-old himself hid under his bed when the militants opened fire, locking the door and turning off the air conditioner and lights. One of the attackers tried to open the door but soon gave up and moved to the next room.
 一方、アブドルハミーダさんは襲撃時、自室の鍵をかけてエアコンと電気を消し、ベッドの下に伏せていた。武装勢力のメンバーらしき人物がドアを開けようとしたが、施錠を確認するとすぐに隣へ移ったという。

At about 9 a.m., the 30-year-old tapped out an email to his father on his mobile phone, telling him the residences were being attacked by terrorists and asking him to call police. He also asked his father not to worry his mother by telling her what was going on. Later, during the five hours of sporadic gunfire that followed the initial assault, the employee heard voices in English and Tunisian-accented Arabic saying they wouldn't harm Muslims, but he was too scared to come out.
 午前9時ごろに携帯電話からショートメールを父親に送った。「ティカントリの住居でテロリストに襲われている。警察に通報してほしい。心配するからお母さんには言わないで」。室外からは「イスラム教徒には危害を加えない。出てこい」などと呼びかけるチュニジアなまりのアラビア語や英語が聞こえたが、銃撃音は約5時間続き、怖くて出る気にはなれなかった。

The local employee finally fled his room on the morning of Jan. 17 when a friend called to him from just outside his window, asking him to flee together. They joined around 40 people making their escape, including a Japanese JGC worker. They saw the bodies of their murdered coworkers on the way but, desperate to get away, they ran on. The 30-year-old was dizzy and breathless by the time they reached the dormitory of a nearby Algerian state-run firm, where he was taken to a clinic.

The next morning, he and other workers made the 30 minute walk to another facility where other survivors were gathered. Along the way, he saw a vehicle that had been destroyed by an Algerian attack helicopter. He also saw six other Japanese survivors of the ordeal. He was taken to an airport on the back of a truck and was finally reunited with his wife and child at their home on Jan. 19. He had lost 12 kilograms over the three days. He told the Mainichi that he was still scared even now, and that he could have been killed had the gas plant been blown up.

An earlier interview with sources close to a hospital in In Amenas -- about 50 kilometers east of the gas plant -- has revealed that two Japanese were killed in air attacks by Algerian forces, while at least five other Japanese had been shot, though it remains unclear by whom. In total, 38 workers were killed in the hostage crisis.

S. Korea's new president must seek future-oriented ties with Japan
女性大統領誕生 未来見据えた日韓関係構築を(12月21日付・読売社説)

South Koreans have chosen their country's first female president. We hope she will break through new frontiers and exercise leadership in such matters as revitalization of the country's economy and rebuilding relations with Japan.
 韓国初の女性大統領の誕生である。経済の再生や、日韓関係の再構築などで指導力を発揮して、新しい時代を切り開いてもらいたい。

Park Geun Hye of the ruling Saenuri Party was elected in a closely fought presidential election, defeating rival candidate Moon Jae In of the Democratic United Party, the largest opposition party.
 韓国大統領選で、与党セヌリ党の朴槿恵氏が最大野党・民主統合党の文在寅氏との接戦を制し、当選した。

The key issues during the election campaign were economic problems, including measures to reduce the widening income gap and unemployment.
 選挙戦の最大の争点は、格差是正や雇用など経済問題だった。

While Moon emphasized tighter control over family-run conglomerates, Park placed weight on economic growth and securing employment for young people.
 財閥への規制強化に力点を置く文氏に対し、朴氏は、経済成長の維持と、若者などの雇用確保を重視した。

We can safely conclude South Korean voters chose economic growth and more employment, rather than restricting the activities of major corporations, which are the locomotive of the country's exports.
有権者は、輸出を担う大企業の締め付けより、成長と雇用拡大を望んだと言える。

Small business measures key

South Korea is now among the top 10 countries in the world in terms of trade volume, due partly to its efforts to promote free trade agreements with the United States, the European Union and others. However, this has not resulted in an increase of jobs. Reinforcing and nurturing small and midsize enterprises, which are crucial to employment, are important issues.
 韓国は、米欧などとの自由貿易協定(FTA)推進を軸に貿易額で世界トップ10入りしたが、それが雇用増にはつながっていない。雇用の受け皿となる中小企業の強化や育成が重要な課題だ。

There were also great differences in the approaches of the two candidates to North Korea.
 対北朝鮮政策でも、両候補の違いは目立った。

Moon pledged to unconditionally restart large-scale food and fertilizer assistance programs to the North and have summit talks with North Korean leader Kim Jong Un, first secretary of the Workers' Party of Korea, next year. His policy is a return to the "sunshine policy" pursued by left-wing administrations.
 文氏は、北朝鮮への食料、肥料などの大規模支援を、無条件で再開し、金正恩・朝鮮労働党第1書記との首脳会談を来年中に行うと公約した。左派政権時代の太陽政策に回帰しようとするものだ。

In contrast, conservative Park also showed a willingness to reopen dialogue with North Korea, but said full-fledged assistance programs must come after a relationship of trust had been built up between the two countries. Her policy follows the footsteps of the current administration, which has demanded that North Korea take concrete actions to denuclearize the Korean Peninsula.
 これに対し、保守派の朴氏は、南北対話再開に前向きな姿勢は見せたが、本格的な支援は信頼関係構築が前提、とした。北朝鮮に非核化への具体的な取り組みを求める現行路線を踏襲している。

North Korea is still pursuing its nuclear and missile development programs, as was seen in the recent launch of a long-range ballistic missile despite calls by the international community to cancel it.
 北朝鮮は、長距離弾道ミサイル発射を強行するなど、依然、核・ミサイル開発を進めている。

The victory of Park, who has vowed to take a stern attitude toward North Korea through cooperation among Japan, South Korea and the United States, is a welcome development for Japan.
北朝鮮に日米韓の連携強化で厳しく臨もうとする朴氏の当選は、日本にとっても歓迎できるものだ。

Repair bilateral ties

Park is the daughter of former President Park Chung Hee, who braved strong opposition within the country to normalize relations with Japan in 1965 and led the country on a rapid economic growth path, dubbed the "Miracle of the Hanggang river." During the election campaign, Park gave prominence to relations with Japan, including the conclusion of an economic partnership agreement.
 朴氏は、1965年に国内の強い反対を押し切って日韓国交正常化を断行し、韓国を「漢江の奇跡」と呼ばれる高度経済成長路線に導いた朴正煕大統領の娘である。選挙戦では、経済連携協定(EPA)の推進など、日本との関係を重視していく立場を打ち出した。

Many issues are common to both Japan and South Korea, such as low birthrates and aging populations as well the handling of North Korea and China, which is expanding economically and militarily.
 少子高齢化対策、北朝鮮や膨張する中国への対応など、日韓共通の課題は多い。

Liberal Democratic Party President Shinzo Abe congratulated Park on her victory. "I hope to deepen bilateral relations further from a broad perspective by maintaining close contacts," said Abe, whose administration will be launched next week.
 自民党の安倍総裁は「緊密に意思疎通を行うことで、大局的な観点から日韓両国の関係をさらに深化させていきたい」と朴氏当選を祝うコメントを発表した。日本でも来週、安倍政権が発足する。

We hope the two incoming leaders will initially work toward repairing the Japan-South Korean relationship, which deteriorated to the worst-ever level when President Lee Myung Bak visited the Takeshima islands and demanded for an "apology by the Emperor" to victims of Japan's past colonial rule of the Korean Peninsula.
 日韓の両首脳にはまず、李明博大統領の竹島訪問と「天皇の謝罪」要求発言で最悪になった日韓関係の修復を図ってもらいたい。

Of course, there is little ground for optimism, but they need to make efforts to avoid issues of history from negatively impacting on the two nations any further.
 楽観は禁物だが、歴史問題がこれ以上、両国に否定的な影響を与えぬよう双方の努力が必要だ。
