空自イラク撤収　「テロとの戦い」は今後も続く（9月13日付・読売社説）

International peace cooperation activities that were epoch-making and highly significant for Japan have entered their final phase without trouble.
日本にとって画期的で、極めて意義深い国際平和協力活動が無事、最終段階に入った。

The government announced Thursday a plan to withdraw the Air Self-Defense Force unit engaged in transportation operations between Iraq and Kuwait by the end of this year.
政府は、イラク・クウェート間で空輸活動を実施中の航空自衛隊を年内に撤収させる方針を発表した。

This means that all the assistance activities for Iraq provided by the Self-Defense Forces, which have continued for nearly five years, will cease since the Ground Self-Defense Force completed its humanitarian reconstruction assistance activities in Samawah, southern Iraq, in 2006.
陸上自衛隊は既にイラク南部サマワでの人道復興支援活動を終えている。５年近くに及ぶ自衛隊のイラク支援はすべて完了する。

The SDF has been working in Iraq as part of an international joint effort to help restore the war-torn country that is far more difficult than an ordinary U.N. peacekeeping mission. However, not a single SDF member has died so far during these activities, which are highly appreciated by the international community.
自衛隊は、イラク復興の国際共同行動の一翼を担い、通常の国連平和維持活動（ＰＫＯ）よりはるかに困難な任務を果たしてきた。一人の犠牲者も出していない。国際社会の評価も高い。

国内では、自衛隊派遣への異論もあった。だが、自衛隊が従事していたのは、イラク戦争終結後の国連決議を根拠とする正当な復興支援活動だ。海外での武力行使を禁じる憲法上の問題も生じないよう、特別措置法が制定された。

自衛隊が撤収しても、イラクの安定は、引き続き国際社会にとって重要課題だ。日本も、政府開発援助（ＯＤＡ）による支援や関与を継続する必要がある。

空輸活動を担う空自のＣ１３０輸送機の部隊は今後も、様々な国際平和協力活動に活用される可能性が高い。来年の「防衛計画の大綱」見直しでは、こうした装備や部隊の拡充が重要となろう。

空自撤収の背景には、欧米諸国が「テロとの戦い」の重点をイラクからアフガニスタンに移したことがある。イラクの治安改善と反比例するように、アフガン情勢は厳しさを増している。

アフガンでは今、４０か国の５万人以上が治安維持や地域復興活動を展開している。日本は、はるかに安全なインド洋での多国籍海軍の艦船への給油にとどまる。

その海上自衛隊の給油活動でさえ継続できるかどうか不透明だ。来年１月に期限が切れる新テロ対策特別措置法を延長する改正案の成立のメドが立たないからだ。

仮に海自が撤収を余儀なくされれば、自衛隊の国際協力活動はゴラン高原とネパールのＰＫＯ計４９人だけになってしまう。日本の存在感は限りなくゼロに近づく。

米国は再三、日本にアフガンへの自衛隊派遣を求めている。日本もアフガン支援のあり方を様々な角度から検討すべき時だ。

新たな立法措置を要する自衛隊派遣のハードルが高いとすれば、最低限、給油活動の継続に向けて全力を尽くさねばなるまい。

民主党は、あくまで給油活動に反対するなら、現実的で実行可能な対案を早急に示すべきだ。

Domestically, however, there has been some opposition toward the SDF dispatch to Iraq. But the SDF troops have been carrying out legitimate reconstruction assistance activities based on a U.N. resolution passed after the end of the Iraq war. The special measures law was created so as not to cause any problem with the Constitution, which prohibits the use of force by the SDF abroad.
国内では、自衛隊派遣への異論もあった。だが、自衛隊が従事していたのは、イラク戦争終結後の国連決議を根拠とする正当な復興支援活動だ。海外での武力行使を禁じる憲法上の問題も生じないよう、特別措置法が制定された。

Attention on Afghanistan

Iraq's stability will remain a significant issue for the international community even after all SDF units are withdrawn from the country. Japan must continue to offer Iraq help and remain involved through official development assistance.
自衛隊が撤収しても、イラクの安定は、引き続き国際社会にとって重要課題だ。日本も、政府開発援助（ＯＤＡ）による支援や関与を継続する必要がある。

ASDF units flying C-130 cargo planes are highly likely to be mobilized for various international cooperation activities in the future. In a revision of the National Defense Program Outline scheduled next year, it will be important to expand the airborne units and improve their equipment.
空輸活動を担う空自のＣ１３０輸送機の部隊は今後も、様々な国際平和協力活動に活用される可能性が高い。来年の「防衛計画の大綱」見直しでは、こうした装備や部隊の拡充が重要となろう。

In the backdrop of the ASDF withdrawal from Iraq is the fact that the United States and European countries have shifted their emphasis in the war against terrorism from Iraq to Afghanistan.
空自撤収の背景には、欧米諸国が「テロとの戦い」の重点をイラクからアフガニスタンに移したことがある。

While the security situation in Iraq has been improving, that in Afghanistan has been deteriorating.
イラクの治安改善と反比例するように、アフガン情勢は厳しさを増している。

In Afghanistan now, more than 50,000 troops from 40 countries are working to maintain security or provide reconstruction assistance, while Japan is merely refueling the ships of multinational navies patrolling in the Indian Ocean--a mission much safer than the one inside Afghanistan.
アフガンでは今、４０か国の５万人以上が治安維持や地域復興活動を展開している。日本は、はるかに安全なインド洋での多国籍海軍の艦船への給油にとどまる。

Refueling least Japan can do

But even the continuation of that logistic support by the Maritime Self-Defense Force is up in the air because it is hard to say when the Diet will pass a bill to extend the new Antiterrorism Law, which will expire in January.
その海上自衛隊の給油活動でさえ継続できるかどうか不透明だ。来年１月に期限が切れる新テロ対策特別措置法を延長する改正案の成立のメドが立たないからだ。

If the MSDF ships are forced to retreat from the Indian Ocean, the number of SDF members involved in international peace cooperation activities will fall to a mere 49, comprising those engaged in peacekeeping operations in the Golan Heights and Nepal. In other words, Japan's presence in international peace cooperation activities will shrink to nearly zero.
仮に海自が撤収を余儀なくされれば、自衛隊の国際協力活動はゴラン高原とネパールのＰＫＯ計４９人だけになってしまう。日本の存在感は限りなくゼロに近づく。

Washington has repeatedly asked Tokyo to dispatch SDF units to Afghanistan. It is therefore time for Japan to study measures to help Afghanistan from various angles.
米国は再三、日本にアフガンへの自衛隊派遣を求めている。日本もアフガン支援のあり方を様々な角度から検討すべき時だ。

If the SDF dispatch to the country, which requires new legislation, encounters obstacles, the government must do its utmost to at least continue the MSDF's refueling mission.
新たな立法措置を要する自衛隊派遣のハードルが高いとすれば、最低限、給油活動の継続に向けて全力を尽くさねばなるまい。

The Democratic Party of Japan should quickly come up with a feasible alternative plan if it remains firmly opposed to the refueling mission.
民主党は、あくまで給油活動に反対するなら、現実的で実行可能な対案を早急に示すべきだ。
